Leadership in Global Tech Standards Act of 2021 This bill requires the Small Business Administration (SBA) to establish a program that supports the participation of U.S. small businesses in meetings and proceedings of standards development organizations to develop voluntary technical standards. To carry out this program, the SBA must award grants to small businesses for the reasonable costs of participation in standards development organizations. These grants may only be awarded to small businesses that (1) demonstrate technical expertise in key emerging technologies and technical standards (e.g., artificial intelligence), (2) commit personnel with such expertise to regular participation in international bodies responsible for developing standards for those technologies, and (3) agree to coordinate between the public and private sectors to ensure protection of national security interests in the setting of international standards.

This resolution designates May 15, 2021, as National MPS Awareness Day. Mucopolysaccharidosis (MPS) refers to a group of inherited conditions that interfere with the production of certain enzymes.
Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to facilitate patients' access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases.
Railroad Rehabilitation and Improvement Financing Equity Act This bill directs the Department of Transportation to refund credit risk premiums under the Railroad Rehabilitation and Improvement Financing loan program upon the satisfaction of a loan's obligations.
SHELTER Act This bill allows a tax credit to individuals and businesses for disaster mitigation expenditures. The allowable amount of such credit is 25% of the mitigation expenditures, up to $5,000 in any taxable year.
This resolution congratulates the students, families, teachers, administrators, and staff of public charter schools across the United States for (1) making ongoing contributions to public education, (2) making impressive strides in closing the academic achievement gap in U.S. schools, and (3) improving and strengthening the public school system. The resolution supports the ideals and goals of the 22nd annual National Charter Schools Week.
Pursuing Equity in Mental Health Act This bill establishes and expands programs to address racial and ethnic disparities in mental health. Specifically, the Department of Health and Human Services (HHS) must award grants to establish interprofessional behavioral health care teams in areas with a high proportion of racial and ethnic minority groups. In addition, HHS may award grants to incorporate best practices and competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. HHS must also promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorder through outreach to racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations to develop a strategy for this outreach. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, and (2) requires studies on mental health disparities and the effects of social media use on adolescents.
End the Threat of Default Act This bill repeals the public debt limit, which applies to most debt held by the federal government.
End Transfers of Detained Immigrants Act This bill imposes requirements related to individuals in U.S. Immigration and Customs Enforcement (ICE) custody during the COVID-19 public health emergency declared by the Department of Health and Human Services. ICE may not transfer an individual between ICE facilities until the COVID-19 transmission rate in the United States meets or drops below a certain threshold. In addition, ICE may not apprehend or transfer an individual between an ICE detention facility and a facility operated by an outside entity, such as a state or local prison, unless the individual is tested for COVID-19 and placed in quarantine (1) for 14 consecutive days, or (2) until the test comes back negative. These two requirements shall not prohibit the transfer of (1) an individual solely to process that individual's release from custody, or (2) a minor from ICE custody to the custody of the Office of Refugee Resettlement. If ICE cannot ensure compliance with Centers for Disease Control and Prevention guidelines for mitigating the spread of COVID-19 (including maintaining social distancing requirements at all times) in any ICE facility, ICE shall (1) immediately review the custody of all detained individuals in that facility, and (2) release individuals found eligible for release.
COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice (DOJ) to facilitate the expedited review of hate crimes and reports of hate crimes. DOJ must issue guidance for state, local, and tribal law enforcement agencies on establishing online hate crime reporting processes, collecting data disaggregated by protected characteristic (e.g., race or national origin), and expanding education campaigns. Additionally, DOJ and the Department of Health and Human Services must issue guidance aimed at raising awareness of hate crimes during the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.
