Clean Energy for America Act

Clean Energy for America Act This bill provides for tax incentives for investments in clean electricity, clean transportation, energy efficiency, and the termination of certain provisions relating to oil, gas, and other fossil fuels. Among other provisions, the bill allows new tax credits for investment in clean energy facilities and for the production of electricity from clean energy and clean fuel; allows a new tax credit for expenditures for clean energy property used in connection with a principal residence; allows a new tax credit for sustainable aviation fuel; allows an alternative motor vehicle tax credit for fuel cell motor vehicles, electric vehicles, and for refueling property; allows a tax credit for the production of electricity from clean hydrogen; extends for one year the second generation biofuel producer tax credit and the tax credit for alternative fuels; modifies existing tax credits for energy efficient residential buildings, energy efficient home improvement expenditures, geothermal heat pumps, and the tax deduction for energy efficient commercial buildings; terminates certain provisions relating to oil, gas, and other fossil fuels; requires that at least 15% of the total workforce labor hours be performed by qualified apprentices; requires that projects receiving federal assistance comply with federal prevailing wage requirements; and allows the issuance of tax-exempt private activity bonds for qualified carbon dioxide capture facilities.

A resolution acknowledging and apologizing for the mistreatment of, and discrimination against, lesbian, gay, bisexual, and transgender individuals who served the United States in the Armed Forces, the Foreign Service, and the Federal civil service.

This resolution acknowledges and condemns the discrimination against, wrongful termination of, and exclusion from the federal civil service, the Foreign Service, and the Armed Forces of the thousands of lesbian, gay, bisexual, and transgender (LGBT) individuals who were affected by the anti-LGBT policies of the federal government. The resolution expresses that the Senate, on behalf of the United States, apologizes to the affected LGBT military service members, Foreign Service members, veterans, and federal civil service employees and their families. Finally, the resolution reaffirms the commitment of the federal government to treat all military service members, Foreign Service members, veterans, and federal civil service employees and retirees, including LGBT individuals, with equal respect and fairness.

Pell Grant Preservation and Expansion Act of 2021

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.

Restaurant Revitalization Fund Replenishment Act of 2021 This bill provides an additional $60 billion in FY2021 for the Restaurant Revitalization Fund, which was established to support restaurants and other food and beverage purveyors in response to COVID-19.

PASTEUR Act of 2021

The Pioneering Antimicrobial Subscriptions To End Up surging Resistance Act of 2021 or the PASTEUR Act of 2021 This bill authorizes the Department of Health and Human Services (HHS) to enter into subscription contracts for critical-need antimicrobial drugs, provides $11 billion in appropriations for activities under the bill, and contains other related provisions. A manufacturer of a Food and Drug Administration-approved antimicrobial drug may apply to HHS to have the drug designated as a critical-need antimicrobial, and HHS may enter into a subscription contract for such a critical-need antimicrobial. The bill imposes certain requirements related to such contracts, including a mechanism to lower payments under the contract in certain instances to limit the manufacturer's revenue from the drug. Furthermore, HHS and the Centers for Disease Control and Prevention (CDC) shall award grants to support efforts to encourage the appropriate use of antimicrobial drugs and efforts to combat antimicrobial resistance. The CDC shall also track and assess data relating to antibacterial resistance and human antibiotic use and make such data publicly available. HHS shall also establish a Committee on Critical Need Antimicrobials. The committee shall develop a list of prioritized infections for which new antimicrobial drug development is needed, among other duties. Within six years of the bill's enactment, the Government Accountability Office shall report to Congress a study on the bill's effectiveness in developing priority antimicrobial drugs.

BRIDGE Act

Broadband Reform and Investment to Drive Growth in the Economy Act of 2021 or the BRIDGE Act This bill establishes and provides funding for the Broadband Access Fund and makes other changes related to expanding access to broadband services. Specifically, the National Telecommunications and Information Administration must use the funding to award grants to states, territories, and Indian tribes for deploying, increasing adoption of, and facilitating affordable access to broadband and promoting digital equity (i.e., the condition in which all individuals and communities have the information technology capacity needed to participate in the society and economy of the United States). Grantees must prioritize deployment of broadband in unserved areas (including high-cost areas) and activities in areas with poverty rates above the national average. The bill also preempts state and local laws that prohibit a public telecommunications provider (e.g., a municipal broadband provider) from offering broadband or other telecommunication services or deploying a network or infrastructure necessary for such services. Additionally, the Federal Communications Commission must report on improving its effectiveness in achieving universal service goals for broadband.

Supplemental Security Income Restoration Act of 2021

Supplemental Security Income Restoration Act of 2021 This bill modifies eligibility for, and other components of, the Supplemental Security Income (SSI) program, including by (1) increasing applicable income and resource limits used to determine SSI eligibility, (2) equalizing treatment of married couples when both spouses receive SSI as compared to two unmarried individuals, and (3) eliminating the penalty on SSI applicants or recipients who transfer resources to another individual for less than fair market value.
