Protect Medicaid Act

Maddy summaryHR 7014, the Protect Medicaid Act, prohibits federal Medicaid funding for the administrative costs associated with providing health benefits to noncitizens who are not lawfully admitted permanent residents and are ineligible for Medicaid due to immigration status. It directly affects states that currently offer health benefits to such noncitizens, requiring them to cover administrative expenses through state funds instead of federal Medicaid dollars. The bill amends federal law to add a specific prohibition on using federal funds for these administrative costs, while leaving the provision of medical care itself unaffected. Additionally, it mandates an Inspector General report analyzing how states separate administrative costs, ensure compliance, and finance these programs, including impacts on drug pricing. The law focuses solely on administrative funding, not on restricting medical benefits for eligible individuals.

Death Tax Repeal Act

Maddy summaryThe Death Tax Repeal Act would eliminate the federal estate tax and generation-skipping transfer tax for estates of people who die on or after the bill's enactment date, and for generation-skipping transfers made after that date. It would also establish a new $10 million lifetime gift tax exemption (adjusted annually for inflation) and replace the existing gift tax rate schedule with a revised structure. These changes would primarily affect high-net-worth individuals and their heirs, as the estate tax and gift tax typically apply to large estates or gifts exceeding the new exemption threshold. The bill's provisions would take effect on the date of enactment, with transitional rules for the year the bill is signed into law.

RIFLE Act of 2024

Maddy summaryThe RIFLE Act of 2024 changes how the federal government handles violations by firearms licensees, affecting gun dealers and manufacturers who hold federal licenses. It creates a graduated penalty system where non-willful violations require the Attorney General to work with licensees to fix issues before taking action, while willful violations may lead to license suspension or revocation only after proper notice, hearing, and evidence of continued noncompliance. The bill establishes new procedures for administrative hearings, defines "willful" violations more clearly, and gives licensees 90 days to liquidate inventory after license expiration or revocation, with extensions possible for reasonable cause. These changes aim to create a more transparent process for addressing violations while maintaining public safety standards.

Tribal Firearm Access Act

Maddy summaryHR 1709, the Tribal Firearm Access Act, allows members of federally recognized tribes to use their Tribal government-issued ID instead of a state-issued ID when purchasing firearms from licensed dealers. It amends federal law (18 U.S.C. § 922(t)(1)(D)) to explicitly accept tribal identification documents as valid proof of identity for firearm transactions. The bill defines "Tribal government" to include recognized tribes listed under the Federally Recognized Indian Tribe List Act of 1994. This change directly affects tribal members seeking to purchase firearms and federally licensed dealers who must now accept tribal IDs as valid identification. The law takes effect 90 days after enactment.

Traveler’s Gun Rights Act

Maddy summaryHR 1508, the Traveler’s Gun Rights Act, clarifies who is considered a "resident" for federal gun purchase background checks. It redefines "State of residence" to include active-duty military members' duty station state or their commuting home state, and allows individuals without a physical home to use a private mailbox address. The bill modifies the National Instant Criminal Background Check System requirement to mandate that background checks include either a physical address or a private mailbox address for those without a physical residence. This change directly affects gun buyers traveling across state lines who may not be considered residents of the state where they purchase firearms under current rules.

Amending the Rules of the House of Representatives to require the Clerk to read the Congressional Budget Office cost estimate of any bill immediately after the reading of the title of the bill.

Maddy summaryHRES 952 is a procedural rule change for the U.S. House of Representatives. It would require the House Clerk to read the Congressional Budget Office's estimated cost of any bill immediately after the bill's title is read during the introduction process. This change applies to all bills considered under House rules and aims to make budgetary costs more visible earlier in the legislative procedure. The bill does not alter the content of legislation or the CBO's role in estimating costs.

Stop Scam PACs Act

Stop Scam PACs Act This bill expands prohibitions with respect to fraudulent misrepresentation of campaign authority. Current law sets forth two prohibitions with respect to fraudulent misrepresentation of campaign authority. The first prohibits a candidate for federal office or the candidate's employees or agents from fraudulently misrepresenting themselves as speaking or otherwise acting for or on behalf of another candidate or political party on a matter that is damaging to such other candidate or political party. The bill instead applies this prohibition to any person, to any misrepresentation, and for any purpose. The second prohibits any person from fraudulently misrepresenting themselves as speaking or otherwise acting for or on behalf of any candidate or political party to solicit contributions or donations. The bill instead applies this prohibition to any misrepresentation and for purposes of soliciting money or any other thing of value. The two prohibitions under current law refer to misrepresentations on behalf of candidates or political parties. This bill also extends applicability to political committees and organizations.

Bipartisan Workforce Pell Act

Maddy summaryThe Bipartisan Workforce Pell Act creates a new grant program providing financial aid to students enrolled in short-term, career-focused educational programs (150-600 clock hours, 8-15 weeks) that prepare students for high-demand jobs. To qualify, programs must meet specific standards including alignment with industry needs, minimum job placement rates of 70%, and median earnings that exceed local wage benchmarks. The bill requires institutions to collect and publicly report data on program outcomes including completion rates, job placement, and student earnings through the College Scorecard website. It also establishes new accreditation standards for agencies evaluating these workforce programs, with $40 million authorized for fiscal year 2025 and $30 million for each of the next four years.
