Luke and Alex School Safety Act of 2021 This bill requires the Department of Homeland Security (DHS) to establish a Federal Clearinghouse on School Safety Best Practices for use by state and local educational and law-enforcement agencies, institutions of higher education, health professionals, and the public. The bill requires DHS to collect clearinghouse data analytics, user feedback on the implementation of best practices and recommendations identified by the clearinghouse, and any evaluations conducted on these best practices and recommendations. In addition, DHS must coordinate with the Departments of Education, Health and Human Services, and Justice to assess and identify best practices and recommendations and establish an advisory board to provide feedback and propose additional recommendations. Further, the bill specifies the criteria for best practices and recommendations of the clearinghouse, including evidence that the best practice or recommendation has had a significant effect on improving the health, safety, and welfare of individuals in school settings. Finally, the bill provides for grant program review.

Stop the Importation and Manufacturing of Synthetic Analogues Act of 2021 or the SIMSA Act of 2021 This bill establishes a process and requirements for regulating substances that have a similar chemical structure and actual or predicted effect as a controlled substance that is currently subject to such regulation because of its potential for abuse or dependence.
Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.
Assisting Broadband Connectivity Act of 2021 This bill prohibits the Rural Utilities Service, in administering any broadband or telecommunications program, from determining that a project is ineligible for funding because the project has already received state funding. Further, an applicant for funding under such programs may use funds received from a state program to satisfy any matching requirement.
First Step Implementation Act of 2021 This bill makes various changes related to federal sentencing law and requires the Department of Justice (DOJ) to establish procedures to ensure the prompt release and accuracy of employment-related background check records. The bill allows certain reduced mandatory minimum sentences for drug offenses to be applied retroactively to offenders who committed their offenses on or before December 21, 2018; permits a court, in certain circumstances, to grant safety valve relief (i.e., impose a sentence without regard to the statutory mandatory minimum penalty for certain drug offenses) for an otherwise eligible defendant who does not meet the requirement pertaining to criminal history; permits a court to reduce a sentence imposed on a defendant convicted as an adult for an offense committed as a juvenile if the defendant has served at least 20 years of the sentence; establishes a process to seal and expunge certain records of juvenile nonviolent offenses; and requires DOJ to establish and enforce procedures to ensure that records exchanged for employment-related background checks are promptly released and accurate.
Prohibiting Punishment of Acquitted Conduct Act of 2021 This bill limits the consideration of acquitted conduct (e.g., conduct underlying criminal charges for which an individual was found not guilty) by a federal court at sentencing.
This bill expands the permissible uses of the Commodity Futures Trading Commission Customer Protection Fund to include administrative expenses.
This concurrent resolution expresses the sense of Congress that tax-exempt fraternal benefit societies provide critical benefits to the people and communities of the United States and their work should continue to be promoted.
