Security Clearance Portability for Departing Servicemembers Act of 2022 This bill addresses the security clearance of former members of the Armed Forces or former civilian employees of the Department of Defense (DOD) after separation or retirement who require security clearance for employment as covered DOD contractors. Specifically, during the one-year period following the separation or retirement, DOD must treat the previously held security clearance as an active clearance for purposes of former members or employees retaining employment with covered DOD contractors. During the two-year period following that year, DOD must ensure the adjudication of any request submitted by such employee for reactivation of a previously held security clearance for purposes of employment is completed not later than 180 days after the date of submission.

Supporting American Printed Circuit Boards Act of 2022 This bill establishes a business tax credit for the purchase of printed circuit boards manufactured in the United States. It also provides financial incentives for entities that invest in facilities and equipment in the United States for manufacturing (or research and development of) printed circuit boards.

No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.

Modernizing Access to our Public Land Act or the MAPLand Act This bill directs the Department of the Interior, the Forest Service, and the U.S. Army Corps of Engineers to jointly develop and adopt interagency standards to ensure compatibility and interoperability among federal databases for the collection and dissemination of outdoor recreation data related to federal lands and used to depict locations at which recreation uses are available to the public. Interior, the Forest Service, and the Corps of Engineers must digitize and publish geographic information system data that includes federal interests, including easements and rights-of-way, in private land; status information as to whether roads and trails are open or closed; the dates on which roads and trails are seasonally opened and closed; the types of vehicles and recreational uses that are allowed on each segment of roads and trails; and the boundaries of areas where hunting or recreational shooting is permanently restricted or closed. Interior, the Forest Service, and the Corps of Engineers may work with the U.S. Geological Survey to collect, digitize, standardize, or publish data to meet the requirements of this bill.

Public Health and Border Security Act of 2022 This bill requires the Department of Health and Human Services (HHS) to meet conditions related to notification and planning before terminating certain restrictions on imports and individuals entering the United States. Current law authorizes HHS to restrict entries and imports from foreign countries to prevent the introduction of communicable diseases. HHS exercised this authority as part of its COVID-19 response, including to allow for the expulsion of undocumented migrants at the border without any asylum processing. Under this bill, HHS may not terminate the restrictions for (1) at least 60 days after it notifies Congress of the end of the COVID-19 emergency, and (2) at least 30 days after it submits to Congress a plan for addressing the possible influx of migrants or imports resulting from lifting the restrictions.

The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.
