Maddy summaryThe FUTURES Act (S 3855) establishes a formal U.S.-Israel Defense Technology Cooperation Initiative to accelerate joint development and integration of defense technologies. It directs the U.S. Secretary of Defense to identify Israeli-origin technologies for rapid adoption into American military systems, focusing on areas like counter-drone systems, missile defense, AI, cyber security, and directed energy. The bill authorizes $150 million annually (2027-2029) for this initiative, requiring regular reports to Congress on progress, technology transitions, and industry partnerships. This policy directly affects U.S. defense contractors, Israeli defense firms, and military acquisition programs by creating new pathways to incorporate Israeli innovations into U.S. systems.
Maddy summaryThis bill prohibits new oil and gas exploration, development, and production in specific offshore areas along Florida, Georgia, and South Carolina coasts. It bans leasing for these activities from enactment until June 30, 2032, covering the Eastern Gulf of Mexico (per the 2006 Gulf of Mexico Energy Security Act), the South Atlantic Planning Area, and the Straits of Florida Planning Area. Existing leases issued before the bill's enactment remain unaffected. The bill directly affects oil and gas companies seeking permits in these designated coastal zones.
Maddy summaryThis bill requires the Federal Crop Insurance Corporation to research and develop an index-based insurance policy protecting farmers against crop losses from frost or cold weather events. It directly affects farmers growing specific crops like tomatoes, peppers, citrus, and berries by potentially creating new coverage options for weather-related damage. The key mechanism mandates research evaluating risk tools for low-frequency cold events and developing a policy covering either production or revenue loss. The Corporation must report its findings and recommendations to Congress within one year of the bill's enactment.
Ending Improper Payments to Deceased People Act This act permanently allows the Department of the Treasury to access certain death records maintained by the Social Security Administration (SSA) to help prevent and recover improper payments (e.g., payments to deceased individuals). The act also establishes evidentiary requirements the SSA must meet before identifying an individual as deceased. Current law requires the SSA to share its Death Master File with the Do Not Pay system maintained by Treasury for three years. The act makes this requirement permanent. Treasury must enter into an agreement with the SSA related to Treasury's share of the cost of state death data. The act also prohibits the SSA from recording a death in the master file unless the SSA has clear and convincing evidence that the individual should be presumed deceased. If an individual is incorrectly identified as deceased and provides the SSA with supporting documentation, the SSA may notify certain agencies that have access to the master file, including Treasury and federal or state agencies that provide or disburse federally funded benefits.
Maddy summaryThe GUARD Act allows state, local, and tribal law enforcement agencies to use existing federal grant funds to investigate elder financial fraud (targeting elderly or disabled individuals), "pig butchering" scams (where victims are tricked into investing in fake crypto schemes), and general financial fraud. It requires agencies to hire specialized staff, use technology tools for tracking scams, and report annually on how funds were used and their impact on fraud statistics. The bill also mandates two key federal reports: one to Congress on scam trends and enforcement actions, and another detailing annual consumer losses and government spending on fraud prevention. These provisions aim to improve coordination between law enforcement, financial institutions, and federal agencies to combat evolving fraud schemes.
Maddy summaryThe Drone Espionage Act (S 1809) amends existing law to explicitly include video recordings alongside photographs in the prohibition against taking or transmitting defense information. This technical update to Title 18, U.S. Code, Section 793 clarifies that video footage of defense-related information - such as from drones or other devices - falls under espionage laws, just like photographic images. The bill directly affects individuals or entities recording defense information via video, expanding the scope of prohibited activities under current espionage statutes. It does not create new penalties but ensures modern recording methods are covered by existing legal protections.
Maddy summarySJRES 102 is a congressional resolution disapproving the District of Columbia Council's approval of the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025 (D.C. Act A26-0217). This resolution, introduced by Senator Scott on January 27, 2026, aims to block the D.C. tax law from taking effect by invoking Congress's disapproval authority under the District of Columbia Home Rule Act. The bill directly affects D.C. residents and businesses subject to the income and franchise tax provisions in the disapproved law. If passed, it would prevent the D.C. tax code changes from becoming effective.
Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.
