American-Hellenic-Israeli Eastern Mediterranean Counterterrorism and Maritime Security Partnership Act of 2025

Maddy summaryThis bill establishes new security cooperation mechanisms between the United States, Israel, Greece, and Cyprus to enhance counterterrorism and maritime security efforts in the Eastern Mediterranean. It creates two new working groups - an interparliamentary group for legislative coordination and an interexecutive group for executive-level security discussions - that will meet at least twice yearly. The bill authorizes funding for specialized training programs at the Cyprus Center for Land, Open-seas, and Port Security and at Greece's Souda Naval Base to improve interoperability among these nations. It also requires regular reports to Congress on the implementation of these security cooperation initiatives.

Sarah Katz Caffeine Safety Act

Maddy summaryThe Sarah Katz Caffeine Safety Act would require restaurants and retail food establishments with 20 or more locations to label menu items containing 150 milligrams or more of caffeine per serving with a "High caffeine" warning. It would mandate that packaged foods and dietary supplements with more than 10 milligrams of caffeine display the exact caffeine content, whether naturally occurring or added, along with a safety advisory about daily limits (400 milligrams for healthy adults). The bill directs the FDA to review caffeine safety in food and beverages, and the NIH to study caffeine's effects on vulnerable populations including children, pregnant women, and those with heart conditions or mental health conditions. It also requires a public education campaign about caffeine safety and a GAO study on the marketing of caffeinated beverages to children and teens, with reports due within 6 months and 180 days respectively.

SAFE Act of 2025

Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly (1) slaughtering an equine for human consumption; or (2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. As background, in recent years, the appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Recognizing the 10th Anniversary of Educators Rising.

Maddy summaryHouse Resolution HRES 267 formally recognizes the 10th anniversary of Educators Rising (rebranded in 2015) and its work preparing high school students for teaching careers. The resolution commends the program for addressing teacher shortages through local "Grow Your Own" initiatives that connect students to teaching pathways. It highlights Educators Rising’s national reach (1,400+ chapters) and role in fostering educator diversity, but contains no new policies, funding, or direct impacts on individuals or schools. As a symbolic resolution, it does not create legal obligations or alter existing programs.

Revitalizing Downtowns and Main Streets Act

Maddy summaryHR 2410 creates a 20% federal tax credit for developers converting older non-residential buildings (at least 20 years old) into affordable housing. The credit applies to qualified conversion costs, requiring that 20% of units be rent-restricted for residents earning 80% or less of the area median income for 30 years. It establishes a $12 billion national credit limit, with $3 billion reserved for conversions in economically distressed areas, and mandates state-level allocation plans prioritizing projects near transit and employment. The bill directly affects developers seeking tax incentives for downtown revitalization, not tenants or local governments.

UNRWA Funding Emergency Restoration Act of 2025

Maddy summaryThis bill, HR 2411, directs the U.S. government to immediately resume funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) by repealing two prior funding restrictions. It requires the State Department to restart payments to UNRWA under existing authorities and mandates the President to rescind a 2025 executive order ending UNRWA support. The bill affects Palestinian refugees in Gaza, Jordan, Lebanon, Syria, and the West Bank who rely on UNRWA for humanitarian aid, as well as U.S. funding mechanisms. It also requires quarterly reports through 2028 on UNRWA’s progress implementing accountability reforms from an independent review led by Catherine Colonna.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2025

Maddy summaryThis bill provides housing loans and education assistance to Black World War II veterans who were denied GI Bill benefits due to racial discrimination, or to their surviving spouses, children, or direct descendants. To qualify, applicants must certify they were denied benefits on racial grounds under the original 1944 GI Bill and apply within five years of the law's enactment. The Department of Veterans Affairs must implement these provisions within 90 days and report to Congress on participation and program costs. It specifically addresses documented historical discrimination where Black veterans were steered toward vocational training instead of college, with only 6% earning degrees compared to 19% of White veterans.

Abolish Super PACs Act

Maddy summaryThis bill, titled "Abolish Super PACs Act" but actually regulating them, would impose contribution limits on super PACs by redefining them as "independent expenditure committees" under federal election law. It sets a $5,000 annual threshold for activities qualifying a committee as a super PAC, capping individual contributions to these entities to reduce corruption risks from unlimited donations. The legislation targets the top contributors who gave over 96% of super PAC funds in 2024, aiming to limit the appearance of quid pro quo arrangements. It would apply to all qualifying committees starting in the first full calendar year after enactment.
