The Real Emergencies Act This bill denies the President authority to declare a national emergency, an emergency or major disaster, or a public health emergency on the premise of climate change.

Preventing Labor Union Slowdowns Act of 2022 or the PLUS Act of 2022 This bill makes it unlawful for a labor organization or its agents while representing, or seeking to represent, employees engaged in maritime employment to engage in a labor slowdown at any time, including when a collective-bargaining agreement is in effect. It also prohibits a labor organization from impeding (1) modernization efforts at a port, or (2) the servicing of any automated vessel. The bill allows a party injured by such conduct to recover two times the amount of damages sustained and reasonable attorney fees and expert witness fees.
Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.
American Petroleum First Act This bill exempts certain vessels transporting crude oil or petroleum products from vessel documentation requirements as well as coastwise endorsement requirements. Specifically, the bill authorizes a vessel certificate of documentation (i.e., registration) to be issued for a vessel transporting crude oil or petroleum products, unless the vessel is (1) owned by a Russian national or Russia, (2) a Russian-flagged vessel, or (3) a vessel with any Russian crew member. The bill also authorizes a coastwise endorsement to be issued for a vessel that is transporting oil or petroleum products. Such an endorsement allows a vessel to engage in certain trade.
Ports Not Windmills Act This bill prohibits the use of certain Department of Transportation grant funds from being used to finance or refinance projects that support the development, manufacturing, staging, maintenance, or deployment of offshore wind energy infrastructure.
This resolution honors the life and legacy of the late Representative Don Young and directs the Sergeant at Arms to designate a Don Young Reserved Seat on the floor of the chamber of the House of Representatives.
Returning Amtrak To Economic Sustainability Act or the RATES Act This bill revises the mission and goals of Amtrak. It encourages an economically sustainable intercity and commuter passenger rail system and requires Amtrak to ensure route profitability proportional to the federal share of investment.
COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.

Poland Over Russia Act This bill requires the United States to withhold all contributions to the United Nations until Russia's membership on the U.N. Security Council is terminated and Poland is made a permanent member of the council. The President must order U.S. representatives to the United Nations to advocate for other member states to take similar actions.
