Haulers of Agriculture and Livestock Safety Act of 2021 or the HAULS Act of 202 1 This bill modifies exemptions with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The bill allows the federal hours-of-service rules exemption regarding maximum driving and on-duty time for drivers transporting agricultural commodities and farm supplies to apply year-round. Current law provides an exception from the federal hours-of-service rules for the transportation of agricultural commodities within a 150 air-mile radius of the normal work reporting location only during planting and harvest periods which are determined by each state. Additionally, the Department of Transportation must revise the definition of agricultural commodity to include specific commodities that are covered by the federal hours-of-service rules exception.

This resolution honors and recognizes the patriotism and contributions made by generations of veterans service organizations and commends the members of such organizations for their dedicated service to members of the Armed Forces, veterans, their families, and their communities. Additionally, the resolution encourages citizens to volunteer their support and services to veterans service organizations and to promote awareness of the contributions of such organizations to members of the Armed Forces, veterans, and their families.

U.S.-Israel Cooperation Expansion Act This bill states U.S. policy concerning U.S. and Israeli law enforcement training and threats to U.S. and Israeli security and embassy protection. Specifically, the bill provides that it is U.S. policy to (1) support bilateral training between U.S. and Israeli law enforcement for sharing best practices related to anti-terrorism, community policing, and managing mass casualties; and (2) continue to counter threats to U.S. and Israeli security and embassy protection posed by illicit cross-border tunneling and unmanned aerial systems.

Protecting Gold Star Spouses Act of 20 21 This bill provides interim appropriations for the Coast Guard Retired Serviceman's Family Protection and Survivor Benefits Plans if a bill providing appropriations for the plans has not been enacted before the fiscal year begins. The bill provides the appropriations at the rate of operations and under the terms and conditions provided by the most recent law making full-year appropriations for the plans. The appropriations provided by this bill are not available after a bill is enacted that (1) provides appropriations for the plans, or (2) provides appropriations for the Coast Guard without funding the plans.

This resolution condemns Iranian state-sponsored terrorist attacks against U.S. citizens and officials and Iranian dissidents and expresses support for the people of Iran who are engaged in legitimate and peaceful protests against the Iranian regime.

Military Retiree Survivor Comfort Act This bill addresses the overpayment of retired or retainer pay to a joint account (bearing the name of the decedent and the decedent's designated beneficiary) during the month of the death of a retired member of the armed forces. Specifically, the bill authorizes the Department of Defense (DOD) to forgive or offset the overpayment if the decedent was enrolled in the Survivor Benefit Plan (SBP). In the case of an offset, each of the first 12 SBP annuity payments after the death of the retired service member must be reduced by one-twelfth of the overpayment. If the decedent was not enrolled in the SBP, DOD is authorized to forgive the overpayment.

This bill directs the Department of State to include additional information in its annual reports concerning Taiwan's participation at the World Health Organization's World Health Assembly (WHA) as an observer. The report shall describe changes and improvements to the State Department's plan to support Taiwan's observer status at the WHA, following any meetings at which Taiwan did not participate under such status. (China has opposed Taiwan's participation in the WHA.)

Stop Greenlighting Driver Licenses for Illegal Immigrants Act This bill prohibits a state from receiving certain federal law enforcement grants if it takes certain immigration-related actions. Specifically, a state may not receive such grants if it (1) issues a driver license to an individual who does not have proof of U.S. citizenship or lawful presence in the United States, or (2) prohibits a local or state government entity or official from sharing immigration enforcement information with the Department of Homeland Security.

Taiwan PLUS Act This bill provides Taiwan with preferential treatment when receiving U.S. defense articles and services. Specifically, Taiwan shall be subject to the requirements and procedures that apply to certain U.S. partners and allies, such as North Atlantic Treaty Organization (NATO) member countries, South Korea, and Australia. Under this bill, certain defense transfers to Taiwan shall be subject to less stringent requirements, such as shorter waiting periods and higher minimum value thresholds before various oversight requirements kick in. Taiwan shall also be eligible to receive certain fee reductions and waivers related to defense transfers. Taiwan shall receive such treatment for the five-year period starting from this bill's enactment, and the Department of State may extend this treatment for additional five-year periods if doing so would support U.S. national security interests.

Whole Milk for Healthy Kids Act of 2021 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow only fat-free milk to be flavored. The bill removes these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk.
