Diversity and Inclusion at the Department of State Act This bill establishes a new position and requires other activities to promote diversity and inclusion in the Department of State. The bill creates the presidentially-appointed position of Chief Diversity and Inclusion Officer in the Office of the Deputy Secretary of State to, among other activities, develop a strategic plan to guide implementation of diversity and inclusion efforts and support State Department personnel from traditionally underrepresented groups. The officer reports directly to the Secretary of State. Additionally, the State Department must establish a Diversity and Inclusion Leadership Council to coordinate applicable strategic plans, initiatives, and policies. The bill also modifies merit selection processes for promotions, performance pay, and related matters to promote diversity and inclusion in the Foreign Service. Specifically, it adds factors (e.g., testimony from peers and subordinates or demonstrated support for diversity and inclusion) that may be considered in recommendations and rankings related to a Foreign Service officer's performance. The State Department must also establish a mentorship program for entry- and mid-level members of the Foreign Service and periodically offer a Senior Executive Service development program to members of the civil service in the top two pay grades. Senior Executive Service members serve as high-level managers within federal agencies. The bill requires the State Department to report on its diversity and inclusion efforts, as well as demographic information about members of boards that make personnel decisions and candidates for the Senior Executive Service.

Closing the Meal Gap Act of 202 1 This bill revises the requirements for calculating Supplemental Nutrition Assistance Program (SNAP) benefits. The bill increases the minimum SNAP benefit and requires benefits to be calculated using the value of a low-cost food plan. The Department of Agriculture (USDA) must determine the requirements for the low-cost food plan, which is the diet required to feed a family of four, consisting of a man and a woman 19-50 years of age, a child 6-8 years of age, and a child 9-11 years of age. USDA must (1) reevaluate and publish the market baskets of the plan by January 1, 2027, and every five years thereafter, based on current food prices, food composition data, consumption patterns, and dietary guidance; and (2) make adjustments to the plan to account for household size, changes in the cost of the diet, and the costs of food in specified areas. The bill modifies the requirements for calculating household income to determine SNAP eligibility by (1) authorizing a standard medical expense deduction for households containing an elderly or disabled member, and (2) eliminating the cap on the excess shelter expense deduction. The bill eliminates certain work requirements for SNAP. The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. The bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in SNAP. Currently, the three territories receive block grants instead of participating in SNAP.

Energy Prices Require Including Climate Externalities Act of 2021 or the Energy PRICE Act of 2021 This bill requires the Federal Energy Regulatory Commission (FERC) to direct electric utilities to take greenhouse gas emissions into account when they set their rates for the wholesale sale of electricity. Specifically, if FERC determines that the rates do not incorporate the cost of such emissions to public health, safety, or welfare, then FERC must find that the rates are unjust, unreasonable, unduly discriminatory, or preferential.

Fight Notario Fraud Act of 2021 This bill prohibits certain types of fraud or misrepresentations related to immigration matters, provides for criminal penalties for such actions, and contains related provisions. Specifically, a person shall be subject to fines, imprisonment, or both, if that person knowingly executes a scheme related to immigration laws to (1) defraud another, or (2) receive anything of value from another based on false pretenses or representations. Such a person shall be subject to additional criminal penalties if that person (1) threatens to report another to federal or state authorities, (2) takes actions or makes attempts to adversely impact another's immigration status, or (3) demands or retains anything of value for services fraudulently performed or not performed. Similarly, a person shall be subject to fines, imprisonment, or both, if the person knowingly and falsely claims to be an attorney or an accredited representative in any matter arising under the immigration laws. (An accredited representative is an individual authorized by the Executive Office of Immigration Review to represent clients in certain immigration matters.) The bill provides for longer terms of imprisonment for a person who causes a cumulative loss of more than $10,000 through actions prohibited under this bill. The Department of Justice shall establish at least 15 Special U.S. Attorney positions to enforce these provisions and take other actions related to enforcement and protecting consumers from fraudulent immigration schemes.

This resolution supports the designation of a Muslim-American Heritage Month. The resolution also honors the contributions and integral role of Muslim Americans in the economy, culture, and identity of the United States.

Department of Defense Climate Resiliency and Readiness Act This bill requires the Department of Defense (DOD) to address climate resiliency and energy and resource efficiency. Each DOD contract for the procurement of property or services entered into on or after October 1, 2021, must include specified information related to energy consumption and energy sources. When deciding whether to enter into a contract, DOD must consider whether the contractor verifiably produces as much renewable energy as the total energy it consumes and whether there is any order against the contractor for a violation of an environmental law or regulation. Among other elements, the bill requires DOD to achieve aggregate net zero energy in use of energy by non-operational sources by December 31, 2031; DOD to give preference to contractors and small businesses that use green manufacturing technology; DOD to administer the Energy and Climate Resiliency Fund established by the bill; DOD and the military departments to consider climate change risks when making strategic decisions related to any military installation; DOD and other relevant federal agencies to incorporate climate change into the National Defense Strategy, the National Military Strategy, and DOD's operational plans; and DOD to conduct a program of research, development, and demonstration of hybrid microgrid systems and electric grid energy storage. The Government Accountability Office must report on the individual and aggregate uses of DOD's authority to give preference to contractors that use green manufacturing technology and small businesses that verifiably use green manufacturing technology or operate with net zero energy.

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Somalia and Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, Uzbekistan, the Philippines, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

This resolution expresses support for the designation of Journeyman Lineworkers Recognition Day. (A journeyman lineworker is a person who builds and maintains electrical power systems.)

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.
