Flood Insurance Consumer Choice Act of 2021 This bill directs the Federal Emergency Management Agency (FEMA) to consider any period during which a property was continuously covered by private flood insurance to be a period of continuous insurance coverage, including for the purposes of National Flood Insurance Program subsidies.

Flood Insurance Transparency Act of 2021 This bill requires the Federal Emergency Management Agency (FEMA) make publicly available all data, models, assessments, analytical tools, and other information relating to the National Flood Insurance Program that is used in assessing flood risk or identifying and establishing flood elevations and premiums. This includes data relating to the risks of individual properties, loss ratio information, and current and historical policy and claims information. To accomplish this, FEMA must establish an open source data system through which all such information may be electronically accessed by the public. Further, FEMA must establish a public database that provides information regarding each community participating in the program.

Prevent Unconstitutional Vaccine Mandates for Interstate Commerce Act This bill prohibits certain departments and agencies from promulgating any rule to require a a person to provide proof of a COVID-19 vaccination in order to engage in interstate commerce or travel. The prohibition applies to The Department of Transportation, Amtrak, The Surface Transportation Board, The Transportation Security Administration, The National Transportation Safety Board, The Federal Maritime Commission, and The Department of Commerce. The bill also limits the authority of the Department of Health and Human Services to mandate vaccination against COVID-19 as a prerequisite for engaging in interstate commerce or travel.

Stop Vaccine Mandates Act This bill rescinds the executive order titled Ensuring Adequate COVID Safety Protocols for Federal Contractors and the executive order titled Requiring Coronavirus Disease 2019 Vaccination for Federal Employees , both published on September 9, 2021. The bill provides that these executive orders shall have no force or effect.

Treatment Restoration for Emergency Antibody Therapeutics Act or the TREAT Act This bill prohibits the Department of Health and Human Services (HHS) from implementing any policy that restricts health care facilities from ordering and receiving COVID-19 monoclonal antibody therapies directly from manufacturers and distributors. In addition, the bill expressly nullifies a policy announced on September 13, 2021, under which HHS allocated supplies of these therapies through state or territorial governments.
