It does not create new laws or funding but formally acknowledges systemic issues and urges legislative action. Stop Child Hunger Act of 2025

Maddy summaryThe Stop Child Hunger Act of 2025 expands the Summer Electronic Benefits Transfer (EBT) program to cover school closure periods (when schools operate remotely or hybrid for 5+ consecutive weekdays), not just summer months. It directly affects children in households qualifying for free school meals during these closures. Key provisions include updating program definitions, phasing down federal administrative funding from 100% in 2026 to 50% by 2031, and providing $50 million in grants to states for data system upgrades to implement the changes. The bill modifies existing school meal program rules without creating new eligibility criteria.

MIDWIVES for Service Members Act of 2025

Maddy summaryHR 3202, the MIDWIVES for Service Members Act of 2025, creates a 5-year pilot program to provide certified midwife services to military service members and their families through the TRICARE health plan. The program requires the Secretary of Defense to begin implementation within one year of enactment, with detailed annual reports on costs, patient outcomes, satisfaction, and access metrics. It mandates that midwives meet international standards and state licensing requirements, focusing on maternal and infant health outcomes like preterm births and C-section rates. The pilot’s success would determine if midwife services become a permanent TRICARE benefit.

Stop Subsidizing Multimillion Dollar Corporate Bonuses Act

Maddy summaryThis bill amends the tax code to limit corporate tax deductions for certain executive compensation. It expands the definition of "covered individual" to include former top executives (like former CEOs or CFOs) who received high pay before 2021, as well as current executives whose compensation was reported to shareholders. The key change prevents companies from deducting excessive pay packages - such as multimillion-dollar bonuses - from taxable income for these covered individuals. The policy applies to publicly traded corporations and takes effect for tax years starting in 2025.
