Making Advances in Mammography and Medical Options for Veterans Act This bill addresses the Department of Veterans Affairs (VA) provision of mammograms and breast cancer treatment. Among other requirements, the VA must submit a strategic plan for improving breast imaging services for veterans, implement a three-year pilot program to provide telemammography services for veterans who live in locations where access to breast imaging services at a VA facility is difficult or unfeasible, upgrade all mammography services at its facilities to use three-dimensional breast imaging, update guidelines to increase the use of testing for the breast cancer gene and genetic counseling for veterans diagnosed with breast cancer, and update its policies and directives to ensure that it confirms the accessibility of a breast imaging site when referring a veteran with a spinal cord injury or disorder to a non-VA provider. In addition, the VA must enter into a partnership with at least one cancer center of the National Cancer Institute of the National Institutes of Health in each Veterans Integrated Service Network to expand access to high-quality cancer care for women veterans. In implementing such partnerships, the VA must ensure that veterans with breast cancer who reside in rural areas or states without a partner cancer center are able to receive care through telehealth. Finally, the VA must collaborate with the Department of Defense and report on all current research and health care collaborations between the departments on treating veterans and members of the Armed Forces with breast cancer.

National Disaster Safety Board Act of 2021 This bill provides funding for and establishes within the executive branch a National Disaster Safety Board to study and make recommendations concerning the underlying causes of disaster-related fatalities and property damage. Specifically, the board shall review and establish the facts, circumstances, and cause or probable cause of the loss of life, human injury, and economic injury due to a natural hazard with 10 or more fatalities. The bill defines natural hazard to mean a major disaster that is naturally occurring, to include any naturally occurring heat wave or wildfire, and to exclude a technological disaster. The Government Accountability Office shall audit the board at least once every two years.

Accountability in Foreign Animal Research Act This bill prohibits the National Institutes of Health from conducting or supporting research that involves testing on vertebrate animals in China, Cuba, Iran, North Korea, Russia, or other countries determined to be a foreign adversary.

Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.

Minks in Narrowly Kept Spaces are Superspreaders Act or the MINKS are Superspreaders Act This bill makes it unlawful to import, export, transport, sell, receive, acquire, or purchase American mink ( Neovison vison ) raised in captivity for fur production, whether dead or alive.

Ensuring Medicaid Continuity for Children in Foster Care Act of 2021 This bill allows states to receive federal Medicaid payment for services provided to foster care children in qualified residential treatment programs (i.e., programs with trauma-informed treatment models that address the needs of children with serious emotional or behavioral disorders or disturbances).

National Security Reforms and Accountability Act This bill limits presidential authorities related to, and increases congressional oversight of, introducing U.S. armed forces into hostilities, arms transactions, and national emergencies. The bill makes various changes to the War Powers Resolution, which provides procedures for Congress and the President to participate in decisions to send U.S. forces into hostilities. These changes include requiring specific statutory authorization for, and revising congressional procedures to approve or disapprove of, the introduction of U.S. forces into hostilities. The bill also prohibits the use of federal funds for any activity of U.S. forces that lacks the required authorization. The President must also seek congressional approval before entering, renewing, or extending an arms sale or related transaction if the transaction exceeds specified dollar thresholds. This does not apply to transactions with NATO and its member countries, Australia, Japan, South Korea, Israel, New Zealand, or Taiwan. The bill also prohibits transfers of defense articles and services to countries that commit genocide or otherwise violate international humanitarian law. The bill restricts presidential authorities related to national emergencies, including by limiting the period of a declared emergency to 30 days unless Congress authorizes an extension. The bill also establishes procedures for approving or disapproving an extension, requires the President to provide more detailed reports to Congress about national emergencies, and sets out specific provisions for terminating an emergency.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Eliminating a Quantifiably Unjust Application of the Law Act of 2021 or the EQUAL Act of 2021 This bill eliminates the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold quantities of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. This bill eliminates the lower quantity thresholds for crack cocaine offenses. Under the bill, the same threshold quantities of crack cocaine and powder cocaine trigger the same statutory criminal penalties. The change applies to future cases and cases pending on the date of enactment. With respect to past cases, the bill authorizes a sentencing court to impose a reduced sentence on a defendant who was convicted or sentenced for a specified crack cocaine offense before this bill's enactment. A defendant does not have to be present at the sentence reduction hearing. Finally, the bill prohibits the reduction of a sentence that was previously reduced.
