Improving VA Accountability To Prevent Sexual Harassment and Discrimination Act of 2021 This bill requires the Department of Veterans Affairs (VA) to implement various policies and procedures related to sexual harassment, other harassment, and employment discrimination. The bill requires the VA to ensure that the official who serves as the VA's Equal Employment Opportunity Director reports directly to the Deputy Secretary and does not also serve in a position that has responsibility over personnel functions or functions that conflict with the equal employment functions, each Equal Employment Opportunity program manager at the facility level reports to the head of the Office of Resolution Management (ORM) with respect to equal employment functions, and the employment discrimination complaint resolution system requires any VA manager who receives a harassment or employment discrimination complaint to report such complaint to the ORM immediately (or within two days of receiving the complaint if immediate reporting is impracticable). The VA must provide employees with mandatory annual training on identifying and addressing sexual harassment, other harassment, and employment discrimination, including with respect to processes under the VA's Harassment Prevention Program. The VA must regularly review the policies relating to sexual harassment, other harassment, and employment discrimination to ensure its policies are complete and in accordance with the policies established by the ORM. Additionally, the VA must issue a final directive and handbook for its Harassment Prevention Program.

Iran Nuclear Deal Advice and Consent Act of 2021 This bill prohibits the use of federal funds to rejoin the Joint Comprehensive Plan of Action—commonly known as the Iran nuclear deal—unless the President commits to submit any successor agreement to the Senate for advice and consent as a treaty.
Protect Funding for Women's Health Care Act This bill prohibits federal funding of Planned Parenthood Federation of America or its affiliates, subsidiaries, successors, or clinics.
Master Sergeant Roddie Edmonds Congressional Gold Medal Act This bill provides for the posthumous award of a Congressional Gold Medal to Roddie Edmonds in recognition of his achievements and heroic actions during World War II.
Sustainable Budget Act of 2021 This bill establishes the National Commission on Fiscal Responsibility and Reform within the legislative branch to identify policies to improve the fiscal situation in the medium term and achieve fiscal sustainability over the long term. The commission must propose recommendations that (1) are designed to balance the budget, excluding interest payments on the debt, within 10 years in order to stabilize the ratio of the public debt to gross domestic product at an acceptable level; and (2) meaningfully improve the long-term fiscal outlook, including changes to address the growth of entitlement spending and the gap between projected federal revenues and expenditures. Congress must consider the commission's recommendations using specified expedited legislative procedures.
Eliminating Global Market Distortions To Protect American Jobs Act of 2021 This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty law. Antidumping provides relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty provides such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product from different countries) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a time line for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to provide a certification that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations.
Supporting Accurate Views of Emergency Services Act of 2021 or the 911 SAVES Act This bill requires the Office of Management and Budget, by 30 days after the bill's enactment, to categorize public safety telecommunicators as a protective service occupation under the Standard Occupational Classification System.
Comprehensive Care for Alzheimer's Act This bill allows the Center for Medicare and Medicaid Innovation (CMMI) to test a Dementia Care Management Model that provides comprehensive care to Medicare beneficiaries with Alzheimer's disease or a related dementia. Under the model, participating health care providers receive payment under Medicare for comprehensive care management services that are provided to individuals with diagnosed dementia, excluding Medicare Advantage enrollees, hospice care recipients, and nursing home residents. Required services include medication management, care coordination, and health, financial, and environmental monitoring, as well as trainings and other support services for unpaid caregivers. Providers must furnish services through interdisciplinary teams and must ensure access to a team member or primary care provider 24-7. The CMMI must set payments and determine quality measures for the model in accordance with specified requirements. The bill also allows the CMMI to design a similar model under Medicaid.

Military Spouse Licensing Relief Act of 2021 This bill provides for the portability of professional licenses of service members and their spouses who are relocated, because of military orders, outside of the jurisdiction that issued the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid at a similar scope of practice and in the discipline applied for in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the new jurisdiction; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements. The bill also provides that if a service member or spouse is licensed to operate in multiple jurisdictions through an interstate licensure compact, the service member or spouse is subject to the requirements of the compact or the applicable provisions of the state law rather than the provisions of this bill.
