This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).

This resolution expresses that the House of Representatives calls upon the President to declare that the Russian employment of nuclear, chemical, or biological weapons of mass destruction that leads to a nuclear event, against or in connection with its war on Ukraine, would represent crimes against humanity; calls upon the President to treat such crimes against humanity as an urgent national and global security threat that may require, in concert with North Atlantic Treaty Organization allies, the employment of any available conventional means as necessary to secure the peace, including the potential need to degrade and destroy offending Russian forces in Ukraine; calls upon the President to make immediate efforts to provide the military and other material means needed for the Ukrainian government to be able to defend its national sovereignty; and stands ready to provide additional appropriations or enact other legislation to meet the needs of securing Ukraine's, Europe's, and the United States' common struggle against Russian fascism.
COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.
This bill revises oversight and disclosure requirements related to foreign sources and institutions of higher education (IHEs). For example, the bill establishes the Office for Foreign Gifts and Contracts Oversight within the Department of Education. Additionally, the bill requires an IHE to disclose to the office any gift or contract from a foreign source that (1) is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts within a calendar year (current disclosure threshold is $250,000 or more); or (2) has an undetermined monetary value.
This resolution expresses that it is the sense of the House of Representatives that U.S. policy should encourage Russian government officials to abandon Vladimir Putin's war with Ukraine, and that Russian officials who defect should be granted expedited admission to the United States as refugees if they clear all applicable vetting and security procedures.
This resolution condemns the violence and killing of 14 individuals on Bloody Sunday 50 years ago in Northern Ireland and supports justice for the victims and their families. The resolution urges the full implementation of the Good Friday Agreement to ensure peace and stability in Ireland. The resolution recognizes the findings of the Bloody Sunday Inquiry, also known as the Saville Inquiry, and calls upon the United Kingdom to support the prosecutions of individuals who committed unjustifiable crimes on Bloody Sunday based on the evidence collected. Finally, this resolution urges the European Union, including the Republic of Ireland, and the United Kingdom to act in good faith with regard to negotiations around Brexit and implementation of the Northern Ireland Protocol.
Employee Privacy Protection Act This bill requires the National Labor Relations Board, not earlier than seven days after it makes a final determination of the appropriate bargaining unit in a proposed election for collective bargaining representation, to acquire from the employer a list of all employees eligible to vote in the election, which shall (1) be made available to all parties; and (2) include the employees' names and not more than one additional form of personal contact information (e.g., telephone number, email address, or mailing address) chosen by the employees in writing.
This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.
This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.
This resolution recognizes the 11th anniversary of the Syrian revolution against Bashar al Asad and affirms U.S. policy to support the Syrian people's efforts to bring about a free and democratic Syria. Further, the resolution, among other things, calls upon the President to not recognize any Syrian government led by Bashar al Asad or the right of Bashar al Asad to ever run in any future election in Syria, and to reject political negotiations over Syria with Vladimir Putin.
