Less is More Resolution This resolution prohibits consideration of legislation in the House of Representatives if the legislation authorizes or appropriates funding for a new program without also reducing funding for at least two other federal programs. Each reduction must equal or exceed the amount authorized or appropriated for the new program.

This bill reduces the amount made available to the National Archives and Records Administration unless it processes and resolves before October 1, 2022, a personnel records backlog of 600,000 requests.
This joint resolution nullifies the rule issued by the Centers for Disease Control and Prevention on February 3, 2021, that requires the use of face masks on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.
This resolution demands that Russia present credible evidence of wrongdoing against U.S. citizen Paul Whelan or immediately release him. It also demands that Russia provide unrestricted consular access to Whelan and to ensure that he and all other political prisoners are afforded due process and universally recognized human rights.
This bill prohibits federal funds from being used by the Department of Justice or any other federal agency to appeal the April 18, 2022, decision in Health Freedom Defense Fund, Inc., et al. v. Biden, et al . This decision struck down the Centers for Disease Control and Prevention mask mandate for public transportation.
No Free TRIPS Act This bill prohibits the U.S. government from negotiating or concluding any withdrawal from or modification to the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement) without explicit authorization from Congress. The TRIPS Agreement is one of several international agreements that led to the creation of the World Trade Organization (WTO). In October 2020, in response to the COVID-19 pandemic, several WTO members proposed a waiver of some TRIPS obligations, including obligations related to national patent laws.
Protection of Women and Girls in Sports Act of 2021 This bill makes it a violation of federal law for a recipient of federal funds who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls. The bill specifies that sex shall be recognized based solely on a person's reproductive biology and genetics at birth.
Bullets Not Batteries Act This bill prohibits the use of authorities under the Defense Production Act of 1950 with respect to electric vehicles, electric vehicle batteries, electric vehicle charging stations or infrastructure, or obtaining critical minerals for use in manufacturing of any such items.
Competency-Based Education Act of 2022 or the CBE Act of 2022 This bill creates a framework under which students participating in competency-based education programs may receive federal student aid. Competency-based education refers to education that measures academic progress and attainment (1) by direct assessment of the student's mastery of competencies, (2) by expressing the student's mastery of competencies in terms of equivalent credit or clock hours, or (3) through a combination of both methods in addition to credit or clock hours. The bill also prohibits the Department of Education from enforcing certain regulations related to the definition of credit hour.
Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.
