Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Protecting the Right to Organize Act of 20 21 This bill expands various labor protections related to employees' rights to organize and collectively bargain in the workplace. Among other things, it revises the definitions of employee , supervisor , and employer to broaden the scope of individuals covered by the fair labor standards; permits labor organizations to encourage participation of union members in strikes initiated by employees represented by a different labor organization (i.e., secondary strikes); and prohibits employers from bringing claims against unions that conduct such secondary strikes. The bill also allows collective bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary; and expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes. The bill makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership and prohibits employers from entering into agreements with employees under which employees waive the right to pursue or a join collective or class-action litigation. Finally, the bill addresses the procedures for union representation elections, modifies the protections against unfair labor practices that result in serious economic harm, and establishes penalties and permits injunctive relief against entities that fail to comply with National Labor Relations Board orders.

Otto Warmbier Countering North Korean Censorship and Surveillance Act of 2021 This bill authorizes sanctions related to censorship in North Korea and addresses related issues. The President may impose property-blocking sanctions on foreign individuals and entities responsible for implementing or facilitating North Korea's censorship laws and surveillance. For the individuals that meet such criteria, the President may also impose visa-blocking sanctions. The bill also authorizes the U.S. Agency for Global Media to provide increased broadcasting and grants for various purposes, including the development of internet freedom tools to facilitate information sharing related to North Korea and the restoration of the agency's broadcasting capacity to North Korea. The President must submit to Congress a strategy to combat North Korea's information environment. The Department of State and the Department of the Treasury must jointly report to Congress each year on U.S. government activities related to the enforcement of sanctions against North Korea.
This resolution supports the goals and ideals of World Sickle Cell Awareness Day. The resolution also commits to ensuring equitable access to new sickle cell disease (SCD) treatments by shining the light among all economic, racial, and ethnic groups to improve health outcomes for those living with SCD. Finally, the resolution encourages the people of the United States and the world to hold appropriate programs, events, and activities on Sickle Cell Awareness Day to raise public awareness of SCD traits, preventative care programs, treatments, and other patient services for those suffering from SCD, complications from SCD, and conditions related to SCD.

Sickle Cell Care Expansion Act of 2022 This bill establishes programs to increase treatment and other services for populations with sickle cell disease. Sickle cell disease is an inherited blood disorder that can lead to pain, anemia, infections, and stroke. Specifically, the Department of Health and Human Services (HHS) must award grants to federally qualified health centers, community-based organizations, or other nonprofits that treat or otherwise support populations with sickle cell disease for education and advocacy programs concerning the disease. HHS must also award grants to nonprofits, including hospitals or institutions of higher education, that provide comprehensive care to populations with sickle cell disease for programs to support the transition from pediatric to adult care for patients with the disease. Additionally, the Health Resources and Services Administration must establish a program to provide scholarships or student loan repayment awards to individuals who commit to engage in clinical practice or research related to sickle cell disease for a period of obligated service as physicians.
Community Development Investment Tax Credit Act of 2022 This bill allows a new tax credit for investment in Community Development Financial Institutions (CDFIs) to benefit underserved communities. The credit amount is a specified percentage of investment in a CDFI during successive ten year periods. The total credit amount is capped at $1 billion in 2022, $1.5 billion in 2023, and $2 billion in 2024 and each year thereafter, adjusted for inflation.
Energy Efficiency for Affordable Housing Act This bill increases the amount of the low-income housing tax credit for rehabilitation expenditures for buildings that achieve enhanced energy performance. The bill also exempts such credit from the basis adjustment applicable to the new energy efficient home tax credit and extends that credit through 2031.
Service to the Fleet Act This bill provides funding for improvements to the facilities of the U.S. Coast Guard Yard in Baltimore, Maryland, including for preparation and construction of a floating drydock and phases one through three of the Coast Guard Shipyard Infrastructure Optimization Plan. It also requires to the Coast Guard to submit to Congress a report outlining workforce development needs at the Coast Guard Yard with respect to its civilian employees and active duty members.
