Protecting the American Taxpayer and Medicare Act

Protecting the American Taxpayer and Medicare Act This bill makes several budgetary and technical changes, particularly in relation to Medicare. Specifically, the bill continues to exempt Medicare from sequestration until March 31, 2022. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.) Additionally, the bill (1) temporarily extends other provisions under Medicare, including a payment increase under the physician fee schedule; and (2) requires any debits recorded for FY2022 on the statutory pay-as-you-go (PAYGO) scorecards to be deducted from the scorecards for 2022 and added to the scorecards for 2023.

HALT Fentanyl Act

Halt All Lethal Trafficking of Fentanyl Act or the HALT Fentanyl Act This bill places fentanyl-related substances as a class into schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. Additionally, the bill establishes a new, alternative registration process for schedule I research that is funded by the Department of Health and Human Services or the Department of Veterans Affairs or that is conducted under an investigative new drug exemption from the Food and Drug Administration. The bill also makes several other changes to registration requirements for conducting research with controlled substances, including permitting a single registration for related research sites in certain circumstances, waiving the requirement for a new inspection in certain situations, and allowing a registered researcher to perform certain manufacturing activities with small quantities of a substance without obtaining a manufacturing registration.

Supporting Medicare Providers Act of 2021

Maddy summaryThis bill extends temporary increases in Medicare payments for physicians' services through 2022, instead of ending at the end of 2021. It directly affects Medicare providers (like doctors and clinics) who receive these payments under the Medicare program. The key change modifies the Social Security Act to extend the payment adjustment period from ending January 1, 2022, to January 1, 2023, ensuring continued funding for physician services during 2022. The bill does not alter payment rates or create new programs, only extends the existing temporary increase.

Taylor Force Martyr Payment Prevention Act of 2021

Taylor Force Martyr Payment Prevention Act of 2021 This bill expands the institutional factors the Department of the Treasury must consider when making a finding that a foreign financial institution is of primary money laundering concern and is therefore subject to special measures, including the prohibition of opening or maintaining correspondent accounts in U.S financial institutions. Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.

A resolution expressing support for the designation of November 8, 2021, as "National First-Generation College Celebration Day".

Maddy summarySRES 437 is a Senate resolution designating November 8, 2021, as "National First-Generation College Celebration Day." It symbolically recognizes first-generation college students - those whose parents did not earn bachelor’s degrees - and honors the 1965 Higher Education Act, which established key programs like Federal TRIO and Pell Grants supporting these students. The resolution does not create new laws or funding but urges nationwide acknowledgment of first-gen students’ contributions to education and workforce development. It directly affects awareness and recognition for this student group, linking their experiences to the historical context of the Higher Education Act.

Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2021

Prairie Band Potawatomi Nation Shab-eh-nay Band Reservation Settlement Act of 2021 This bill provides for the settlement of claims by the Prairie Band Potawatomi Nation relating to the Shab-eh-nay Band Reservation in northern Illinois. The reservation consists of 1,280 acres and, due to a sale in 1849, is currently occupied by the tribe and nontribe entities, including the State of Illinois, the Dekalb County government, and corporate entities. In particular, the bill recognizes the tribe's ownership of 130 acres of land within the reservation. Further, the bill extinguishes the tribe's title to the remainder of the reservation. Additionally, the bill requires the Department of the Interior to pay the tribe a specified amount as partial settlement of the tribe's claims for the tribe to promote economic development and land acquisition. The bill also outlines a process for subsequent payments to the tribe. The tribe may use these settlement funds to acquire up to 1,151 acres of land within or near the reservation. The bill authorizes the tribe to enter into agreements with the State of Illinois and local governments. It requires land that is located within the boundaries of the reservation and owned by state and local governments to be managed to protect any human or cultural remains.
