To extend the break-in-service consideration for firefighter retirements, and other purposes.

Maddy summaryThis bill amends federal retirement rules to allow certain firefighters to count prior service with breaks toward retirement eligibility. It specifically extends credit for service breaks (up to 24 months total) for firefighters who transitioned to supervisory roles after 3 years in frontline positions, retroactively applying to service between October 1, 2003, and the bill’s enactment date. Federal firefighters affected must submit written elections and pay retroactive retirement contributions to receive credit for prior service that didn’t previously qualify under the old rules. The changes directly impact eligible federal firefighters who had career breaks but would have met the new criteria had this law existed earlier.

Resident Physician Shortage Reduction Act of 2025

Resident Physician Shortage Reduction Act of 2025 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2026-FY2032; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

To amend the Virginia Graeme Baker Pool and Spa Safety Act to reauthorize certain programs, and for other purposes.

Maddy summaryHR 4751 reauthorizes two existing programs under the Virginia Graeme Baker Pool and Spa Safety Act by extending their funding periods. It updates the Swimming Pool Safety Grant Program and Education and Awareness Program to run through fiscal years 2025-2027, instead of ending after 2023. These programs directly affect state and local governments receiving grants for pool safety improvements and entities promoting public awareness about pool safety standards. The bill makes no changes to safety requirements but ensures continued funding for these specific initiatives.

ABLE Employment Flexibility Act

Maddy summaryThis bill allows employers to contribute directly to an employee's ABLE account (a savings account for people with disabilities) instead of a retirement plan, without violating retirement plan rules. It specifically ensures that when employers make these ABLE contributions, they are treated as valid contributions for retirement plan compliance purposes and do not disqualify the employee from federal benefits like Medicaid. The law requires employers to offer this option universally to all eligible ABLE account holders who participate in their retirement plans. It also clarifies that these employer contributions to ABLE accounts won't count toward income limits for means-tested federal programs. This directly affects working individuals with disabilities who use ABLE accounts to save without losing government benefits.

Great Lakes Mass Marking Program Act of 2025

Maddy summaryHR 1917, the Great Lakes Mass Marking Program Act of 2025, establishes a federal program within the U.S. Fish and Wildlife Service to mass-tag hatchery-reared fish in the Great Lakes. The program directly affects federal, state, and tribal fisheries agencies by providing data on hatchery fish versus wild fish populations through automated tagging. Key provisions authorize $5 million annually (2026-2030) to purchase tagging equipment, hire staff, and share collected data with partner agencies to inform management decisions about fish stocking, habitat restoration, and balancing predator-prey relationships. This data supports the economic stability of the Great Lakes fisheries sector, which contributes over $7 billion annually to the regional economy.

The bill mandates that agencies review and update current agreements within one year to align with cooperative fire protection agreements and set specific payment timelines. Ally’s Act

Maddy summaryHR 4606, the Ally’s Act, requires private health insurance plans (including employer-sponsored plans and individual coverage) to cover hearing implants and related services. It directly affects people with hearing loss who need cochlear implants, bone conduction devices, or external sound processors, as determined by a physician or audiologist. The bill mandates coverage for devices, maintenance, repairs, upgrades every 5 years, hearing assessments, surgery, and rehabilitation - without separate cost-sharing or stricter limits than other medical services. Insurers cannot deny coverage if a provider deems the service medically necessary. The law applies to all applicable health plans and takes effect for plan years beginning January 1, 2026.

320th Barrage Balloon Battalion Gold Medal Act

Maddy summaryHR 4621, the 320th Barrage Balloon Battalion Gold Medal Act, authorizes a single gold medal to honor the 320th Barrage Balloon Battalion - a segregated African-American unit that served during the D-Day invasion in World War II. The medal, struck by the U.S. Mint, will be presented by Congress and displayed at the Smithsonian Institution, with bronze duplicates available for sale to cover costs. The bill recognizes the unit’s role in deploying barrage balloons to protect Allied troops from air attacks on Omaha Beach and their overall contributions to the D-Day success. It does not create new laws or affect any policies, as it is purely a commemorative gesture for historical recognition.

Living Donor Protection Act of 2025

Maddy summaryThis bill prohibits life, disability, and long-term care insurers from denying coverage, canceling policies, or increasing premiums based solely on a person's status as a living organ donor. It directly protects living organ donors by preventing insurance discrimination unrelated to actual health risks. The bill also requires the Health and Human Services Secretary to update public educational materials about organ donation benefits, risks, and insurance impacts within six months of enactment. These materials will include information on the new insurance protections established by the bill. The law relies on state insurance regulators for enforcement of the insurance provisions.

Supporting Apprenticeship Colleges Act of 2025

Maddy summaryThis bill establishes two grant programs to support construction and manufacturing apprenticeship colleges. It provides up to $500,000 per college for community outreach (e.g., connecting with high schools, rural businesses, and workforce boards) and student support services (e.g., academic advising, mental health resources, childcare). The grants target increasing enrollment and completion rates for underrepresented groups, including rural students, first-generation college students, and minorities. Funding of $5 million annually (2026-2030) requires colleges to report on program outcomes like retention rates and diversity metrics. The law directly affects apprenticeship colleges offering work-based training in construction and manufacturing fields.
