Maddy summaryHR 3045, the West Bank Violence Prevention Act of 2025, imposes U.S. sanctions on foreign individuals and entities responsible for violence, displacement, or property destruction in the West Bank. It targets those directly involved in attacks on civilians, forced displacement, or property seizures, including settler leaders or officials of groups engaged in such activities. Expanding Access to Fertility Care for Servicemembers and Dependents Act

Maddy summaryHR 3025, the Expanding Access to Fertility Care for Servicemembers and Dependents Act, requires TRICARE to cover fertility treatments for active-duty service members (including reserves) and their dependents without restrictions based on service-connected disabilities, serious illness, fertility capacity, or personal characteristics like marital status, gender, or sexual orientation. The bill mandates coverage for services including in-vitro fertilization, artificial insemination, and embryo/sperm preservation as part of standard TRICARE medical care. This directly affects military families seeking fertility care under TRICARE by removing existing eligibility barriers. The law amends Title 10, U.S. Code, to ensure these services are provided without prior authorization based on the specified prohibited factors.

Hunger-Free Future Act of 2025

Maddy summaryThe Hunger-Free Future Act of 2025 amends the SNAP program to require that any update to the thrifty food plan must not increase food insecurity. It mandates that adjustments to the diet cost must continue following existing rules while explicitly ensuring updates do not worsen food insecurity, defined as households lacking adequate food due to insufficient money or resources. This directly affects SNAP beneficiaries by setting a new standard for how the program's cost calculations are reviewed. The bill changes the procedural requirement for SNAP re-evaluations without altering benefit amounts or eligibility rules.

These changes apply to properties placed in service after the bill's enactment date. Neighborhood Homes Investment Act

Maddy summaryThe Neighborhood Homes Investment Act creates a new tax credit for developers who build or rehabilitate affordable homes in distressed communities. The credit is calculated as the lesser of (1) the difference between development costs and sale price, (2) 40% of development costs, or (3) 32% of the national median home price. It applies only to homes sold to qualified homeowners with income up to 140% of area median income in designated "qualified census tracts" (areas with high poverty rates, low median home values, and low median family income). Developers must meet quality standards and repay the credit if the home is sold within 5 years of the affordable sale. This credit aims to address the "value gap" that prevents housing development in distressed communities by incentivizing affordable home construction and rehabilitation.

Stopping a Rogue President on Trade Act

Maddy summaryHR 2888, the "Stopping a Rogue President on Trade Act," terminates specific executive orders imposing tariffs (EOs 14257, 14193, and 14194) and requires congressional approval for new tariffs or trade restrictions. It directly affects the President, who can no longer unilaterally impose or increase tariffs without Congress passing a joint resolution approving the action. Key mechanisms include mandating a formal joint resolution process for tariff decisions (with limited exceptions for existing antidumping duties and trade agreements) and applying expedited congressional procedures. This bill shifts authority from the executive branch to Congress for major trade policy changes.

SOAR Act of 2025

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

Stopping the Theft and Destruction of Broadband Act of 2025

Maddy summaryThis bill amends federal law (18 U.S.C. § 1362) to explicitly include broadband internet access service infrastructure under protections against destruction. It directly affects entities that operate or damage broadband facilities, such as internet service providers, infrastructure owners, and individuals who might intentionally destroy such infrastructure. Key changes expand the definition of protected "means of communication" to specifically cover broadband facilities and broaden liability to include "any other person or entity" beyond government-controlled systems. The amendment removes the prior exemption for infrastructure used in "military or civil defense functions," ensuring all broadband infrastructure receives equal legal protection. This strengthens existing penalties for damaging broadband networks but does not create new regulatory requirements for service providers.
