Hazard Eligibility and Local Projects Act This bill makes an entity seeking assistance under a hazard mitigation assistance program eligible to receive such assistance for certain projects already in progress. A covered project means a project that is an acquisition and demolition project for which an entity began implementation, including planning or construction, before or after requesting assistance for the project under a hazard mitigation assistance program; and qualifies for a categorical exclusion under the National Environmental Policy Act of 1969. The authority provided under this bill terminates three years after its enactment.

Housing for Homeless Students Act of 2022 This bill extends eligibility for the low-income housing tax credit to homeless youth and veterans who are full-time students during a specified time period.

Omnibus Travel and Tourism Act of 2021 This bill addresses measures to support the U.S. travel and tourism industry with a specific focus recovery from the COVID-19 pandemic. The bill establishes the office of Assistant Secretary of Commerce for Travel and Tourism. Among other responsibilities, the Assistant Secretary must develop and implement a strategy to assist the U.S. travel and tourism industry to recover from the COVID-19 pandemic. The bill also provides statutory authority for the United States Travel and Tourism Advisory Board and directs the board to assist with the recovery strategy. Additionally, the Department of Commerce must study the effects of the COVID-19 pandemic on employment, revenue, and other aspects of the travel and tourism industry and provide policy recommendations to promote the industry. Commerce must also publish trends in domestic travel and tourism. Further, the Department of Health and Human Services must establish a joint federal task force to address health, safety, security, and other logistical issues affecting air travel during and after the COVID-19 pandemic. The bill establishes a committee comprised of representatives of airports and other aviation stakeholders to advise the task force. In addition, the Transportation Security Administration (TSA) must study the feasibility of using dogs to detect the presence of the virus that causes COVID-19 as part of airport security screenings. The TSA may also establish a pilot program at up to six foreign airports to allow passengers departing from those airports to bypass domestic security rescreening at a connecting airport in the United States.

This concurrent resolution recognizes the disparity in wages paid to Black women and its impact on women, families, and the nation, and reaffirms Congress' support for ensuring equal pay and closing the gender wage gap.

This resolution recognizes the long history and positive economic effects of the Social Security programs. It also expresses the belief that the Social Security and Supplemental Security Income programs should continue to be funded through mandatory spending.

This resolution supports the designation of October 2-October 8, 2022, as National 4-H Week. It also (1) recognizes the important role of 4-H in youth development and education, and (2) encourages all citizens to recognize 4-H for the significant impact the organization and members have made and continue to make by empowering young people with the skills needed to lead for a lifetime.

Affordable Electric Vehicles for America Act of 2022 This bill extends until after 2025 the requirement that final assembly of vehicles occur within North America for purposes of the clean vehicle tax credit.

Broadband Grant Tax Treatment Act This bill excludes from gross income, for income tax purposes, certain broadband grants made for broadband deployment.

Housing Survivors of Major Disasters Act of 2022 This bill makes certain individuals and households eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017. To be eligible, an individual or household must be (1) residing on or otherwise occupying property located in the area for which the major disaster was declared but does not have documented ownership rights to and is not renting such property; or (2) residing in or occupying, or have resided in, an area for which the major disaster was declared during the designated incident period, including individuals experiencing homelessness. The Federal Emergency Management Agency (FEMA) must consider alternative forms of proof to determine the eligibility of an individual or household for assistance. In the case of an individual or household that does not have documented ownership rights in the predisaster primary residence, FEMA must consider evidence of constructive ownership. FEMA shall create and distribute a declarative form statement that applicants for assistance can use to self-certify eligibility for assistance and shall make the statement available in specified languages at all active Disaster Recovery Centers and on its website and social media. FEMA shall conduct an analysis comparing the costs, benefits, and effectiveness of assistance provided under the Disaster Housing Assistance Program with other temporary housing options provided by FEMA. FEMA and the Department of Housing and Urban Development must consult regarding the implementation of a disaster housing assistance program or similar joint program.
