Justice for Angel Families Act This bill expands the allowable uses of state compensation payments for crime victims to include certain expenses for angel families. Angel family refers to the immediate family members of any individual who is a victim of homicide committed by (1) an individual who is unlawfully present in the United States, or (2) a member of an international criminal organization involved in the unlawful trafficking of controlled substances. The bill also reestablishes the Victims of Immigration Crime Engagement Office within the Department of Homeland Security.
Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.
Animal Violence Exposes Real Threat of Future Violence Act of 2022 or the AVERT Future Violence Act of 2022 This bill directs the National Institute of Justice within the Department of Justice (DOJ) to study the factors that contribute to acts of animal cruelty. The report must also analyze acts of animal cruelty as a predictor of future violence against humans. Additionally, the bill authorizes DOJ to establish a grant program to support the development and strengthening of detection strategies and early intervention or diversion resources to stop acts of animal cruelty and rehabilitate offenders.
Advanced Border Coordination Act of 2022 This bill requires the Department of Homeland Security to establish at least two Joint Operations Centers along the U.S.-Mexico border. The centers shall provide centralized operations hubs for (1) coordinating operations between federal, state, local, and tribal agencies as needed; and (2) coordinating and supporting border operations, including detecting criminal activity, such as activity related to transnational criminal organizations and illegal border crossings.
No IDs for Illegals Act This bill prohibits using federal funds to establish or otherwise support the Secure Docket Card Program of U.S. Immigration and Customs Enforcement.
Developing and Nationalizing Key Cannabis Research Act of 2022 This bill directs the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC) to expand activities concerning cannabis research. The NIH must collaborate with specified agencies to develop a national cannabis research agenda. Among other topics, the agenda must address (1) the therapeutic benefits of cannabis, (2) how cannabis effects specified populations, and (3) other public safety considerations. Additionally, the NIH must designate centers of excellence in cannabis research at institutions of higher education to conduct interdisciplinary research about biomedical, behavioral, and social issues related to cannabis. The CDC must work with other agencies to collect population-wide data about cannabis use, including (1) demographic factors, (2) health outcomes, (3) product variety, and (4) other relevant health information.
Combating Harmful Actions with Transparency on Social Act of 2022 or the CHATS Act of 2022 This bill directs the Department of Justice to modify the Uniform Crime Reporting Program in the Federal Bureau of Investigation to include data on any internet platform used in connection with criminal offenses.
Parity for Tribal Law Enforcement Act This bill treats certain tribal law enforcement officers as federal law enforcement officers under specified circumstances. Specifically, the bill authorizes the law enforcement officers of any Indian tribe that has contracted or compacted any or all federal law enforcement functions through the Indian Self-Determination and Education Assistance Act to enforce federal law within the tribe's jurisdiction if those officers meet certain qualifications. These qualifications include completing training and passing an adjudicated background investigation. Further, the bill deems a tribal law enforcement officer who is acting under an authorized contract or compact as a federal law enforcement officer for the purposes of certain federal laws, including for injury and death, retirement, and pension benefits. The Department of the Interior must (1) develop procedures for credentialing tribal officers to confirm these officers meet minimum certification standards and training requirements for Indian country peace officers, and (2) promulgate guidance to implement this bill. The bill also requires the Department of Justice to coordinate and provide oversight for its functions and programs to ensure a coordinated approach for public safety in Indian communities.
