HOPE Act of 2025

Maddy summaryThe HOPE Act of 2025 creates tax-advantaged "HOPE Accounts" for individuals to pay qualified medical expenses. These accounts allow tax-free savings with annual contribution limits of $4,000 for self-only coverage or $8,000 for family coverage, and employers can contribute up to 50% of these limits. Distributions for qualified medical expenses are tax-free, but amounts used for non-medical purposes are taxed at ordinary rates plus a 30% penalty. The bill would take effect for taxable years beginning after December 31, 2025, and applies to individuals with minimum essential health coverage who don't participate in other similar accounts like HSAs or FSAs.

IGO Anti-Boycott Act

Maddy summaryThis bill expands the Anti-Boycott Act of 2018 to cover boycotts promoted or enforced by international governmental organizations (IGOs), not just foreign countries. It adds "international governmental organization" to key definitions in the law and requires the President to annually report to Congress on foreign countries and IGOs that foster or impose such boycotts. The law directly affects U.S. businesses and entities subject to boycotts by IGOs, like the United Nations or World Trade Organization. The changes are technical amendments to existing definitions and reporting requirements.

Educational Choice for Children Act of 2025

Maddy summaryHR 833 creates a federal tax credit for individuals and corporations that contribute to scholarship granting organizations (SGOs) providing scholarships for elementary and secondary education. The credit allows taxpayers to deduct up to 10% of their adjusted gross income or $5,000 (whichever is less) for contributions to SGOs serving students from households with income up to 300% of the area median income. The bill establishes a $10 billion annual cap on the tax credit program, requires SGOs to verify student eligibility and maintain separate accounts, and prohibits government control over SGOs or private schools. It ensures scholarships can be used at public, private, or religious schools without discrimination based on religious character. The tax credit would be available for contributions made after December 31, 2025, with annual volume cap increases based on usage.

To terminate the Department of Education.

Maddy summaryHR 899 would end the U.S. Department of Education by December 31, 2026, terminating its federal agency status. This bill directly affects all federal education programs and operations currently managed by the Department, such as student aid and school funding. The key mechanism is a fixed termination date, requiring the transfer of the Department's responsibilities to other federal agencies without specifying new administrative structures. The bill focuses solely on ending the agency's existence, not altering education policy or funding mechanisms.

Expressing support for the designation of January 30, 2025, as CTE (chronic traumatic encephalopathy) and RHI (repeated head impacts) Awareness Day.

Maddy summaryThis resolution (HRES 72) expresses the House of Representatives' support for designating January 30, 2025, as "CTE and RHI Awareness Day." It aims to raise public awareness about chronic traumatic encephalopathy (CTE) and repeated head impacts (RHI), which are linked to brain damage from head injuries - commonly affecting athletes, military veterans, and others with exposure to repeated head trauma. The resolution encourages the CDC and NIH to share information on CTE/RHI in public education materials and recognizes researchers, patients, and families impacted by these conditions. As a symbolic resolution, it does not create new laws or policies but promotes public education and reflection on these health issues.

Safeguarding American Workers’ Benefits Act

Maddy summaryHR 778, the Safeguarding American Workers’ Benefits Act, modifies Social Security Number (SSN) requirements for claiming the Child Tax Credit (CTC) and Earned Income Tax Credit (EITC). It requires taxpayers to provide SSNs issued to U.S. citizens or under specific legal provisions (as defined in the bill) before the tax return deadline, replacing previous allowances for certain alternative numbers. This directly affects individuals filing taxes who seek these credits, as they must now use only eligible SSNs to qualify. The changes apply to taxable years beginning after December 31, 2025. The bill does not alter the credit amounts but tightens verification rules for eligibility.

287(g) Program Protection Act

Maddy summaryHR 756, the 287(g) Program Protection Act, makes it easier for state and local law enforcement agencies to partner with federal immigration authorities under the 287(g) program. It requires the Secretary of Homeland Security to enter written agreements with any state or local agency that requests participation within 90 days, prohibits arbitrary denials without 180 days' notice to Congress, and bans termination of existing agreements without compelling reasons and 180 days' notice. The bill also mandates uniform federal training standards for participating officers, requires annual reports on program performance (including apprehensions, removals, and compliance), and establishes dedicated funding for the program. This directly affects state and local police departments seeking to enforce federal immigration laws within their jurisdictions.

Illegitimate Court Counteraction Act

Illegitimate Court Counteraction Act This bill imposes sanctions against foreign persons (individuals and entities) who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting certain individuals. The bill categorizes as protected persons (1) any U.S. individual, U.S. entity, or person in the United States, unless the United States is a state party to the Rome Statute of the ICC and provides formal consent to ICC jurisdiction; and (2) any foreign person that is a citizen or lawful resident of a U.S. ally that is not a state party to the Rome Statute or has not consented to ICC jurisdiction. If the ICC attempts to investigate, arrest, detain or prosecute a protected person, the President must impose visa- and property-blocking sanctions against the foreign persons that engaged in or materially assisted in such actions, as well as against foreign persons owned by, controlled by, or acting on behalf of such foreign persons. The President must also apply visa-blocking sanctions to the immediate family members of those sanctioned. Upon enactment, the bill rescinds all funds appropriated for the ICC and prohibits the subsequent use of appropriated funds for the ICC.

CBO Show Your Work Act

Maddy summaryThis bill requires the Congressional Budget Office (CBO) to publicly publish the models, data, and detailed methodology it uses to estimate the costs and effects of legislation. Specifically, it mandates that the CBO make available all fiscal models, data routines, and the underlying assumptions behind its cost estimates, allowing independent verification. This applies to all CBO analyses of proposed bills, including the specific data and computational details needed for others to replicate the results. The requirement applies to all users of CBO reports - lawmakers, researchers, and the public - except for data legally restricted from disclosure, which would still require a public list of variables and descriptive statistics.
