Customs and Border Protection Crisis Hardship and Incentive Pay Act of 2022 This bill requires additional pay (up to $250 per pay period) for U.S. Customs and Border Protection and U.S. Immigrations and Customs Enforcement law enforcement officers if the officer was on duty under certain conditions, such as if fentanyl was encountered in the sector.

National Drone and Advanced Air Mobility Initiative Act

National Drone and Advanced Air Mobility Initiative Act This bill establishes the National Drone and Advanced Air Mobility Initiative within the White House Office of Science and Technology Policy to advance relevant technologies and capabilities related to unmanned aircraft systems (or drones). It also requires the National Aeronautics and Space Administration (NASA), the National Institutes of Standards and Technology, the Department of Energy, and various other federal agencies to support research, development, and related activities concerning drones. Additionally, the bill (1) limits the Federal Aviation Administration's authority to regulate drones that are flown for research purposes and meet conditions to limit risks to other aircraft; and (2) prohibits the purchase or operation of a drone from China, Iran, North Korea, or Russia, except for research to improve U.S. capabilities to counter drones.

To amend title 10, United States Code, to restrict the Secretary of Defense from paying or reimbursing expenses relating to abortion services.

This bill prohibits the Department of Defense from paying for or reimbursing (1) any fees or expenses relating to a health care professional gaining a license in a state if the purpose of gaining such license is to provide abortion services, or (2) travel expenses related to abortion services.

Declaring War on the Cartels Act of 2022

Declaring War on the Cartels Act of 2022 This bill enhances the term of federal imprisonment for members of certain transnational criminal cartels (i.e., Mexican cartels) who are repeat offenders. It also establishes penalties for U.S. banks and foreign governments that support or otherwise have dealings with these cartels. Specifically, cartel members are subject to an additional 10 to 20 years imprisonment if they are convicted of certain federal crimes (e.g., crimes of violence, fraud, or sexual exploitation) and have been previously convicted of similar crimes (including at the state or local level) within the last five years. Any U.S. national who is convicted as an accessory to such crimes is also subject to up to 15 years of additional imprisonment. The bill also prohibits cartel members from using U.S. banks to conduct business and subjects any related assets to federal seizure. Banks that intentionally do business with cartel members are subject to civil penalties. Additionally, the bill (1) bars noncitizen cartel members and their immediate family from admission into the United States, (2) authorizes sanctions against foreign governments and persons (individuals or entities) that support cartel activity, and (3) requires certain federal agencies to work with foreign governments on combatting cartels. The bill applies to members of the following cartels: The Sinaloa Cartel, The Jalisco New Generation Cartel, The Beltran-Leyva Cartel, The Gulf Cartel, The Los Zetas Cartel, The Tijuana Cartel, and The La Familia Michoacána/Knights Templar Cartel.

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of standard and custom fitted gradient compression garments and other approved items that are prescribed by a physician or other specified health care professional to treat lymphedema.

250th Anniversary of the United States Marine Corps Commemorative Coin Act

250th Anniversary of the United States Marine Corps Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the 250th anniversary of the United States Marine Corps. All surcharges received by Treasury from the sale of such coins must be paid to the Marine Corps Heritage Foundation and shall only be used for the purposes of supporting the mission of the Marine Corps Heritage Center.

This joint resolution nullifies the interim final rule submitted by the Department of Justice and the Department of Homeland Security and published on March 29, 2022, concerning procedures for the consideration of asylum claims and other related issues. (Among other changes, the interim final rule requires an asylum seeker subject to expedited removal to be screened by an asylum officer for a credible fear of persecution or torture, rather than a credible fear of persecution, reasonable possibility of persecution, or reasonable possibility of torture.)

Proposing a balanced budget amendment to the Constitution of the United States.

This joint resolution proposes a constitutional amendment prohibiting total federal expenditures for a year from exceeding the average annual federal revenue collected in the three prior years, adjusted for changes in population and inflation. Expenditures for payment of debt and revenues derived from borrowing are excluded. Congress may authorize specific expenditures in excess of the limit for up to one year by declaring an emergency with a roll call vote of two-thirds of each chamber. The requirements take effect in the first year beginning at least 90 days following ratification, except that expenditures are permitted to exceed the limit by specified amounts during each of the first nine years that the requirements are in effect.
