Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Restore Trust in Government Act

Maddy summaryHR 6731, the "Restore Trust in Government Act," requires Members of Congress, the President/Vice President, and their spouses or dependent children to divest certain financial investments during federal service. It defines "covered investments" broadly (including stocks, commodities, and derivatives) but excludes Treasury bonds, municipal bonds, family farm interests, and some Alaska Native Settlement stock. Covered individuals must sell holdings within 90-180 days of taking office or enacting the law, with limited exceptions for qualified blind trusts or spouses’ occupational trading. Violations incur a 10% fee on the investment value and require returning profits, paid to the Treasury. Ethics offices enforce these rules, publish penalty details, and issue divestiture certificates.

Protect America's Workforce Act

Maddy summaryThe Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.

HIRRE Prosecutors Act of 2025

Maddy summaryThe HIRRE Prosecutors Act of 2025 establishes a federal grant program to help state, local, tribal, and territorial prosecutor offices hire, retain, and train prosecutors and support staff. It authorizes $10 million annually (2026-2030) for competitive grants, covering up to 75% of eligible costs, with preference given to rural, tribal, and areas rehiring laid-off prosecutors. Grantees must cover the remaining 25% of costs (or qualify for a waiver), and funds cannot replace existing state/local funding but must supplement it. All funded projects require data tracking and annual performance evaluations by the Attorney General.

Endometriosis CARE Act

Maddy summaryHR 6682, the Endometriosis CARE Act, requires federal agencies to advance research, improve treatment access, and increase awareness for people with endometriosis - a chronic condition causing pelvic pain and fertility challenges affecting an estimated 10% of reproductive-age individuals. The bill mandates $50 million annually for NIH research on endometriosis treatments and cures, directs HHS to analyze barriers like insurance coverage and provider shortages in accessing care, and funds public education campaigns targeting underserved racial, ethnic, and minority groups. It also requires HHS to develop provider training materials on diagnosis and care, and to commission a National Academies study on disparities in endometriosis treatment across race, geography, and insurance status. The legislation focuses on data collection, education, and research rather than altering existing insurance coverage or treatment protocols.

Commending State and local governments for championing reproductive rights as human rights.

Maddy summaryThis concurrent resolution (HCONRES 65) is a symbolic congressional commendment of state and local governments that have affirmed reproductive rights as human rights. It recognizes efforts by jurisdictions like Carrboro, North Carolina; Austin, Texas; and Fulton County, Georgia, which passed resolutions or proclamations declaring abortion access a human right and condemning criminalization of pregnancy outcomes. The resolution urges states to repeal restrictive abortion laws and protect access to reproductive care, but it does not create new legal requirements or fund programs. As a procedural resolution, it has no binding effect on federal or state law.

Our Parks Act

Maddy summaryHR 6603, the "Our Parks Act," amends the Federal Lands Recreation Enhancement Act to require the Secretary to waive entrance fees at all National Park System and National Wildlife Refuge System sites that normally charge fees, on every federal holiday listed in 5 U.S.C. § 6103. This means visitors entering these parks on designated federal holidays like New Year's Day or Independence Day will not be charged an entrance fee. The provision directly affects park visitors on those specific holidays, eliminating a standard cost for entry. The change is automatic and applies to all qualifying federal holidays without requiring visitor action.
