Recognizing the duty of the Federal Government to create a Green New Deal.

This resolution calls for the creation of a Green New Deal with the goals of achieving greenhouse gas and toxic emissions reductions needed to stay under 1.5 degrees Celsius of warming; establishing millions of high-wage union jobs and ensuring economic security for all; investing in infrastructure and industry; securing clean air and water, climate and community resiliency, healthy food, access to nature, and a sustainable environment for all; and promoting justice and equality. The resolution calls for accomplishment of these goals through a 10-year national mobilization effort. The resolution also enumerates the goals and projects of the mobilization effort, including building smart power grids (i.e., power grids that enable customers to reduce their power use during peak demand periods); upgrading all existing buildings and constructing new buildings to achieve maximum energy and water efficiency; removing pollution and greenhouse gas emissions from the transportation and agricultural sectors; cleaning up existing hazardous waste and abandoned sites; ensuring businesspersons are free from unfair competition; and providing higher education, high-quality health care, and affordable, safe, and adequate housing to all.

Recognizing the designation of the week of April 11 through April 17, 2021, as "Black Maternal Health Week" to bring national attention to the maternal health crisis in the United States and the importance of reducing maternal mortality and morbidity among Black women and birthing persons.

This resolution recognizes the opportunity for Black Maternal Health Week to raise national awareness of the state of Black maternal health in the United States.

PROTECT Immigration Act of 2021

Protecting the Rights Of Towns against federal Enforcement contrary to Constitutional Tenets for Immigration Act of 2021 or the PROTECT Immigration Act of 2021 This bill establishes that the authority to investigate, apprehend, or detain aliens for the purposes of immigration enforcement is limited to immigration officers and authorized Department of Homeland Security employees, except when such authority is provided to other individuals under specified statutes. Specifically, this restriction does not apply in certain instances involving (1) an actual or imminent mass influx of aliens, (2) persons bringing in and harboring aliens in violation of immigration laws, or (3) an alien illegally present in the United States who had previously left or was deported after being convicted of a felony. The bill repeals the authority allowing the Department of Justice to enter into agreements authorizing state or local government employees to perform immigration enforcement functions.

To provide direct funding to local, Tribal, and territorial governments to establish Green New Deal programs and initiatives, and for other purposes.

Green New Deals for Cities Act of 2021 This bill authorizes the Department of Housing and Urban Development to provide funding to states, local governments, or Native American nations to carry out Green New Deal projects, such as projects to clean up pollution, climate adaptation measures, or conservation projects on family farms. In order to receive such funding, a state, local government, or Native American nation must have a local Green New Deal program proposal and meet other requirements as specified by the bill. A proposal must contain certain commitments, including a commitment to zero greenhouse gas emissions by 2030 through a fair and just transition for all communities and workers.

Khalid Jabara and Heather Heyer National Opposition to Hate, Assault, and Threats to Equality Act of 2021 or the Jabara-Heyer NO HATE Act of 2021 This bill creates grants for state and local governments to combat hate crimes. It also authorizes additional penalties for hate crime offenses. Specifically, it establishes grants for states to create state-run hate crimes reporting hotlines. It also authorizes grants for states and local governments to implement the National Incident-Based Reporting System and to conduct law enforcement activities or crime reduction programs to prevent, address, or respond to hate crimes. Finally, in the case of an individual convicted of a hate crime offense and placed on supervised release, the bill allows a court to order that the individual participate in educational classes or community service as a condition of supervised release.

Stop Hate Crimes Act of 2021

Stop Hate Crimes Act of 2021 This bill lowers the statutory burden of proof for showing intent with respect to a federal hate crime offense. Current law makes it unlawful to willfully cause bodily injury, or attempt to do so using a dangerous weapon, because of the actual or perceived protected characteristic (e.g., race) of a person. In 2014, the U.S. Court of Appeals for the Sixth Circuit held that the because of standard requires proof that a person's actual or perceived protected characteristic was the sole motivating factor in the offense. This bill replaces the because of standard with a new standard. Specifically, willfully causing bodily injury, or attempting to do so using a dangerous weapon, is a hate crime offense if a person's actual or perceived protected characteristic was a contributory motivating factor in the offense.

Camp Lejeune Justice Act of 2021

Camp Lejeune Justice Act of 2021 This bill allows certain individuals to sue and recover damages for harm from exposure to contaminated water at Camp Lejeune in North Carolina between August 1, 1953, and December 31, 1987. This action is available only to individuals who were exposed to contaminated water for at least 30 days. The bill prohibits the U.S. government from asserting specified immunity from litigation in response to such a lawsuit. The bill also prohibits an individual who brings such an action from bringing a separate tort action against the United States based on the same harm.
