United States-Israel Defense Partnership Act of 2025

United States-Israel Defense Partnership Act of 2025 This bill requires or authorizes certain actions to increase defense-related cooperation between the United States and Israel. Specifically, the bill requires the Department of Defense (DOD) to establish a cooperative program, with the concurrence of Israel's Ministry of Defense (MOD), to develop and deploy advanced technologies for countering unmanned systems that threaten the United States and Israel; establish in Israel an office of the Defense Innovation Unit (an organization that focuses on rapidly fielding and scaling commercial technology across the U.S. military); and seek to engage Israel's MOD on the ascension of Israel into the national technology and industrial base (currently defined in law as the persons and organizations engaged in research, development, production, integration, services, or information technology activities conducted within the United States, the United Kingdom, Australia, New Zealand, and Canada). The bill authorizes DOD, upon request of Israel's MOD, to jointly conduct research, development, test, and evaluation (RDT&E) of emerging technologies such as artificial intelligence and robotics to meet defense challenges. Additionally, the bill extends the authority for DOD to (1) carry out RDT&E on a joint basis with Israel to establish anti-tunnel and counter unmanned aerial systems capabilities through 2028, and (2) transfer defense articles intended for use as reserve stocks for Israel through January 1, 2029.

Alternatives to PAIN Act

Alternatives to Prevent Addiction In the Nation Act or the Alternatives to PAIN Act This bill reduces cost-sharing and prohibits the imposition of certain utilization requirements under the Medicare prescription drug benefit for certain non-opioid pain management drugs. Specifically, the bill requires such drugs to be covered without a deductible and to be placed on the lowest cost-sharing tier (if any). The bill also prohibits the imposition of prior authorization requirements (i.e., requiring prior approval from a plan) or step therapy requirements (i.e., requiring the use of alternative drugs before a drug is covered under a plan) with respect to such drugs.

United Nations Voting Accountability Act of 2025

Maddy summaryHR 1243, the United Nations Voting Accountability Act of 2025, blocks U.S. foreign aid to countries that frequently vote against U.S. positions at the United Nations. Specifically, it prohibits aid if a country voted in alignment with U.S. positions less than 50% of the time during the most recent UN General Assembly session. The bill allows the Secretary of State to temporarily exempt a country if it changes leadership and policy to align with U.S. positions, but requires congressional notification and expires after the next annual UN voting report. This affects countries receiving U.S. economic aid, military training, or other monetary/physical assistance under specified programs.

National Right-to-Work Act

Maddy summaryHR 1232, the National Right-to-Work Act, would make union membership voluntary for workers in most private-sector jobs by removing legal requirements for employees to join a union or pay dues as a condition of employment. It directly affects workers in unionized workplaces covered by the National Labor Relations Act (including most private employers) and railroad workers covered by the Railway Labor Act. The key change eliminates provisions that allowed "union security agreements" (requiring dues or membership), meaning workers could no longer be forced to pay union fees to keep their jobs. This bill does not change other labor rights or create new programs - it only modifies existing laws to allow workers to opt out of union membership and financial obligations.

Extending Limits of U.S. Customs Waters Act

Maddy summaryHR 1268 updates the legal definition of U.S. customs waters in two key laws (the Tariff Act of 1930 and the Anti-Smuggling Act) to align with current international maritime standards. It replaces the outdated "four leagues from the coast" language with specific references to the U.S. territorial sea (per Presidential Proclamation 5928, 1988) and contiguous zone (per Presidential Proclamation 7219, 1999). This change directly affects U.S. Customs and Border Protection enforcement activities in coastal waters. The bill makes no new policy or tax changes - it only clarifies existing legal boundaries for customs jurisdiction. The update takes effect upon the bill's enactment.

To require the imposition of sanctions with respect to Ansarallah and its officials, agents, or affiliates for acts of international terrorism.

Maddy summaryHR 1250 requires the President to officially designate Ansarallah (the Houthi movement) as a foreign terrorist organization within 30 days of the bill becoming law. It also mandates that the President submit a determination within 30 days identifying whether three specific Houthi leaders - Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, and Abdullah Yahya al-Hakim - are officials, agents, or affiliates of Ansarallah. The bill defines "Ansarallah" to include the Houthi movement and any other aliases. This legislation directly targets Ansarallah and the named individuals for potential sanctions under existing U.S. law.

To prohibit the obligation or expenditure of Federal funds for disinformation research grants, and for other purposes.

Maddy summaryHR 1233 prohibits federal agencies from using taxpayer money to fund specific research programs. It bans spending on disinformation research grants, Secure and Trustworthy Cyberspace grants, and the National Science Foundation's Track F program focused on "Trust and Authenticity in Communications Systems." This directly affects federal departments and agencies that would otherwise allocate funds for these research areas, as well as researchers or institutions seeking such grants. The bill makes a concrete change by blocking federal funding for these particular research initiatives, without altering broader disinformation policies or creating new regulations.

Uncovering UNRWA’s Terrorist Crimes Act

Maddy summaryThis bill requires the U.S. State Department to report to Congress within 90 days on all U.S. funding provided to UNRWA (the UN agency aiding Palestinian refugees) from fiscal years 2020-2024, including monthly breakdowns and how funds were spent. It then prohibits the use of federal funds - directly or indirectly - to support UNRWA starting on the bill’s enactment date. The bill directly affects UNRWA by halting U.S. financial support pending the report, without making any findings about UNRWA’s activities. The key mechanisms are the mandatory funding report and the immediate funding ban.

Chief Herbert D. Proffitt Act of 2025

Maddy summaryThis bill expands eligibility for death and disability benefits under the public safety officers' death benefits program to include retired law enforcement officers who die or become permanently disabled from targeted attacks directly related to their past service. It specifically covers officers who retired in good standing from public agencies, including those who served without compensation. The policy change applies retroactively to cases occurring since August 28, 2012, and amends the Omnibus Crime Control and Safe Streets Act of 1968. This provides financial support to retired officers and their families affected by violence targeting their law enforcement careers.

Restoring Checks and Balances Act

Maddy summaryHR 1226, the Restoring Checks and Balances Act, requires most new federal regulations to expire automatically five years after taking effect unless Congress specifically reauthorizes them. This directly affects federal agencies that issue regulations, mandating they submit detailed reauthorization requests to Congress by December 1 of the year before expiration, including justifications and related rules. The bill requires agencies to publicly post these requests online and prohibits agencies from reissuing or modifying expired regulations. It excludes certain rules, such as those related to national security, criminal enforcement, agency operations, or imminent health/safety emergencies. The law does not change existing regulations, only new ones issued after its enactment.
