DOD Clean Energy Act

Depend On Domestic Clean Energy Act or the DOD Clean Energy Act This bill addresses energy policy and climate resilience efforts of the Department of Defense (DOD), including by establishing in statute specified DOD clean energy targets, providing direct hire authority for DOD to appoint qualified candidates in positions that support the energy independence and climate resilience efforts, and authorizing DOD to develop charging or refueling stations for alternative fuel vehicles on its installations.

Strengthen Taiwan's Security Act of 2022

Strengthen Taiwan's Security Act of 2022 This bill requires the Department of Defense (DOD) to develop, with close consultation with Taiwan's Ministry of Defense, a plan for the United States to use existing authorities to expedite military assistance to Taiwan as necessary for Taiwan to defend itself against certain military actions, such as an amphibious assault, a missile attack, or a blockade. The bill also requires DOD to report annually on the ability of the United States to support Taiwan's defense capabilities.

Affordability is Access Act

Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.

PREP for All Students Act of 2022

Promoting Responsible Emergency Protocols for All Students Act of 2022 or the PREP for All Students Act of 2022 This bill establishes the Council on Emergency Response Protocols. The council must, among other duties, provide guidelines for states, early child care and education settings, local educational agencies, and institutions of higher education to use in developing and implementing emergency response protocols (e.g., gun violence response and prevention protocols, natural disaster preparedness procedures, and fire drills) that are inclusive and accessible.

Teaching Asian Pacific American History Act

Teaching Asian Pacific American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Asian Pacific American history in their teaching of American history. It also requires Asian Pacific American history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Asian Pacific American history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Asian Pacific American history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's Asian Pacific American Center. The bill also requires the inclusion of Asian Pacific American history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). For example, the bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state.

Protecting Infants from Formula Shortages Act of 2022

Protecting Infants from Formula Shortages Act of 2022 This bill imposes requirements on manufacturers of infant formula and medical foods for individuals with inborn errors of metabolism. A manufacturer of such a food must notify the Food and Drug Administration (FDA) of any circumstance that is likely to lead to a meaningful disruption of the U.S. supply of the food, including a discontinuance or interruption of manufacturing. The manufacturer must submit the notification at least six months prior to the cause of the disruption or, if that is not possible, as soon as practicable. The FDA must provide the Department of Agriculture and appropriate organizations information about the cause of the disruption. The FDA must inform a person (an individual or entity) of their failure to comply with these notification requirements. If the failure continues for a certain time period, the person shall be subject to fines, imprisonment, or both. During a public health emergency, the FDA may impose additional conditions for such notifications and designate additional categories of food that are subject to the notification requirements. The bill also requires each manufacturer of such a food to develop and maintain a redundancy risk management plan that identifies and evaluates risks for each manufacturing establishment for the food.
