This resolution designates May 10, 2022, as National Fentanyl Awareness Day to bring attention to the impact of fake or counterfeit fentanyl pills. (Fentanyl is a potent prescription opioid for treating severe pain that is also made and used illegally.)

This resolution expresses that the Senate has heard of the death of the Honorable Orrin G. Hatch, former U.S. Senator for the state of Utah. The resolution also expresses that the Senate honors the life and legacy of the late Senator Hatch for his unwavering dedication to Utah as a Senator and a public servant and accomplishments in legislating with principle and dedication for the good of the people of the United States. The resolution states when the Senate adjourns today, it stands adjourned as a further mark of respect to the memory of Senator Hatch.

Federal Law Enforcement Service Weapon Purchase Act This bill generally permits a federal law enforcement officer to purchase a retired handgun from the agency that issued a handgun to the officer. The bill directs the General Services Administration to develop policies to facilitate the sale and disposition of eligible handguns.

Preventing PLA Acquisition of United States Technology Act of 2022 This bill prohibits U.S. companies and universities that receive federal assistance and federal agencies from engaging in certain research or technical exchanges with Chinese entities. Specifically, this prohibition applies to research or exchanges involving (1) certain Chinese entities, including universities that receive funding from China's military and Chinese state-owned enterprises; and (2) certain technologies identified by the Chinese Communist Party as priorities for its strategy to mobilize non-military resources and expertise for military application.

Patient Access to Higher Quality Health Care Act of 2022 This bill repeals provisions under the Stark law (i.e., the Physician Self-Referral Law) that limit, for purposes of Medicare participation, self-referrals by newly constructed or expanded physician-owned hospitals.

This bill prohibits the use of federal funds to establish or support the activities of a Disinformation Governance Board at the Department of Homeland Security.

This concurrent resolution honors Ulysses S. Grant for his efforts and leadership in defending the union of the United States and affirms that he is among the most influential military commanders in the history of the country.

Fairness for Crime Victims Act of 2022 This bill establishes budget points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund (CVF) to be less than the annual average for the three previous fiscal years. A CHIMP is a provision that (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution.

This joint resolution nullifies a Bureau of Alcohol, Tobacco, Firearms and Explosives rule published on April 26, 2022, concerning regulatory definitions and identification of firearms.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.
