Trans-Sahara Counterterrorism Partnership Program Act of 2021

Trans-Sahara Counterterrorism Partnership Program Act of 2021 This bill provides statutory authority for the Trans-Sahara Counterterrorism Partnership Program, an interagency program launched in 2005 to partner with countries in the Sahel and Maghreb regions of Africa to counter terrorism and violent extremism. The Department of State, in consultation with the Department of Defense and the U.S. Agency for International Development, shall establish the partnership program, which must coordinate all U.S. programs in North and West Africa related to various counterterrorism activities, such as building foreign-military capacity, enhancing border security, promoting youth employment, and supporting independent media to counter terrorist propaganda. The State Department must submit comprehensive, five-year strategies that include specified activities for the Sahel and Maghreb regions and for program counterterrorism efforts. Further, program activities must, among other things (1) be carried out in countries where there is an adequate level of partner country committment, and (2) have clearly defined outcomes and specific plans with indicators to regularly monitor and evaluate outcomes and impact. Such activities must also take into account the counterterrorism and development strategies of partner countries and align with such strategies to the extent possible. The State Department shall notify Congress before obligating funds for such programs, and must submit annual reports about program activities.

Amending the Rules of the House of Representatives to require the chair of a select commission established in the legislative branch to report each line item expense to the Clerk of the House of Representatives, and for other purposes.

This resolution requires, no later than 60 days after a select commission is established in the legislative branch, and every 30 days afterwards, the chair of the commission to submit to the Clerk of the House a report that, for each line item expense incurred by the commission to carry out the duties of that commission documents the date and amount of each outlay, and includes a copy of the receipt for each outlay. The Clerk shall make such information received with respect to the budget outlays of a select commission available to the public on a government website in a searchable, sortable, and downloadable format as soon as possible after it is received.

SNAP Reform Act of 2021

SNAP Reform Act of 2021 This bill modifies eligibility under the Supplemental Nutrition Assistance Program (SNAP) with respect to individuals who receive other forms of assistance. Currently, households may be considered categorically eligible for SNAP if all members receive certain other assistance, such as under the Temporary Assistance for Needy Families (TANF) program. The bill specifies that members receiving TANF assistance must (1) receive at least $150 a month in cash assistance under TANF for an extended period with an income of up to 130% of the federal poverty level (FPL), or (2) be elderly or disabled and receive cash assistance or ongoing and substantial services under TANF with an income of up to 200% of the FPL. The bill also increases the maximum allowable resources for SNAP eligibility and specifies that certain allowances relating to energy assistance extend only to households with elderly members.

30 x 30 Termination Act

30 x 30 Termination Act This bill limits federal acquisition of land or declaration of a national monument in certain areas and nullifies a provision of an executive order related to conservation. In a state or county where 15% or more of the land is managed by a federal agency (1) federal funds may not be used to acquire nonfederal land unless the agency proposing the acquisition disposes of an equal amount of federal land within the state or county, and (2) a declaration of a national monument shall not apply. The bill prohibits from having the force and effect of law a provision of Executive Order 14008 (86 Fed. Reg. 7619), titled Tackling the Climate Crisis at Home and Abroad , that requires the Department of the Interior to recommend steps to achieve the goal of conserving at least 30% of U.S. lands and waters by 2030. No federal funds may be used to implement, administer, enforce, or carry out any report or program substantially similar to such provision. No federal funds may be used to implement, administer, enforce, or carry out any action on federal land that results in a net-loss of multiple use or any principal or major use, unless such action has been authorized by federal statute.

Restore the Rights of Property Owners under the Eviction Moratorium Issued by the CDC Act of 2021 This bill nullifies beginning on July 1, 2021, the emergency order (and any extensions of the order) issued by the Centers for Disease Control and Prevention on September 4, 2020, that restricted residential evictions during the COVID-19 emergency. It also prohibits the order from being reissued unless specifically authorized by law.

Countering Hizballah in Lebanon’s Military Act of 2021

Countering Hizbollah in Lebanon's Military Act of 2021 This bill limits the use of security assistance funds for Lebanon until certain conditions are met. Specifically, 20% of funds appropriated or made available for such security assistance may not be obligated or expended until the President certifies to Congress that (1) the Lebanese Armed Forces have taken measurable steps to limit or expel Hezbollah-influenced military personnel that have significant influence over the Lebanese Armed Forces' policies or activities, (2) activities of the Lebanese Armed Forces to disarm Hezbollah demonstrate a serious commitment to fulfill United Nations Security Council Resolution 1701 calling for such disarmament, and (3) the Lebanese Armed Forces have not cooperated or partnered with Hezbollah during the last year. The President may waive the first two requirements if it is in U.S. national security interest to do so.
