Veterans Infertility Treatment Act of 2025

Maddy summaryThis proposed bill (HR 220) would expand VA healthcare benefits to cover infertility treatments like in vitro fertilization (IVF) and fertility preservation services for veterans with infertility or at risk of infertility (e.g., due to medical treatments), and their partners. It limits VA coverage to three successful IVF cycles or ten attempts, requires consent from veterans, partners, and donors, and allows use of donated eggs or embryos. Partners would receive travel reimbursement as if they were veterans, and temporary rules during implementation will immediately allow partners to access care without marriage requirements. The bill clarifies VA isn’t required to cover maternity care beyond existing rules and defers full implementation until VA issues final regulations within one year of enactment.

Improving Menopause Care for Veterans Act of 2025

Maddy summaryThis bill requires the Comptroller General to study and report on menopause care provided by the Department of Veterans Affairs (VA) to women veterans experiencing perimenopause, menopause, or genitourinary syndrome of menopause. The study will examine current VA protocols for diagnosis, treatment, provider training, veteran access to care, outreach efforts, and quality of care, including veteran feedback. The VA Secretary must then develop a strategic plan within six months of the report's release to improve menopause care access and quality for women veterans under VA healthcare programs.

Protecting Sensitive Locations Act

Protecting Sensitive Locations Act This bill prohibits immigration enforcement actions within 1,000 feet of a sensitive location except in exigent circumstances, such as the imminent risk of death, violence, or physical harm to any person. Sensitive locations include  health care facilities; schools and school bus stops; places that provide assistance for people such as children, pregnant women, and abuse victims; child care facilities; places that provide disaster or emergency services; places of worship; courthouses and lawyers’ offices; facilities used as polling places; certain labor union facilities; and public assistance offices. The prohibition shall apply to Department of Homeland Security officers and agents, as well as state employees pursuing immigration enforcement actions. If an enforcement action is carried out in violation of this prohibition (1) no information resulting from the action may be entered into the record in a resulting removal proceeding, and (2) the affected individual may move to immediately terminate such a proceeding. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall annually report to Congress about enforcement actions taken at sensitive locations in the preceding year.

Protect Our Letter Carriers Act of 2025

Protect Our Letter Carriers Act of 2025 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

Scientific Integrity Act

Maddy summaryThe Scientific Integrity Act requires federal agencies that fund, conduct, or oversee scientific research to adopt policies preventing political interference in scientific work. These policies must prohibit suppressing, altering, or delaying the communication of scientific findings and ensure hiring and decisions are based on expertise - not politics. Agencies must appoint a Scientific Integrity Officer to enforce the policies, handle complaints, and submit annual reports to Congress and the Office of Science and Technology Policy. The bill directly affects scientists and staff in covered agencies by safeguarding their ability to share research freely and maintain ethical standards in scientific communication.

Project Turnkey Act

Maddy summaryThe Project Turnkey Act establishes a $1 billion annual federal program to fund affordable housing for vulnerable populations. It provides grants to states, local governments, nonprofits, and community housing organizations to develop or convert properties (like hotels or vacant buildings) into housing for homeless individuals, those at risk of homelessness, domestic violence survivors, and youth experiencing homelessness. Funds must supplement - never replace - state or local housing investments and remain available until 2035.

Equal Access to Contraception for Veterans Act

Maddy summaryHR 211, the Equal Access to Contraception for Veterans Act, eliminates out-of-pocket costs for specific contraceptives for veterans using VA healthcare. It amends Section 1722A of Title 38 to prohibit the VA from charging veterans copayments for contraceptive items that must be covered without cost-sharing under federal law (as required by Section 2713(a)(4) of the Public Health Service Act). This means veterans will not pay any amount for contraceptives covered by the federal mandate, such as birth control pills or IUDs, when obtained through the VA system. The bill directly affects veterans enrolled in VA healthcare seeking contraceptive services, ensuring no additional costs beyond what is already mandated for these items.

Job Protection Act

Maddy summaryThis bill expands access to family and medical leave under the FMLA by reducing the required employment period from 12 months to 90 days for most workers. It also lowers the employer size threshold from "50 or more employees" to "1 or more employees," requiring nearly all employers to provide this leave. The changes specifically apply to private-sector workers, federal employees (covered under Title 5), and congressional staff, removing previous eligibility barriers. Key provisions include updating definitions in the FMLA and modifying federal employee leave rules to align with the 90-day requirement. This directly affects millions of workers who previously had to wait a full year for leave eligibility.

No Tax Breaks for Outsourcing Act

Maddy summaryThis bill modifies corporate tax rules to prevent companies from avoiding US taxes by moving operations overseas. It targets tax breaks that companies currently use when they outsource work to foreign countries or reorganize as foreign entities (so-called "inverted corporations"). The bill requires companies to pay tax on foreign profits based on each country where they operate, limits tax deductions for interest by multinational corporations, and treats foreign corporations managed in the US as domestic for tax purposes. These changes aim to close loopholes that allow companies to reduce their US tax burden through foreign operations.
