Protecting Access to Credit for Small Businesses Act This bill prohibits the Small Business Administration from directly making a loan under the 7(a) Program, which authorizes loans and loan guaranties to small businesses that meet certain requirements.

Congressional Review of Agency Legal Settlements Act of 2021 This bill requires federal agencies to submit certain settlement agreements to Congress and allows Congress to disapprove of such agreements. The bill applies to proposed voluntary compromise settlements that include (1) a financial award paid by an agency that is more than $10 million aggregated across all similarly situated cases or legal claims against the agency, or (2) an agreement to modify or alter an agency rule. Before an agency may enter into such an agreement, the agency must submit to Congress a report that includes specified information, such as the terms and class of claimants covered by the agreement. The bill (1) specifies the effect of passage of a joint resolution of disapproval related to such an agreement, and (2) provides for an expedited procedure for such resolutions.
Protecting Medicare and American Farmers from Sequester Cuts Act This bill makes several budgetary, technical, and procedural changes, particularly in relation to Medicare and increasing the debt limit. Specifically, the bill continues to exempt Medicare from sequestration until March 31, 2022. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.) The bill also establishes expedited Senate procedures for considering legislation to increase the debt limit. The procedures limit debate, waive points of order, and prohibit amendments. The procedures may only be used once and expire after January 16, 2022. Additionally, the bill (1) temporarily extends other provisions under Medicare, including a payment increase under the physician fee schedule; and (2) requires any debits recorded for FY2022 on the statutory pay-as-you-go (PAYGO) scorecards to be deducted from the scorecards for 2022 and added to the scorecards for 2023.
This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

Halt All Lethal Trafficking of Fentanyl Act or the HALT Fentanyl Act This bill places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Additionally, the bill establishes a new, alternative registration process for schedule I research that is funded by the Department of Health and Human Services or the Department of Veterans Affairs or that is conducted under an investigative new drug exemption from the Food and Drug Administration. The bill also makes several other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration.
VA Electronic Health Record Transparency Act of 2021 This bill requires the Department of Veterans Affairs to report on the costs of its Electronic Health Record Modernization Program, including by describing all expenses driven by the program.
This resolution expresses that it is the sense of the Senate that the Department of State should lead a coordinated effort to extract U.S. citizens and lawful permanent residents from Afghanistan, support Afghan citizens in their efforts to safely leave Afghanistan, and maintain open lines of contact and help with individuals remaining in Afghanistan under the Taliban. The resolution urges the United States to work with the United Nations (U.N.) to establish humanitarian corridors from and to countries bordering Afghanistan and work with such countries to ensure the efficient and safe reception and processing of Afghan refugees. The resolution urges the U.N. to appoint an independent, nongovernmental human rights monitor, who should have continued free access throughout Afghanistan to ensure the Taliban is not brutalizing individuals and families living in Afghanistan, and report to the U.N. Security Council in an ongoing fashion on the human rights and humanitarian situation on the ground in Afghanistan. The resolution urges the United States to convene a high-level summit to identify and consult with countries willing and able to receive Afghan refugees. Finally, the resolution discourages the U.S. government from engaging with the Taliban in any way that would grant the Taliban benefits typically afforded to legitimate governments or would otherwise legitimize the Taliban.
21st Century Dyslexia Act This bill addresses the education of children with disabilities, with a particular focus on children with dyslexia. Currently, dyslexia is listed as one of the disabilities under the definition of specific learning disability in the Individuals with Disabilities Education Act (IDEA). This bill instead removes dyslexia from the definition of specific learning disability and establishes a stand-alone definition for dyslexia within IDEA. Specifically, the bill defines dyslexia for purposes of IDEA as an unexpected difficulty in reading for an individual who has the intelligence to be a much better reader, most commonly caused by a difficulty in the phonological processing (the appreciation of the individual sounds of spoken language), which affects the ability of an individual to speak, read, and spell. Additionally, the bill requires a local educational agency or other agency, in determining eligibility for or providing an accommodation or service under IDEA, to provide equal access to (1) children from low-income families or from families with low socioeconomic status, and (2) other children.
Haiti Economic Lift Program Extension Act of 2021 This bill extends through FY2035 the special duty-free rules for Haiti. It also extends through December 19, 2035, the duty-free treatment provided for apparel articles assembled in Haiti and imported from Haiti or the Dominican Republic.
