REMAIN in Mexico Act of 2025

Maddy summaryThis bill directs the Department of Homeland Security to implement the Migrant Protection Protocols (MPP) as outlined in a 2019 policy memo. It requires migrants seeking asylum at the U.S. border to remain in Mexico while their cases are processed, rather than being allowed to stay in the U.S. pending a hearing. The bill does not create new rules but mandates the reinstatement of a policy that was previously in effect from 2019 to 2021. This would directly affect asylum seekers arriving at the U.S.-Mexico border. The policy change would apply to all migrants covered by the existing MPP framework.

Educational Opportunity and Success Act of 2025

Maddy summaryThe Educational Opportunity and Success Act of 2025 increases funding for Federal TRIO programs, which support low-income and first-generation college students, by raising minimum grant amounts and authorizing $1.1 billion for fiscal year 2025. It shifts grant award criteria from "prior experience" to "prior success" in achieving quality service delivery, and adds protections to prevent rejections for minor technical errors like formatting mistakes or small budget rounding errors - allowing applicants 14 days to correct these before final decisions. The bill also updates documentation requirements for proving low-income status (e.g., using Pell Grant eligibility or school lunch program data) and increases per-student funding for specific programs like Upward Bound and the Postbaccalaureate Achievement Program. These changes aim to streamline access to support while ensuring fairer grant evaluations.

Legal Workforce Act

Legal Workforce Act This bill directs the Department of Homeland Security (DHS) to create an electronic employment eligibility confirmation system modeled after and to replace the E-Verify system, which allows employers and recruiters to verify the immigration status of individuals. The bill also mandates the use of such a system, where currently only some employers, such as those with federal contracts, are required to use E-Verify. The bill specifies documents that can establish an individual's identity and employment authorization. During the period starting when a job offer is made until three business days after hiring, the individual must attest to his or her employment authorization, and the employer or recruiter must attest that it has examined the individual's required documents. Employers shall reverify certain types of employees who were not previously verified using E-Verify. The Social Security Administration shall notify employees if their Social Security number has been used multiple times in an unusual manner. DHS shall establish programs for blocking and suspending misused numbers. Employers that are required to use the verification system shall not be liable for any employment-related action based on a good-faith reliance on the system. The bill establishes a phased-in participation deadline for different sizes and categories of employers, including agricultural employers. The bill increases civil penalties related to hiring individuals without work authorization. It also preempts state laws relating to hiring and employment eligibility verification, but states may use their authority of business licensing to penalize employers for failing to comply with the bill's provisions.

Abolish the ATF Act

Maddy summaryThis bill, HR 221 (Abolish the ATF Act), would eliminate the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) as a federal agency. It directly affects the ATF itself, removing its existence within the U.S. Department of Justice. The bill contains no policy provisions or new mechanisms - it solely directs the abolition of the agency through a single legislative action. As a procedural measure, it does not alter gun laws, enforcement responsibilities, or affect the public.

Proposing an amendment to the Constitution of the United States to limit the number of terms that a Member of Congress may serve.

Maddy summaryThis proposed constitutional amendment would limit Members of Congress to serving a maximum of three terms in the House of Representatives or two terms in the Senate. It directly affects current and future members by preventing those who have already served the maximum terms from seeking re-election. Key provisions include counting vacancies filled for more than a year (House) or three years (Senate) as a full term toward the limit, while excluding terms served before ratification from the count. As a constitutional amendment proposal, it requires approval by three-fourths of state legislatures to become law.

Fair Representation Amendment

Maddy summaryHRES 11, the Fair Representation Amendment, directs 16 House committees to review laws within their jurisdictions and propose changes to reduce executive branch agencies' discretionary power in applying those laws. Within six months of adoption, committees like Agriculture and Foreign Affairs must submit recommendations to the Oversight Committee, which would then swiftly draft legislation implementing the changes. This procedural resolution does not create new policies but aims to clarify how federal agencies enforce existing laws by limiting their interpretive flexibility. It directly affects the 16 committees named and the agencies operating under the laws they oversee.

HEALTH Act

Maddy summaryThis resolution (HRES 10) proposes creating a new standing Committee on Health within the U.S. House of Representatives. It would establish this committee to oversee specific health-related matters, including biomedical research, public health programs, and health facilities funded by general revenues (excluding veterans' healthcare). The resolution amends House rules to add the Committee on Health as a standing committee, shifting jurisdiction from existing committees like Education and Workforce and Energy and Commerce. This change affects how the House organizes its legislative work on health policy, not the substance of healthcare laws. (Note: This is a procedural rule change, not a policy bill.)

Federal Reserve Transparency Act of 2025

Maddy summaryHR 24, the Federal Reserve Transparency Act of 2025, mandates a comprehensive audit of the Federal Reserve Board and Federal Reserve banks by the Government Accountability Office (GAO) within 12 months of enactment. The bill requires the GAO to submit a detailed report to Congress within 90 days of completing the audit, including findings, conclusions, and recommendations for legislative or administrative action. This audit replaces current limitations on reviewing Federal Reserve operations, particularly regarding entities like special purpose vehicles not previously subject to standard audits. The bill directly affects the Federal Reserve System by increasing congressional oversight of its financial activities and reporting mechanisms.

Keep Your Coins Act of 2025

Maddy summaryHR 148, the Keep Your Coins Act of 2025, prohibits federal agencies from restricting how individuals use convertible virtual currency (like cryptocurrency) for personal purchases or self-custody. It directly protects "covered users" - people buying goods/services for themselves - with the right to use crypto for personal transactions and to store it in self-hosted wallets they control. The bill bans federal restrictions on these personal uses, ensuring individuals retain full control over their digital assets without third-party custody. It does not apply to business transactions or commercial crypto services. The law focuses on enabling personal financial autonomy with digital assets, not regulating exchanges or business operations.
