Kidd’s Stuttering Act

Maddy summaryThe Kidd's Stuttering Act requires Medicaid and CHIP to screen children aged 2-6 for stuttering and speech fluency during routine well-child visits starting January 1, 2027. It also mandates that Medicaid and CHIP cover specified speech therapy services for childhood stuttering (defined as "specified speech therapy services") with coverage rules no more restrictive than those for other speech disorders like language delays. The bill ensures these services include telehealth options and applies to all states administering Medicaid or CHIP. This directly affects children with stuttering who qualify for Medicaid or CHIP, aiming to improve early detection and access to treatment.

Bridge the Gap for Rural Communities Act

Maddy summaryThis bill suspends payment limits for agricultural subsidies for the 2025 crop year, removing caps on payments to farmers. It also establishes a new option for farmers to receive 50% of their expected 2025 crop payments as an advance by December 1, 2025, if they opt in. The remaining balance is paid later after the marketing year ends, with farmers required to repay any overpayment if the final amount exceeds the advance. The bill directly affects farmers growing covered commodities (like corn, soybeans) who choose to participate in the advance payment program.

Mikaela Naylon Give Kids a Chance Act

Give Kids a Chance Act of 2025 This bill expands the Food and Drug Administration’s (FDA’s) authority with respect to research on rare pediatric diseases, including by permitting the FDA to take enforcement action against drug sponsors that fail to satisfy pediatric study requirements and by reauthorizing programs that support pediatric research.  Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs in combination with active ingredients that have already been approved, provided certain conditions are met; permits the FDA to take enforcement action against drug sponsors that fail to comply with pediatric study requirements, if such sponsors demonstrated a lack of due diligence in satisfying the requirement; renews the FDA’s authority to award priority review vouchers to sponsors of new products intended to treat rare pediatric diseases through September 30, 2029; and reauthorizes through FY2027 certain funding for the National Institutes of Health to support priority pediatric research.  The bill also provides statutory authority for the FDA’s interpretation of the orphan drug exclusivity period. The bill specifies, consistent with FDA regulations, that the seven-year market exclusivity period for drugs for rare diseases or conditions (i.e., orphan drugs) prohibits the approval of the same drug for the same approved use or indication with respect to the disease or condition. (In Catalyst Pharmaceuticals, Inc. v. Becerra , a court rejected the FDA’s interpretation and held that orphan drug exclusivity extends to all uses or indications for the disease or condition.)

Denouncing the horrors of socialism.

Maddy summaryHCONRES 58 is a symbolic congressional resolution denouncing socialism in all its forms. It does not create new laws or affect any policies, as it is a non-binding statement of opinion. The resolution cites historical events and quotes from Founding Fathers to argue that socialism leads to authoritarianism and economic harm, referencing examples like the Soviet Union and Venezuela. It formally "denounces" socialism and opposes implementing socialist policies in the U.S., but has no legal effect on citizens or government actions. This is a procedural resolution, not a policy measure.

Fair Allocation of Interstate Rates Act

Maddy summaryHR 6336, the Fair Allocation of Interstate Rates Act, prohibits electric transmission providers serving customers in multiple states from charging out-of-state consumers for facilities built to implement a state's energy policies, unless that state consents. The bill directly affects multistate utilities and their customers, requiring that costs for "covered transmission facilities" (those built to implement a state's energy policy) be allocated only to residents of the state that enacted the policy. It creates a legal presumption that only residents of the implementing state are responsible for these costs, with an exception allowing out-of-state charges if the customer's state explicitly agrees. The Federal Energy Regulatory Commission must issue implementing rules within six months of the bill's enactment.

Dredging Coordination Improvement Act

Maddy summaryThis bill requires the Army Corps of Engineers (acting through the Chief of Engineers) to improve coordination for maintenance dredging contracts. It mandates consulting stakeholders and prioritizing dredging in waters used for commercial navigation, emergencies, environmental timing windows, or national interests over recreational or non-essential uses. The bill also requires the Corps to notify local project partners within three business days of any changes affecting contract timelines and to provide capability numbers for dredging activities upon request. These provisions directly affect commercial ports, navigation infrastructure, and local entities partnering with the federal government on dredging projects.

No Taxpayer Funded Abortion Travel for Illegal Aliens Act

Maddy summaryThis bill prohibits federal funds from being used to cover any abortion-related expenses for individuals classified as "illegal aliens" under immigration law. It specifically blocks taxpayer money from paying for travel, lodging, meals, childcare, translation, doula care, or patient education services connected to abortion access. The law directly affects non-citizens who are inadmissible or deportable under specific immigration statutes (as defined in the Immigration and Nationality Act). It applies to all federal programs and funds, restricting assistance for abortion services beyond the procedure itself.

Protect American Fisheries Act of 2025

Maddy summaryThe Protect American Fisheries Act of 2025 amends the Magnuson-Stevens Act to expand the definition of "fishery resource disaster" to include "economic cause." This means U.S. fisheries affected by foreign activities - such as illegal fishing, predatory pricing, or harmful subsidies that distort markets or disrupt sustainable harvests - can now qualify for disaster assistance. The bill requires documentation of how foreign actors' actions specifically harm U.S. fishing communities' operational or economic viability. It directly affects U.S. commercial and recreational fisheries facing market disruptions from foreign entities, enabling them to access federal aid previously limited to natural or anthropogenic disasters.

VISIT USA Act

Maddy summaryThe VISIT USA Act directs the Treasury to transfer $160 million from unused tourism promotion funds to Brand USA (the Corporation for Travel Promotion) within 30 days of the bill's enactment. This funding is exempt from standard transfer limits and requires Brand USA to follow existing matching rules for these funds. The bill directly affects Brand USA, providing it with dedicated resources to support international tourism marketing and promotion efforts. It makes a concrete policy change by reallocating specific unobligated funds to boost the U.S. tourism marketing program.

Fisheries Data Modernization and Accuracy Act of 2025

Maddy summaryThe Fisheries Data Modernization and Accuracy Act of 2025 reforms how recreational fishing data is collected and used by the National Marine Fisheries Service. It establishes a standing committee with the National Academies to advise on data collection methods, sets a 30% threshold for data reliability (percent standard error), and requires consultation when data falls below this level. States can develop their own data collection programs that may replace federal MRIP data when they meet specific standards, and the bill creates a grant program to help states improve their systems. The bill requires annual reports on implementation and data quality improvements, affecting recreational fishing management across all coastal states and federal fisheries agencies.
