Arctic Refuge Protection Act

Maddy summaryHR 3067, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge (ANWR) and designates approximately 1.56 million acres of the refuge's Coastal Plain as wilderness. This directly affects federal management of the ANWR, halting potential oil drilling in the designated area. The bill requires the Secretary of the Interior to administer the newly designated wilderness area under the Wilderness Act, treating it as part of the existing wilderness within ANWR. The change prevents future oil and gas development on this specific portion of the refuge.

Medicare for All Act

Medicare for All Act This bill establishes a national health insurance program that is administered by the Department of Health and Human Services (HHS). Among other requirements, the program must (1) cover all U.S. residents; (2) provide for automatic enrollment of individuals upon birth or residency in the United States; and (3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat, or rehabilitate a health condition, including hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services, long-term care, gender affirming care, and reproductive care, including contraception and abortions. The bill prohibits cost-sharing (e.g., deductibles, coinsurance, and copayments) and other charges for covered services. Additionally, private health insurers and employers may only offer coverage that is supplemental to, and not duplicative of, benefits provided under the program. Health insurance exchanges and specified federal health programs terminate upon program implementation. However, the program does not affect coverage provided through the Department of Veterans Affairs or the Indian Health Service. The bill also establishes a series of implementing provisions relating to (1) health care provider participation; (2) HHS administration; and (3) payments and costs, including the requirement that HHS negotiate prices for prescription drugs. Individuals who are age 18 or younger, age 55 or older, or already enrolled in Medicare may enroll in the program starting one year after enactment of this bill; other individuals may buy into the program at this time. The program must be fully implemented two years after enactment.

Increasing Penalties for Offshore Polluters Act

Maddy summaryHR 3071, the "Increasing Penalties for Offshore Polluters Act," increases civil and criminal penalties for violations of oil spill regulations under the Federal Water Pollution Control Act. It doubles fines and prison terms for polluters, such as raising the maximum civil penalty from $2,500 to $5,000 per violation and increasing criminal fines from $250,000 to $500,000 per day for severe offenses, with prison terms doubling to up to 30 years. The bill directly affects offshore oil and gas operators who cause spills by making penalties significantly harsher. Key provisions mandate minimum penalty amounts instead of maximums and explicitly double all existing fine and imprisonment limits for violations. These changes apply to both civil enforcement actions and criminal prosecutions under current federal law.

West Bank Violence Prevention Act of 2025

Maddy summaryHR 3045, the West Bank Violence Prevention Act of 2025, imposes U.S. sanctions on foreign individuals and entities responsible for violence, displacement, or property destruction in the West Bank. It targets those directly involved in attacks on civilians, forced displacement, or property seizures, including settler leaders or officials of groups engaged in such activities. Key provisions require freezing assets of sanctioned individuals within U.S. jurisdiction and blocking their entry into the United States via visa restrictions. The law applies to foreign nationals meeting specific criteria outlined in the bill, not U.S. citizens or entities.

Expressing the need for protecting and conserving at least 50 percent of the land, freshwater, and ocean ecosystems in the United States and encouraging diplomatic community efforts to achieve this goal worldwide.

Maddy summaryHRES 346 is a non-binding congressional resolution expressing support for protecting and conserving at least 50% of U.S. land, freshwater, and ocean ecosystems. It urges Congress to advance this goal while encouraging international diplomatic efforts to achieve similar conservation targets globally. The resolution cites scientific evidence on biodiversity loss (including a 73% average decline in wildlife populations since 1970) and emphasizes that protecting natural areas provides climate mitigation, economic, and public health benefits. It references E.O. Wilson’s scientific estimate that protecting half the Earth’s surface would preserve 85% of species, and notes the need for equitable implementation to address historical disparities in conservation impacts. As a resolution, it does not create new laws or funding but formally states congressional support for this conservation target.

Child and Dependent Care Tax Credit Enhancement Act of 2025

Maddy summaryHR 2994, the Child and Dependent Care Tax Credit Enhancement Act of 2025, increases financial support for families covering childcare costs. It raises the credit rate to 50% (reduced for higher incomes), boosts the maximum creditable amount from $3,000 to $8,000 per child under 13 (or $6,000 to $16,000 for other dependents), and adjusts these limits annually for inflation starting in 2026. The bill also ensures married couples filing separately calculate their credit as if filing jointly, preventing reduced benefits. It directly affects low- and middle-income taxpayers with childcare expenses who itemize deductions. The changes take effect for tax years beginning after December 31, 2024.

Of inquiry requesting the President of the United States to furnish certain information to the House of Representatives relating to the operations of the Social Security Administration after March 12, 2025, including information on the Department of Government Efficiency's access to the Social Security Administration and to information in the possession of such Administration.

Maddy summaryHRES 327 is a procedural resolution requesting the President to provide the House of Representatives with specific documents about Social Security Administration (SSA) operations after March 12, 2025. It seeks information on policies ending phone applications for benefits (effective March 18 and 26, 2025), office closures/consolidations, and staffing reductions. The resolution does not change laws but asks for records related to how these changes may affect public access to SSA services. This is a request for information, not a policy change.

Raising awareness of esophageal cancer by expressing support for the designation of April 2025 as "Esophageal Cancer Awareness Month".

Maddy summaryHRES 324 is a symbolic resolution designating April 2025 as "Esophageal Cancer Awareness Month." It does not create new laws or allocate funding but expresses congressional support for raising public awareness about esophageal cancer. The resolution encourages federal, state, local, and nonprofit entities to promote education on symptoms (like persistent heartburn), risk factors (such as GERD), and the importance of early screening for Barrett’s esophagus. It highlights that early detection significantly improves survival rates (up to 49% for early-stage cases) but does not directly affect individuals or healthcare policies.

Adoption Tax Credit Refundability Act of 2025

Maddy summaryHR 2833 makes the federal adoption tax credit refundable, meaning qualifying adoptive parents can receive cash payments even if they owe no federal income tax. This directly affects low- and middle-income adoptive families who previously could only reduce their tax bill with the credit but couldn’t get cash back. The bill moves the credit from a non-refundable to a refundable status in the tax code and adds standardized verification forms for adoptions. It takes effect for tax years beginning after December 31, 2025.

Defend our Coast Act

Maddy summaryThis bill prohibits the federal government from issuing new oil and gas leases for exploration, development, or production in the Mid-Atlantic region of the Outer Continental Shelf. It specifically blocks leasing in the area defined by the 2023 federal leasing plan (2024-2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program). The law directly affects energy companies seeking to drill in this coastal zone and requires the Secretary of the Interior to halt such lease sales. It does not impact existing leases or operations already authorized.
