Registration for Index-Linked Annuities Act

Registration for Index-Linked Annuities Act This bill requires the Securities and Exchange Commission (SEC) to create a new form for the registration of index-linked annuities to ensure that a purchaser can make a knowledgeable decision. The bill defines a registered index-linked annuity as an annuity that is deemed a security, that must be registered with the SEC, and that is issued by an insurance company subject to state supervision. Furthermore, the returns of these annuities (1) are based on the performance of a specified benchmark index or rate, and (2) may be subject to a market value adjustment if amounts are withdrawn early.

Electrodiagnostic Medicine Patient Protection and Fraud Elimination Act of 2022 This bill requires, as a condition for Medicare payment, specified electrodiagnostic services to be furnished by qualified facilities that comply with accreditation, training, and other quality control requirements, as established under the bill.

Ensuring Children Receive Support Act

Ensuring Children Receive Support Act This bill requires the Department of State to revoke passports for certain individuals who fail to make child support payments. Under current law, if the Department of Health and Human Services certifies that an individual owes more than $2,500 in child support, the Department of State must refuse to issue the individual a passport and may revoke a previously issued passport. Under the bill, State must revoke the previously issued passport.

Close the ILC Loophole Act

Close the ILC Loophole Act This bill limits the exemption from certain banking regulations applicable to industrial loan companies to those companies approved to receive Federal Deposit Insurance Corporation insurance before September 23, 2021, or companies with an application pending as of September 23, 2021. Industrial loan companies are state chartered institutions that provide several services similar to banks, such as originating loans and processing payments. Parent companies of such industrial loan companies are subject to the supervision of the Board of Governors of the Federal Reserve System. The bill also sets forth procedures regarding a change in control of an industrial loan company. The Government Accountability Office must report on the effects of industrial loan companies, industrial banks, and other similar institutions on the economy, including the effect on competitiveness, market structure, and different industries.

Ukraine Invasion War Crimes Deterrence and Accountability Act

Ukraine Invasion War Crimes Deterrence and Accountability Act This bill requires the President to report to Congress on atrocities committed during Russia's invasion of Ukraine since February 24, 2022. Specifically, the report must describe in detail (1) U.S. government efforts to collect, analyze, and preserve evidence related to war crimes and other atrocities committed during the invasion; (2) media, public diplomacy, and information operations to make the Russian people, including their military and political leaders, aware of efforts to identify and prosecute those responsible for such atrocities; and (3) the process for a domestic, foreign, or international court or tribunal to obtain information from the U.S. government related to such atrocities.

FIRE Act

Family Integrity to Reform Elections Act or the FIRE Act This bill prohibits the use of campaign funds to compensate the immediate family member of a candidate or an individual holding federal office. It also requires disclosure of payments made to immediate family members. Specifically, the bill prohibits an authorized committee of a candidate or any other political committee that is established, maintained, or controlled by a candidate or an individual holding federal office from directly or indirectly compensating the immediate family member of the candidate or individual for services provided to or on behalf of the committee. The prohibition does not apply to a political committee of a political party. Next, the bill requires a political committee to report on disbursements to an immediate family member of the candidate or the individual holding federal office. Finally, the bill requires any penalty for a violation of the bill to be imposed on the candidate or the individual holding federal office if the candidate or individual involved knew of the violation. Further, it prohibits the committee involved from reimbursing the candidate or individual for the penalty.
