Opposing engaging Russia for reviving any form of the Joint Comprehensive Plan of Action (JCPOA) with Iran, opposing removing terrorism sanctions on Iran while Iran's support of terrorist activities remains unchanged, opposing restoring any form of the JCPOA while the issue of Iran's undeclared nuclear activities remains unresolved.

This resolution rejects and opposes engaging Russia as a main intermediary for reviving any nuclear agreement with Iran. The resolution rejects and opposes giving Russia any sanctions exemption or waiver as a condition to any nuclear agreement with Iran. The resolution rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime's illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran. The resolution also reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate; to take every legislative opportunity to overturn such an agreement; to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes; and to limit the Biden administration's or any future administration's ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures.

This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.

Federal Student Loan Integrity Act

Federal Student Loan Integrity Act This bill limits the authority of the Department of Education (ED) to waive or modify statutes and regulations in response to military contingencies or national emergencies, including by prohibiting ED from further using this authority in connection with the COVID-19 national emergency. Under the Higher Education Relief Opportunities for Students (HEROES) Act of 2003, ED may waive or modify any statutory or regulatory provision applicable to federal student-aid programs as ED deems necessary in connection with a war or other military operation or national emergency. Further, the bill prohibits ED from using this authority to waive or modify any statutory or regulatory provision applicable to federal student-aid programs in connection with the national emergency declared by the President on March 13, 2020, to respond to COVID-19.

FIND Act

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. American Energy Independence Act of 2022

American Energy Independence Act of 2022 This bill addresses U.S. energy independence, the production and importation of oil and natural gas, and the rescission of specified environmental requirements. Specifically, the bill directs the President to develop a plan for the United States to achieve energy independence by 2024. The Department of Energy (DOE) must also develop a program and issue rules to ensure that the United States achieves such energy independence and becomes a net exporter of energy. The bill also addresses energy pipelines, including by approving the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. It also provides for energy production, including by requiring regulations to be issued by DOE to reduce requirements on entities harvesting energy through hydraulic fracturing, the Department of Transportation to promote stable and affordable gasoline and diesel prices, and the Department of the Interior to promote the leasing of federal land for oil and natural gas production. In addition, the Environmental Protection Agency (EPA) must identify and repeal certain regulations that substantially reduce energy independence. Further, the bill prohibits the use of any funds to implement the Paris Agreement on climate change. Finally, the bill rescinds (1) Executive Order 14008 about tackling climate change, (2) the 2021 proposed rule issued by the EPA and the U.S. Army Corps of Engineers about the scope of the Clean Water Act, and (3) the 2021 proposed rule issued by the EPA about methane gas emissions.

Israel Anti-Boycott Act

Israel Anti-Boycott Act This bill prohibits participation by certain entities and individuals in boycotts or requests for boycotts imposed by international governmental organizations (i.e., the United Nations and the European Union). Specifically, the bill applies to covered persons the prohibition of specified actions in compliance with or in support of a boycott against a country that is friendly to the United States and that is not itself the object of a U.S. boycott. The bill defines a covered person as a domestic concern, the U.S. government or a state government, or a representative or official of such domestic concern or government. The bill also adds to the list of specified prohibited actions the act of furnishing information to any foreign country or international governmental organization that furthers an imposed boycott. Under current law, a person who violates the prohibitions against such boycotts may be subject to a monetary fine or imprisonment; however, the bill removes imprisonment as a potential penalty for certain violations.
