DLARA

Maddy summaryThis bill, the Disaster Loan Accountability and Reform Act (DLARA), requires the Small Business Administration (SBA) to improve transparency and oversight of disaster loans. Key provisions include mandating monthly reports on loan funding status (e.g., notifying Congress when unobligated funds drop below 10% of the latest appropriation), requiring detailed budget explanations for disaster loan costs, and prohibiting loan forgiveness without congressional authorization. It also restricts the SBA from issuing rules that increase program costs and mandates reviews by the GAO and SBA Inspector General into recent loan program changes and funding shortfalls. The bill directly affects SBA operations and reporting to Congress, focusing on accountability rather than altering loan eligibility or benefits for borrowers.

Protection of Women and Girls in Sports Act of 2025

Maddy summaryThis bill amends federal education law to prohibit federally funded athletic programs from allowing individuals assigned male at birth to participate in sports designated for women or girls. It defines "sex" for this purpose as biological sex at birth, based on reproductive anatomy and genetics. The law directly affects schools, colleges, and sports organizations receiving federal funding. Violations would constitute a breach of Title IX, requiring programs to exclude individuals whose sex is male from women's or girls' athletic teams.

A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions".

Maddy summaryThis joint resolution (SJRES 12) seeks to block an Environmental Protection Agency (EPA) rule that established procedures for a "Waste Emissions Charge" affecting petroleum and natural gas systems. Specifically, it targets the EPA's November 2024 rule (89 Fed. Reg. 91094) which outlined compliance methods like netting and exemptions for emissions charges. If passed, the resolution would formally disapprove the rule under federal law (Chapter 8 of Title 5, U.S. Code), preventing it from taking effect. The bill directly affects the oil and gas industry by removing a specific regulatory framework for emissions reporting and fees. This is a procedural disapproval measure, not a new policy.

SAFE Act of 2025

Maddy summaryThis bill prohibits the slaughter of horses, ponies, and other equines for human consumption by amending existing federal law. It directly affects businesses or individuals currently involved in slaughtering equines for food, making such activity illegal under the Agriculture Improvement Act of 2018. The key change updates a provision that previously banned slaughtering dogs and cats to now include equines, expanding the existing prohibition. This is a concrete policy change that bans a specific practice under federal law.

Farmers Freedom Act of 2025

Farmers Freedom Act of 2025 This bill excludes certain prior converted cropland from permit requirements under the Clean Water Act, including Section 404 permits for discharges of dredged materials into waters of the United States (WOTUS). The exclusion applies to areas that were converted to cropland prior to December 23, 1985. However, the bill does not exclude an area that has reverted to wetlands and has not been used for agricultural purposes in five years. In recent years, there has not been regulatory consistency about which cropland, such as cropland that has reverted to wetlands, is protected under the scope of the act as WOTUS. In 2020, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers issued the Navigable Waters Protection Rule that, among other provisions, defined  prior converted cropland in order to specify which cropland is excluded from the scope of the act. However, the U.S. District Court for the District of Arizona vacated the rule in Pascua Yaqui Tribe v. EPA . In 2023, the EPA and the Army Corps of Engineers issued another rule that excluded prior converted cropland from the scope of the act, but they defined the exclusion more narrowly than the exclusion in the 2020 rule.  Similar to the 2020 rule, this bill broadens the exclusion. The bill determines the scope of the exclusion by defining the term prior converted cropland in statute .

A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing".

Maddy summarySJRES 24 is a joint resolution that would block an Environmental Protection Agency (EPA) rule setting new standards for reducing harmful air pollutants from rubber tire manufacturing facilities. If passed, the resolution would prevent the rule - published in the Federal Register on November 29, 2024 - from taking effect, meaning tire manufacturers would not have to comply with the new requirements. The bill directly affects the rubber tire manufacturing industry by removing a specific regulatory obligation. This resolution uses a congressional disapproval process under federal law to stop the EPA rule without creating new regulations.

Hospital Transparency Compliance Enforcement Act

Maddy summaryThis bill requires all U.S. hospitals to publicly list their standard prices for common services within six months of enactment (or six months after opening for new hospitals) and update this list annually. Hospitals must ensure this pricing information is accessible online and cannot hide it from search results. Non-compliant hospitals face daily fines - ranging from $600 per day for small hospitals to $11,000 per day for large facilities - based on bed size, with the government publishing a public list of violators every six months. The law aims to make healthcare pricing transparent for patients and enforceable through specific penalties.

BCRA of 2025

Maddy summaryThis bill, the Births in Custody Reporting Act of 2025 (BCRA), requires states receiving certain federal crime control funds to submit quarterly, anonymized reports to the Attorney General about pregnant individuals or those who gave birth while incarcerated in state or local facilities (including jails, prisons, and juvenile facilities). The reports must include data on pregnancy outcomes, prenatal and postpartum medical care, restraint use during pregnancy or delivery, and placement in restrictive housing. States failing to comply face potential reductions of up to 10% in their allocated federal funds for the relevant program. The Attorney General must publish these reports publicly and conduct a study on the data to improve care and examine health outcomes for incarcerated pregnant individuals.

Protecting Investors’ Personally Identifiable Information Act

Maddy summaryThis bill prohibits the Securities and Exchange Commission (SEC) from requiring national securities exchanges, associations, or their members to share investors' personally identifiable information (PII) - like names, addresses, or Social Security numbers - for routine consolidated audit trail reporting. It allows the SEC to request PII *only* during investigations into securities law violations or related enforcement actions, and requires exchanges to provide it within 24 hours (or a reasonable extension). The SEC must destroy any such PII within 24 hours after the investigation concludes. The bill directly affects securities exchanges and their members by restricting how they handle investor data under federal reporting rules.

LEOSA Reform Act

Maddy summaryS 679 amends federal law to clarify that active and retired law enforcement officers meeting specific criteria can carry concealed firearms in more locations, including national parks and certain federal facilities like public areas of federal buildings. The bill requires retired officers to have completed recent firearms training (within 12-36 months) and provide certification from their former agency, state, or a certified instructor. It also specifies that these provisions do not apply to property used by common carriers (such as airports) or public property. These changes update the Law Enforcement Officers Safety Act of 2004 to expand officers' ability to carry concealed weapons under federal law.
