Comprehensive TB Elimination Act of 2021 This bill reauthorizes for FY2022-FY2027 and revises the tuberculosis (TB) prevention and treatment grant program administered by the Centers for Disease Control and Prevention. The Health Resources and Services Administration may also award grants for TB prevention and treatment efforts to (1) state and local governments; (2) Indian tribes, Native Hawaiian health organizations, and related entities; and (3) community health centers and federally qualified health centers. Additionally, the Government Accountability Office must report on national TB prevention and treatment efforts.

This bill extends through October 18, 2021, the order issued by the Centers for Disease Control and Prevention (CDC) titled Temporary Halt in Residential Evictions To Prevent the Further Spread of COVID-19 and published on September 4, 2020. The bill also permits the CDC to further extend the order as it determines necessary.

Mapping Housing Discrimination Act This bill provides grants to institutions of higher education to analyze, digitize, and map historic housing discrimination records. The Department of Housing and Urban Development's Office of Policy Development and Research must use data submitted by institutions under the bill to create a publicly available national database of historic housing discrimination records. Historic housing discrimination records are (1) deeds or historic property records that demonstrate housing discrimination, or (2) state or local ordinances that permitted housing discrimination.
Ryan Frascone Memorial Student Loan Relief Act of 2021 This bill retroactively applies certain borrower protections related to cosigners of private student loans. Specifically, all private student loan agreements must (1) prohibit creditors from declaring a default or accelerating the debt of a private student loan on the sole basis of the death or bankruptcy of a cosigner to such a loan, and (2) require loan holders to release a cosigner from any obligation upon the death of the student borrower. Under current law, these protections apply only to private student loan agreements entered into on or after November 20, 2018. Additionally, the Department of the Treasury must establish a program to purchase and retire such private student loans from loan holders suffering financial injury as a result of this bill.
Congressional Whistleblower Protection Act of 2021 This bill creates certain administrative and judicial remedies for federal employees whose right to provide information to Congress is interfered with or denied. Under current law, federal employees have the right to petition or furnish information to Congress or to individual Members of Congress, and this right may not be interfered with or denied. The bill explicitly allows employees who are aggrieved by a violation of this right to seek administrative remedies that are currently available to whistleblowers who are fired or experience other forms of retaliation. The bill also establishes a private right of action for aggrieved employees, including the option of a jury trial, if an administrative remedy is not issued within 210 days of a complaint being made. The bill applies to employees and contractors of the executive, legislative, and judicial branches of government, including members of the intelligence community.
