Improving Access to Workers’ Compensation for Injured Federal Workers Act of 2025

Maddy summaryThis bill expands eligibility for workers' compensation medical care under the Federal Employees' Compensation Act by adding nurse practitioners and physician assistants as covered providers. It directly affects injured federal workers who can now receive care from these professionals within their state-authorized scope of practice. Key provisions redefine "other eligible provider" in the law and update related sections to replace "physician" with "physician or other eligible provider" throughout the statute. The bill requires the Secretary of Labor to issue final regulations within six months of enactment to implement these changes.

Kidd’s Stuttering Act

Maddy summaryThe Kidd's Stuttering Act requires Medicaid and CHIP to screen children aged 2-6 for stuttering and speech fluency during routine well-child visits starting January 1, 2027. It also mandates that Medicaid and CHIP cover specified speech therapy services for childhood stuttering (defined as "specified speech therapy services") with coverage rules no more restrictive than those for other speech disorders like language delays. The bill ensures these services include telehealth options and applies to all states administering Medicaid or CHIP. This directly affects children with stuttering who qualify for Medicaid or CHIP, aiming to improve early detection and access to treatment.

Transportation Assistance for Olympic and World Cup Cities Act of 2025

Maddy summaryThis bill establishes a $50 million annual federal fund to support transportation infrastructure for U.S. cities hosting major international sporting events like the Olympics, Paralympics, or FIFA World Cup. It provides grants to eligible entities - including host cities, nearby jurisdictions within 100 miles, and transportation agencies - to fund permanent transportation projects (e.g., road improvements, transit upgrades) that aid event logistics or mitigate traffic impacts, but excludes temporary event infrastructure or bid preparation costs. Assistance is limited to the 5-year period before an event begins through 30 days after it ends. The bill directly affects communities selected to host these events and their surrounding regions, ensuring federal support for sustainable transportation planning tied to the events.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

It directly affects non-U.S. nationals involved in Hamas-related violence against Israel since the October 7, 2023, attacks.

Passenger Rail Liability Adjustment Act of 2025

Maddy summaryHR 5697, the Passenger Rail Liability Adjustment Act of 2025, sets the effective date for adjustments to the liability cap for passenger rail operators. Specifically, any adjustment to the liability cap under federal law that occurs during 2026 must take effect 90 days after a required notice is issued. This procedural bill does not change the liability cap amount itself but establishes a clear timeline for when such adjustments become effective. It directly affects passenger rail operators subject to the liability cap under 49 U.S.C. § 28103.

Water Rights Protection Act

Maddy summaryHR 302, the Water Rights Protection Act of 2025, requires federal agencies (like the Departments of Agriculture or Interior) to respect state authority over water rights when issuing permits or managing land. It prohibits federal actions that would override state water laws, such as forcing water rights transfers to the U.S. government, imposing stricter usage limits than state law, or interfering with tribal water rights. The bill directly affects states, water users (including federally recognized tribes), and federal land management decisions involving water permits. It explicitly states it does not change existing laws like the Endangered Species Act or tribal water rights, focusing solely on preserving state regulatory control.

Healthy Competition for Better Care Act

Maddy summaryThe Healthy Competition for Better Care Act (HR 6248) prohibits health plans and insurers from including restrictive terms in contracts with healthcare providers that limit patient choice or price competition. Specifically, it bans agreements that prevent plans from steering patients to other providers, offering cost-saving incentives, or restricting other plans from paying lower rates for the same services. The law includes exceptions for health maintenance organizations (HMOs) and value-based networks like accountable care organizations. Regulations to implement these changes must be issued within one year by health, labor, and treasury departments, with the rules taking effect 18 months after enactment.

Semiquincentennial Congressional Time Capsule Act

Maddy summaryHR 6243, the Semiquincentennial Congressional Time Capsule Act, directs the Architect of the Capitol to create and bury a time capsule commemorating the U.S. 250th anniversary. It will remain sealed until July 4, 2276, when the 244th Congress will receive and decide how to preserve its contents. This is a ceremonial act with no policy impact, solely marking the semiquincentennial anniversary.

Promoting Physical Activity for Americans Act

Maddy summaryHR 6121, the Promoting Physical Activity for Americans Act, requires the Secretary of Health and Human Services to publish science-based physical activity recommendations for the U.S. public every 10 years, starting by December 31, 2029. These reports must include evidence-based guidance for general populations and specific subgroups like children or people with disabilities, and must be updated every 5 years after the first report. Federal agencies must consider these recommendations when developing their own physical activity guidelines, though the bill explicitly states no federal fitness standards established under it will be binding on individuals. The act does not affect existing biomedical research or scientific communication by federal agencies.
