DAIRY PRIDE Act

Maddy summaryThe DAIRY PRIDE Act aims to amend the Federal Food, Drug, and Cosmetic Act to establish a specific definition for "dairy product." This bill directly affects food manufacturers and consumers by regulating how certain food names can be used. It defines a "dairy product" as food that is, contains as a primary ingredient, or is derived from, the lacteal secretion of hooved mammals. The act prohibits foods that do not meet this definition, or the requirements for an imitation food, from using names for standardized dairy products (like milk, yogurt, and cheese) in interstate commerce. Additionally, it requires the FDA to issue guidance on enforcement of these provisions and report to Congress on actions taken.

Equal Representation Act of 2025

Equal Representation Act This bill requires that the statement sent by the President to Congress after the decennial census indicating the number of persons in each state exclude noncitizens. (This statement is the basis for reapportionment of U.S. Representatives.) The bill also requires any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is (1) a U.S. citizen, (2) a U.S. national but not a citizen, (3) a non-U.S. national ( alien under federal law) lawfully residing in the United States, or (4) a non-U.S. national unlawfully residing in the United States. The Department of Commerce must make public the number of persons in each state, disaggregated by each of these four categories.

IRAN Act

Maddy summaryHR 7380, the IRAN Act, aims to improve internet access for Iranian citizens by directing U.S. agencies to support secure connectivity tools. It requires the State Department to coordinate digital freedom efforts, update strategies to evaluate VPNs and Direct-to-Cell (DTC) technology, and ensure sanctions enforcement doesn’t block these tools for Iranians. The bill also mandates the FCC to prevent licensees from geo-blocking Iran’s satellite/DTC coverage (except for network security) and directs the State Department to report on coverage issues. Additionally, it authorizes $15 million annually for cybersecurity training and digital safety tools for Iranian journalists, activists, and civil society. The law explicitly states it does not override existing sanctions or require U.S. companies to sell services in Iran.

Senior Citizens’ Freedom to Work Act of 2026

Maddy summaryThe Senior Citizens’ Freedom to Work Act of 2026 aims to repeal the Retirement Earnings Test (RET) for Social Security beneficiaries. This means that individuals collecting Social Security benefits, including those under the Railroad Retirement program, would no longer have their benefits reduced if they continue to work and earn above a certain income threshold. The bill achieves this by repealing specific subsections of the Social Security Act and making conforming amendments across related benefit provisions. This change directly affects senior citizens and other beneficiaries who choose to remain employed while receiving their benefits, ensuring they receive their full entitlement. The provisions of this act are set to take effect for taxable years ending after December 31, 2026.

Expressing support for tax policies that support working families.

Maddy summaryThis resolution expresses support for the Working Families Tax Cuts, a law already enacted in July 2025 that provides various tax benefits to American taxpayers. The bill directly affects individuals and families by recognizing specific provisions that reduce tax liability, including expanded child tax credits, increased standard deductions, and tax relief for tipped workers and overtime pay. Key provisions include making a four-person household earning under $73,000 generally face zero federal income tax, increasing the child tax credit to $2,200 per child, and allowing 529 accounts to cover K-12 and trade school expenses. The resolution also acknowledges tax relief for seniors, auto loan interest deductions for American-made vehicles, and expanded health savings account access. This is a procedural measure that formally acknowledges existing tax policies rather than creating new legislation.

ICU Bed Act of 2026

Maddy summaryThe ICU Bed Act of 2026 mandates that hospitals, critical access hospitals, and rural emergency hospitals participating in Medicare report their intensive care unit (ICU) bed availability in real time. To achieve this, these facilities must participate in shared regional data systems and develop shared strategies for efficiently transferring patients when any hospital approaches ICU capacity. The Secretary of Health and Human Services will establish these regions based on factors like geography, population, and travel time between facilities. Additionally, the bill amends the Public Health Service Act to include efficient patient transfer activities in state and regional hospital preparedness efforts, extending funding for these activities through fiscal year 2031.

Every Dollar Counts Act of 2026

Maddy summaryThe Every Dollar Counts Act of 2026 requires health insurance plans and issuers to count money spent by individuals on prescription drugs purchased directly, without applying their insurance benefits, towards their annual deductible and out-of-pocket maximums. This means that if an individual pays cash for a drug or uses a discount card instead of their insurance benefits, those expenditures will still contribute to reaching their yearly healthcare spending limits. This change directly affects individuals enrolled in group or individual health insurance coverage. The new rules will take effect for plan years beginning on or after January 1, 2027.

Health Coverage Tax Credit Reauthorization Act of 2026

Maddy summaryThis bill extends the Health Coverage Tax Credit program through January 1, 2030, allowing eligible individuals and small businesses to receive tax credits for purchasing health insurance. The program directly affects people who buy health insurance outside of government marketplaces and small businesses that provide coverage to their employees. Under this legislation, qualified taxpayers can claim a tax credit to help pay for their monthly health insurance premiums, with the credit amount based on their income and the cost of coverage. The change is administrative, simply updating the expiration date in the tax code rather than altering how the credit is calculated or who qualifies for it.

To amend title XVIII of the Social Security Act to establish a full risk ACO program.

Maddy summaryThis bill establishes a permanent full risk Accountable Care Organization (ACO) program within Medicare to allow groups of healthcare providers to coordinate care and assume financial responsibility for the costs of treating traditional Medicare beneficiaries. The program creates two specific tracks: a standard track for general patient populations and a complex care track designed for patients with six or more chronic conditions, each with different minimum patient enrollment requirements. Participating organizations would receive payments based on a fixed budget per patient rather than individual service fees, sharing any savings or losses with the government while being exempt from certain existing quality reporting requirements. Providers can form these groups through various arrangements, including partnerships between hospitals and individual practices, and must ensure patients have the option to opt out of the program.
