New Markets Tax Credit Extension Act of 2025

Maddy summaryThis bill permanently extends the New Markets Tax Credit (NMTC), a federal tax incentive that encourages private investment in low-income communities. It directly affects community development entities (CDEs) that channel capital into underserved neighborhoods for projects like housing, healthcare, and businesses. Key provisions include permanently extending the credit beyond 2025, adding annual inflation adjustments to the credit amount starting in 2026, and ensuring the credit isn't reduced by the alternative minimum tax for investments made after December 2024. The changes apply to taxable years beginning after December 2024, providing long-term stability for community development financing.

Commission To Study the Potential of a National Museum of Italian American History and Culture Act

Maddy summaryHR 1102 establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission, composed of 8 members appointed by congressional leaders, will examine factors like location options, costs, fundraising potential, and impacts on existing museums, and must report back within 18 months. It will not create the museum itself but will develop recommendations for Congress on whether to proceed, with all funding coming from private sources - no federal funds may be used for the commission’s work. The bill focuses solely on the study process, not on building or operating the museum.

Fair Access to Banking Act

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. The bill establishes the right for a person to bring a civil action for a violation of this bill.

Antisemitism Awareness Act of 2025

Maddy summaryHR 1007, the Antisemitism Awareness Act of 2025, clarifies how the Department of Education enforces Title VI of the Civil Rights Act of 1964 to address discrimination against Jewish individuals. It requires the Department to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when investigating complaints involving discrimination based on actual or perceived Jewish ancestry or ethnic characteristics. This affects Jewish students and communities in K-12 schools and colleges receiving federal funding, as it ensures antisemitism is assessed under existing civil rights protections. The bill does not create new laws but specifies that the IHRA definition - already used by the Department since 2018 - must be applied in Title VI enforcement cases.

No User Fees for Gun Owners Act

Maddy summaryHR 943, the "No User Fees for Gun Owners Act," bans states and local governments from requiring insurance, taxes, or user fees as conditions for owning, buying, or selling firearms. It specifically prohibits these fees for firearm manufacture, importation, acquisition, transfer, or continued ownership, except for general sales taxes applied equally to all goods. The bill amends federal law to prevent states from imposing such conditions on gun ownership or commerce, while allowing standard sales taxes to apply uniformly. This directly affects gun owners, dealers, and manufacturers by removing mandatory fees tied to firearm transactions. The law does not restrict general sales taxes but eliminates state-specific fees as a prerequisite for firearm-related activities.

RECOGNIZING Judea and Samaria Act

Maddy summaryHR 902, the "RECOGNIZING Judea and Samaria Act," mandates that the U.S. government replace the term "West Bank" with "Judea and Samaria" in all official federal documents, communications, and materials. It prohibits federal agencies from using "West Bank" in policy, regulations, or public communications after enactment, with limited exceptions for international treaty obligations. The bill requires specific legal amendments across multiple laws, including the Foreign Assistance Act and the Taylor Force Act, to update references to the territory. This change affects only U.S. government terminology, not the legal status of the territory or any policies toward it. The bill does not alter funding, regulations, or diplomatic positions but focuses solely on renaming the area in federal communications.

IGO Anti-Boycott Act

Maddy summaryThis bill expands the Anti-Boycott Act of 2018 to cover boycotts promoted or enforced by international governmental organizations (IGOs), not just foreign countries. It adds "international governmental organization" to key definitions in the law and requires the President to annually report to Congress on foreign countries and IGOs that foster or impose such boycotts. The law directly affects U.S. businesses and entities subject to boycotts by IGOs, like the United Nations or World Trade Organization. The changes are technical amendments to existing definitions and reporting requirements.

Educational Choice for Children Act of 2025

Maddy summaryHR 833 creates a federal tax credit for individuals and corporations that contribute to scholarship granting organizations (SGOs) providing scholarships for elementary and secondary education. The credit allows taxpayers to deduct up to 10% of their adjusted gross income or $5,000 (whichever is less) for contributions to SGOs serving students from households with income up to 300% of the area median income. The bill establishes a $10 billion annual cap on the tax credit program, requires SGOs to verify student eligibility and maintain separate accounts, and prohibits government control over SGOs or private schools. It ensures scholarships can be used at public, private, or religious schools without discrimination based on religious character. The tax credit would be available for contributions made after December 31, 2025, with annual volume cap increases based on usage.

Expressing the sense of Congress that tax-exempt fraternal benefit societies have historically provided and continue to provide critical benefits to the people and communities of the United States.

Maddy summaryHCONRES 4 is a symbolic resolution expressing Congress's support for tax-exempt fraternal benefit societies (like mutual aid organizations). It recognizes these groups, which have over 7 million members nationwide, as historically and currently providing critical community benefits - including life/health insurance, charitable work, and volunteer services - valued at over $3.8 billion annually. The resolution affirms that their tax-exempt status under Section 501(c)(8) of the Internal Revenue Code remains beneficial and should continue to be promoted. This is a non-binding expression of congressional sentiment, not a policy change.

Main Street Tax Certainty Act

Maddy summaryHR 703, the Main Street Tax Certainty Act, makes a key tax deduction permanent for small business owners. It removes the temporary sunset provision (subsection (i)) from Section 199A of the tax code, ensuring the qualified business income deduction remains available for eligible small businesses. This change directly affects pass-through business owners (like S-corps, partnerships, and sole proprietorships) who currently qualify for this deduction. The permanent change takes effect for tax years starting after December 31, 2025.
