Federal Rotational Cyber Workforce Program Act of 2021

Federal Rotational Cyber Workforce Program Act of 2021 This bill establishes a rotational cyber workforce program under which certain federal employees may be detailed among rotational cyber workforce positions at other agencies. This bill authorizes an agency to determine whether a workforce position involving information technology, cybersecurity, or other cyber-related functions in that agency is eligible for the program. Additionally, the bill requires the Office of Personnel Management to issue a Federal Rotational Cyber Workforce Program operation plan providing policies, processes, and procedures for detailing employees among rotational cyber workforce positions at agencies. The Government Accountability Office must assess the operation and effectiveness of the rotational cyber workforce program by addressing the extent to which agencies have participated in the program and the experiences of employees serving in the program.

Postal Service Reform Act of 2022

Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.

Veterans’ Cyber Risk Awareness Act

Veterans' Cyber Risk Awareness Act This bill requires the Office of Public and Intergovernmental Affairs of the Department of Veterans Affairs (VA) to conduct a communications and outreach campaign to educate veterans about cyber risks . These risks can include disinformation, identity theft, scams, and fraud spread via the internet or social media. Additionally, the VA must seek to enter an agreement with a federally funded research and development corporation to perform a study that assesses (1) the vulnerability of veterans to cyber risks, (2) the availability and efficacy of resources to assist veterans in combatting such risks, and (3) the efficacy of the VA's outreach campaign. The study must also recommend ways the VA can reduce cyber risks to veterans.

Kenneth P. Thompson Begin Again Act

Kenneth P. Thompson Begin Again Act This bill expands eligibility for the expungement of records related to a first-time drug possession offense. Current law permits expungement for offenders who commit the offense before age 21. This bill permits expungement for offenders who commit the offense at any age.

Medical Marijuana Research Act

Medical Marijuana Research Act This bill establishes a new, separate registration process to facilitate medical marijuana research. Specifically, it directs the Drug Enforcement Administration to register (1) practitioners to conduct medical marijuana research, and (2) manufacturers and distributors to supply marijuana for such research. Additionally, the Department of Health and Human Services must continue to produce marijuana through the National Institute on Drug Abuse Drug Supply Program and implement a specialized process for supplying marijuana products available through state-authorized marijuana programs to researchers until manufacturers and distributors can provide a sufficient supply of marijuana for medical research.

Ensuring Lasting Smiles Act

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment of congenital anomalies and birth defects, such as reconstructive services and items. Coverage must include services and items that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician. Coverage limits and cost-sharing requirements for such services and items may not be more restrictive than those applicable to all medical and surgical benefits under the plan.

Stop Fentanyl Border Crossings Act

Stop Fentanyl Border Crossings Act This bill authorizes the Department of Health and Human Services (HHS) to restrict migration and imports from foreign countries to prevent the introduction of illicit drugs into the United States. Current law authorizes HHS to restrict migration and imports from foreign countries to prevent the introduction of communicable diseases. Under this bill, HHS may also restrict migration and imports from a country if HHS determines that the existence of substantial illicit drug smuggling from that country poses a risk to public health.

Setting forth the congressional budget for the United States Government for fiscal year 2022 and setting forth the appropriate budgetary levels for fiscal years 2023 through 2031.

This concurrent resolution establishes the congressional budget for the federal government for FY2022, sets forth budgetary levels for FY2023-FY2031, and provides reconciliation instructions for legislation to reduce the deficit. The resolution recommends levels and amounts for FY2022-FY2031 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for Social Security and Postal Service discretionary administrative expenses for the purpose of budget enforcement in the Senate. The resolution includes reconciliation instructions that direct several Senate committees to report legislation to reduce the deficit over FY2022-FY2031 by amounts specified for each committee. (Under current law, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) In addition, the resolution establishes reserve funds that allow certain adjustments to committee allocations and other budgetary levels to accommodate legislation relating to (1) efficiencies, consolidations, and other savings; or (2) health savings accounts. The resolution also sets forth budget enforcement procedures that address issues such as budget points of order, emergency legislation, Congressional Budget Office cost estimates, and adjustments for legislation that reduces appropriations.

Anti-Border Corruption Improvement Act

Anti-Border Corruption Improvement Act This bill revises the waiver authority of the U.S. Customs and Border Protection (CBP) for polygraph examinations of applicants for law enforcement positions in the CBP. Any individual who receives such a waiver and holds a current background investigation may be subject to further background investigation. The CBP may administer a polygraph examination to an applicant for employment or an employee who is eligible for a waiver if information is discovered prior to the completion of a background investigation that makes necessary a final determination regarding suitability for employment or continued employment.
