Small Business Regulatory Reduction Act This bill requires the Small Business Administration to ensure that for each fiscal year the cost to small businesses of the administration's rulemaking (including the modification or repeal of a rule) is not greater than zero. The administration also must report on any regulations issued by other federal agencies that have an impact on small businesses.
Keeping Israel Safe from Iranian Proxies Act This bill prohibits the Department of Defense from making federal funds available to specified entities that are backed by Iran.
Reversing Every Vaccine Emergency Requirement and Stopping Employee OSHA Mandates Act or the REVERSE OSHA Mandates Act This bill limits the authority of the Occupational Safety and Health Administration (OSHA) to regulate workplace safety and health matters. Specifically, the bill repeals OSHA's authority to issue emergency temporary standards related to workplace safety and health. The bill further specifies that OSHA may not, under its authority to regulate workplace safety and health, require the administration of any drug, vaccine, or other biological product to an employee.

Reauthorizing Evidence-based And Crisis Help Initiatives Needed to Generate Improved Mental Health Outcomes for Patients Act of 2022 or the REACHING Improved Mental Health Outcomes for Patients Act of 2022 This bill reauthorizes through FY2027 various activities related to mental health services and resources. It also establishes grants for assisted outpatient treatment programs. Specifically, the bill reauthorizes a policy laboratory housed within the Substance Abuse and Mental Health Services Administration (SAMHSA) that promotes evidence-based practices and service delivery models. Additionally, the bill reauthorizes grants and similar assistance for projects and programs to address priority mental health needs of regional and national significance, integrated primary care and behavioral health care at the community level, community-based systems to respond to behavioral health crises, programs to raise awareness about mental health services and resources in communities and train community members about how to respond appropriately and safely to individuals with mental disorders, suicide prevention and intervention programs for individuals over age 25 who are at risk of suicide, and assertive community treatment programs for individuals with the most severe functional impairments associated with mental illness. The bill also requires the Center for Mental Health Services within SAMHSA to award grants to localities, mental health systems, mental health courts, or other entities for assisted outpatient treatment programs (i.e., medically prescribed mental health treatment that is lawfully ordered by a state or local court and that a patient receives while living in a community).

COI Elimination Act This bill limits U.S. contributions to the United Nations pertaining to the U.N. Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel. Current law imposes a cap on the annual U.S. contribution to the U.N. budget. The bill lowers that cap by 25% of the amount budgeted for the commission. The bill also states that it shall be U.S. policy to seek the abolition of the commission and combat systemic anti-Israel bias in international bodies.
This bill revises oversight and disclosure requirements related to foreign sources and institutions of higher education (IHEs). For example, the bill establishes the Office for Foreign Gifts and Contracts Oversight within the Department of Education. Additionally, the bill requires an IHE to disclose to the office any gift or contract from a foreign source that (1) is valued at $50,000 or more, considered alone or in combination with all other gifts or contracts within a calendar year (current disclosure threshold is $250,000 or more); or (2) has an undetermined monetary value.
This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.
