Promoting Cross-b order Energy Infrastructure Act This bill establishes a new process for approving the construction and operation of energy infrastructure across an international border of the United States and replaces the existing process established under specified executive orders. Specifically, this bill requires a person to obtain a certificate of crossing before constructing, connecting, operating, or maintaining a border-crossing facility for the import or export of oil, natural gas, or electricity across an international border. A certificate must be obtained from the Federal Energy Regulatory Commission (FERC) for a facility consisting of oil or natural gas pipelines or the Department of Energy (DOE) for an electric transmission facility. As a condition of issuing a certificate, DOE must require that an electric transmission facility be constructed, connected, operated, or maintained consistent with specified policies and standards. FERC and DOE must meet a deadline for issuing a certificate as set forth by this bill. The bill also requires FERC to meet a deadline for approving applications to import or export natural gas to or from Canada or Mexico.

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.
This concurrent resolution recognizes the historic significance of the 70th anniversary of the founding of the U.S. Army Special Forces and honors Colonel Aaron Bank for his role in establishing the U.S. Army Special Forces. The concurrent resolution also recognizes the sacrifices and accomplishments of U.S. Army Special Forces soldiers and other special operations soldiers in the Armed Forces.
No Transferring GITMO Terrorists to America Act of 2022 This bill prohibits the use of Department of Defense (DOD) funds to transfer, release, or assist in the transfer or release of any individual detained at Guantanamo to or within the United States or its territories or possessions. Individuals detained at Guantanamo means those detained as of October 1, 2009, who are not citizens of the United States or members of the U.S. Armed Forces and are in the custody or under the control of DOD or otherwise under detention. The bill also prohibits DOD funds from being used to construct or modify any facility in the United States or its territories or possessions to house any individual detained at Guantanamo for the purpose of detention or imprisonment in the custody or under the control of DOD. This prohibition does not apply to any modification of facilities at United States Naval Station, Guantanamo Bay, Cuba.
Stop Iranian Drones Act This bill expands existing provisions requiring sanctions against individuals or entities that provide certain types of weapons to Iran. Specifically, the bill modifies the provisions by adding unmanned combat aerial vehicles to the list of weapons covered by the sanctions. The bill also requires the Department of State to periodically report to Congress on the identities of any Iranian entity that has attacked a U.S. citizen using an unmanned combat aerial vehicle. The President must designate any such entity as a foreign terrorist organization.
Deterring Enemy Forces and Enabling National Defenses Act of 2022 or the DEFEND Act of 2022 This bill requires the Department of Defense to seek to cooperate with Middle East allies and partners (i.e., countries of the Gulf Cooperation Council, Iraq, Israel, Jordan, Egypt, and other countries in the region as appropriate) to identify and develop an approach for such allies and partners to implement an integrated air and missile defense capability to protect against attacks from Iran and groups linked to Iran.
Firearm Training and Proficiency Act This bill allows individual taxpayers a deduction from gross income (above-the-line deduction) for the cost of any secure gun storage or safety device and for a concealed carry firearms or firearm safety course. The amount of this deduction is limited to $250 for any taxpayer in a taxable year.
Sponsoring USDA Sustainability Targets in Agriculture to Incentivize Natural Solutions Act of 2021 or the SUSTAINS Act This bill authorizes the Natural Resources Conservation Service to accept contributions of nonfederal funds to support a broader range of conservation programs. Current law authorizes the service to accept nonfederal contributions of funds to support certain programs, such as the Environmental Quality Incentives Program and the Conservation Stewardship Program. This bill expands the authority to include other conservation programs, including those that address climate change, carbon sequestration, wildlife habitat improvement, and protection of drinking water sources. The bill also makes other changes to the administration of contributed funds, such as by allowing the service to match contributions and permitting contributors to designate funds for use in a specific program or geographic area.
Producing Responsible Energy and Conservation Incentives and Solutions for the Environment Act or the PRECISE Act This bill incorporates support for precision agriculture into various programs of the Department of Agriculture (USDA). Precision agriculture refers to an information- and technology-based management system used to identify, analyze, and manage variability in agricultural production for optimum profitability, sustainability, and environmental protection. Specifically, the bill makes changes to eligibility criteria, administrative procedures, and other aspects of the Conservation Loan Program, the Environmental Quality Incentives Program, and the Conservation Stewardship Program. These changes include allowing the programs to support the adoption of precision agriculture practices and acquisition of precision agriculture technologies. In addition, the bill expands a program through which USDA makes and insures loans to for-profit and nonprofit organizations that invest in rural areas by allowing the loans to be used for precision agriculture practices. The bill also requires USDA to emphasize the use of third-party providers with respect to technical assistance on matters related to soil health for participants in certain USDA conservation programs.
Defending Freedom of Conscience for Cadets and Midshipmen Act of 2022 This bill provides that a cadet or midshipman at a federal service academy (e.g., the U.S. Naval Academy) may not be required to be vaccinated for COVID-19 as a condition for graduation and may not be dismissed from the academy as a result of refusing to be vaccinated. Cadets and midshipmen who are prohibited from fulfilling their service agreement due to their refusal to receive a COVID-19 vaccination may not be subjected to repayment provisions (e.g., bonus repayment) or specified debt repayment collections.
