This bill designates a trail route, to be known as the September 11th National Memorial Trail Route, to link the National 9/11 Memorial and Museum in New York, New York, the National 9/11 Pentagon Memorial in Arlington, Virginia, and the Flight 93 National Memorial in Somerset County, Pennsylvania. The September 11th National Memorial Trail Route shall provide for a tribute to the family members and loved ones who were victims of the attack and the heroes of September 11th, including the first responders in the days, weeks, and months after the attack; be a trail of remembrance to honor the fallen in a tangible way that keeps their memories alive and reaffirms the exceptionalism of our country; and be a celebration of our nation's resilience and perseverance since September 11, 2001. The September 11th National Memorial Trail Route shall be administered by the National Park Service but not be considered to be a unit of the National Park System or a part of the National Trail System.

Small Business Advanced Cybersecurity Enhancements Act of 2021 This bill requires the Small Business Administration (SBA) to establish a central small business cybersecurity-assistance unit within the SBA and a regional cybersecurity-assistance unit within each small business development center. These units shall serve as the primary means for a small business to communicate cyber threats and defensive measures with the federal government, and the bill prohibits any cause of action against a small business for such communication or for any conduct in response to such communication.
Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.
Puerto Rico Nutrition Assistance Fairness Act of 2021 This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance programs instead of participating in SNAP.
Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.
Veteran Families Health Services Act of 2021 This bill addresses fertility treatments, counseling, and other health-related programs for veterans and members of the Armed Forces. Specifically, the bill requires the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to provide fertility treatments and counseling to covered veterans and active duty service members or a spouse, partner, or gestational surrogate of such veteran or service member. A covered veteran or service member is a former or current member of the Armed Forces who has an infertility condition, unless it is demonstrable that the individual was completely infertile prior to serving in the Armed Forces. In the case of in vitro fertilization treatment, DOD and the VA may not furnish more than three completed cycles or six attempted cycles, whichever occurs first. DOD must establish procedures related to gamete retrieval and storage. Additionally, DOD must provide service members with the opportunity to cryopreserve and store their gametes prior to deployment to a combat zone or a hazardous duty assignment. DOD and the VA must share best practices and facilitate referrals for the furnishing of fertility treatment and counseling to eligible individuals. Fertility counseling and treatment are included within authorized VA medical services. The VA may pay the adoption expenses (for up to three adoptions) for a covered member who is enrolled in the VA health care system. The VA must facilitate specified reproduction and infertility research conducted collaboratively by DOD and the Department of Health and Human Services.
Save our Stages Extension Act This bill extends to March 11, 2023, the time frame during which Shuttered Venue Operators Grant recipients may use grant funds to cover their expenses. These grants provide funds to certain types of entities in the arts and entertainment industry affected by the COVID-19 pandemic. Currently, a recipient may use such funds to cover expenses incurred between March 1, 2020, and December 31, 2021.
Promoting Readiness and Ensuring Proper Active pharmaceutical ingredient Reserves of Essential medicines Act of 2021 or the PREPARE Act of 2021 This bill establishes the Strategic Active Pharmaceutical Ingredient Reserve. The Department of Health and Human Services (HHS) must annually publish a public list of essential generic medicines that are medically necessary to have available at all times. HHS must report and implement a plan to establish the reserve, which must be designed to minimize the impact of an interruption or reduction in imports of (1) key starting materials (including active pharmaceutical ingredients) for essential generic medicines, and (2) finished dosage forms of essential generic medicines for which key starting materials are not imported. The plan must also contain provisions to strengthen domestic capacity for active pharmaceutical ingredient production, storage, and conversion. Within one year of this bill's enactment, the plan must include at least 25 of the essential generic medicines on the required list. The plan must add at least 25 medicines each year until the full list is covered. HHS must prioritize domestically manufactured key starting materials for the reserve to the maximum extent possible. A manufacturer of an essential generic medicine that switches to an active pharmaceutical ingredient sourced through the reserve shall not have to update the approved application for that medicine. The Government Accountability Office must report to Congress on active pharmaceutical ingredient manufacturing, including the time and costs needed to develop domestic manufacturing capabilities.
Securing the Rights our Veterans Earned Act or the SERVE Act This bill provides eligibility for specified Department of Veterans Affairs benefits to former members of the Armed Forces who were separated or discharged (honorably or otherwise) by reason of sexual orientation or gender identity.
Federal Cybersecurity Workforce Expansion Act This bill establishes an apprenticeship program and a pilot program on cybersecurity. The Cybersecurity and Infrastructure Agency may establish one or more apprenticeship programs that leads directly to employment in a cybersecurity work role with the agency; or a position with a company or other entity, as prescribed by this bill. The Department of Veterans Affairs (VA) shall establish a pilot program under which the VA shall provide cyber-specific training for members of the Armed Forces transitioning from service in the Armed Forces to civilian life and for veterans. The bill extends through FY2025 the submission of a report on an assessment that identifies information technology, cybersecurity, or other cyber-related work roles of critical need in the workforce of federal agencies.
