Armenian Genocide Education Act

Maddy summaryHR 2585, the Armenian Genocide Education Act, establishes a federal program through the Library of Congress to develop educational resources about the 1915-1923 Armenian Genocide for K-12 schools. It requires the Librarian to create and distribute accurate teaching materials, provide teacher training workshops, and maintain an online resource hub focused on the genocide's history, lessons, and prevention of hate. The program directly supports local educational agencies, independent schools, and educators by offering professional development and curriculum resources. It defines key terms like "denial" and "distortion" to guide the educational content, aiming to improve understanding of this historical event and its relevance to preventing modern-day hate crimes.

Reentry Act of 2025

Maddy summaryHR 2586, the Reentry Act of 2025, amends Medicaid rules to allow incarcerated individuals to receive Medicaid coverage during the 30 days immediately before their release from prison or jail. This directly affects people leaving correctional facilities, ensuring they can access health care as they transition back into communities. The bill requires a report within 18 months analyzing current health care standards in prisons, the number of people who would gain coverage, and current discharge practices to improve Medicaid enrollment for newly released individuals. The report will also assess how to better connect people with community health services and addiction treatment after release.

Arts Education for All Act

Maddy summaryHR 2485, the Arts Education for All Act, requires states and school districts to integrate arts education into K-12 curricula and report on its availability. It mandates states to describe how they will support arts courses, increase certified arts educators (especially in high-need schools), and use arts to enhance teaching in core subjects like math and science (Section 202). Schools must track and report on arts course offerings, teacher qualifications, and student access - including disaggregated data by school poverty levels (Section 203). The bill also expands arts access in juvenile justice programs (Section 301) and funds research on effective arts education methods (Section 401). It directly affects public schools, arts educators, and youth in after-school and correctional settings.

SAFE Act of 2025

Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly (1) slaughtering an equine for human consumption; or (2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. As background, in recent years, the appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

America's Red Rock Wilderness Act

Maddy summaryHR 2467, America's Red Rock Wilderness Act, would designate approximately 1.3 million acres of public land across Utah as wilderness areas, protecting them from development and managing them for conservation. The bill specifically designates 77 wilderness areas in the Great Basin and Colorado Plateau regions, including lands within existing national monuments like Grand Staircase-Escalante and Bears Ears. It includes provisions for water rights protection, allows continued livestock grazing under certain conditions, and withdraws the designated lands from mining and mineral leasing. The bill also ensures Tribal rights are protected and requires the Secretary of the Interior to administer these areas according to wilderness management standards.

Rhode Island Fishermen’s Fairness Act of 2025

Maddy summaryThis bill amends the Magnuson-Stevens Fishery Conservation and Management Act to add Rhode Island as a voting member of the Mid-Atlantic Fishery Management Council. It directly affects Rhode Island's commercial fishing industry by granting the state a formal seat on the council that manages ocean fisheries. The key mechanism involves updating the council's membership structure, increasing the total number of states represented from 21 to 23 and the number of voting members from 13 to 14. This procedural change ensures Rhode Island's voice is included in regional fisheries decisions.

Abolish Super PACs Act

Maddy summaryThis bill, titled "Abolish Super PACs Act" but actually regulating them, would impose contribution limits on super PACs by redefining them as "independent expenditure committees" under federal election law. It sets a $5,000 annual threshold for activities qualifying a committee as a super PAC, capping individual contributions to these entities to reduce corruption risks from unlimited donations. The legislation targets the top contributors who gave over 96% of super PAC funds in 2024, aiming to limit the appearance of quid pro quo arrangements. It would apply to all qualifying committees starting in the first full calendar year after enactment.
