Countering Hate Against Israel by Federal Contractors Act

Maddy summaryHR 3050 prohibits U.S. federal agencies from entering into contracts over $100,000 with companies that engage in a boycott of Israel after January 1, 2026. Companies must certify they are not boycotting Israel when bidding for such contracts, and contracts must include a requirement that companies refrain from boycotting Israel during the contract term. If a company violates this prohibition, the agency must terminate the contract 30 days after notifying the company, unless the company ends the boycott. This bill directly affects businesses with federal contracts exceeding $100,000 and defines "boycott" as actions taken due to boycott calls, without valid business reasons, or based on nationality, national origin, or religion.

Stamp Out Invasive Species Act

Maddy summaryHR 3024, the "Stamp Out Invasive Species Act," creates a semipostal stamp sold by the U.S. Postal Service to raise funds for programs combating invasive species. The public can purchase this stamp at a slight premium (up to 25% above standard postage), with all proceeds split equally between the Department of the Interior and the Department of Agriculture for invasive species management. The stamp would be available for sale for two years after enactment, with funds transferred to the agencies at least twice yearly. This bill directly affects the public through voluntary stamp purchases and the agencies through dedicated funding for ecosystem protection.

Border Airport Fairness Act of 2025

Maddy summaryHR 2962, the Border Airport Fairness Act of 2025, designates specific airports near the U.S. northern or southern borders as official ports of entry. It directly affects airports that are primary airports within 30 miles of the border, connected via formal agreement to a border crossing or seaport within 30 miles, and meet U.S. Customs and Border Protection’s established criteria for port designation. The bill’s key provision removes user fees under the Trade and Tariff Act of 1984 for these designated airports. This change streamlines border operations by treating eligible airports as formal entry points without additional fees.

TRACKS Act

Maddy summaryThe TRACKS Act requires federal contractors and recipients to disclose details about certain subawards (subgrants or contracts) paid to entities in designated "foreign countries of concern" or "foreign entities of concern" as defined by the 2021 National Defense Authorization Act. It directly affects organizations receiving federal funds who pass money to foreign entities in these designated countries, including universities, nonprofits, or businesses. The bill mandates that these "covered subawards" be reported using the same transparency process already required for domestic subawards, with federal agencies to issue implementation guidance within 90 days of the law's enactment. This policy change aims to increase public visibility into how federal funds flow to specific foreign entities.

Maurice D. Hinchey Hudson River Valley National Heritage Area Enhancement Act

Maddy summaryHR 2895 directs the Secretary of the Interior to study whether Saratoga and Washington Counties in New York should be added to the existing Hudson River Valley National Heritage Area, established by law in 1996. The study will assess the suitability and feasibility of this expansion through consultation with New York state and local historic preservation offices, historical societies, and tourism agencies. This process does not immediately expand the Heritage Area but evaluates if adding these counties aligns with the area's purpose of preserving cultural and natural resources. The bill focuses solely on gathering information for potential future designation, with no current changes to the Heritage Area's boundaries.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill establishes criminal penalties for certain offenses, including registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship.

Encouraging the Department of State and civil society to further the Abraham Accords by encouraging peace and tolerance in education.

Maddy summaryThis non-binding resolution encourages the U.S. Department of State to work with Middle Eastern countries - including the UAE, Bahrain, Morocco, and others - to reform school curricula by removing antisemitic content and promoting peace education, building on existing changes in those nations under the Abraham Accords. It urges diplomatic engagement to prioritize educational reforms that foster tolerance and reduce hate speech, aligning with the Israel Relations Normalization Act of 2021. The resolution specifically supports expanding these efforts to countries like Saudi Arabia and Indonesia, where similar educational reforms are underway.

High-Quality Charter Schools Act

Maddy summaryHR 2798 creates a federal tax credit allowing individuals to claim 75% of qualified cash or securities donations (up to $5,000 or 10% of adjusted gross income) to eligible charter school organizations. To qualify, organizations must be 501(c)(3) entities meeting strict criteria, including being in the top 10% for student performance in their state or receiving specific federal grants, and must undergo annual audits. The credit is subject to a $5 billion annual cap, allocated first to states (with $10 million per state) and then nationally on a first-come, first-served basis. This directly affects individual donors making qualifying contributions and charter school organizations seeking to expand operations through tax-advantaged funding.

Military Moms Act

Maddy summaryHR 2730, the Military Moms Act, modifies the TRICARE program to add pregnancy and pregnancy loss (miscarriage or stillbirth) as qualifying life events for enrollment changes, directly affecting military dependents. It requires the Secretary of Defense to issue guidance on documentation for these changes and mandates a detailed report within two years on maternal healthcare access at military facilities and TRICARE network providers, including staffing shortages and travel challenges. The bill also directs the creation of a dedicated Military OneSource webpage with pregnancy resources (excluding abortion information) and requires training for counselors on non-medical pregnancy needs. These provisions aim to improve access to prenatal, birthing, and postpartum care for military families.

Maddy summaryHR 2686, the University Accountability Act, imposes financial penalties on tax-exempt universities found to have violated civil rights laws. Specifically, it requires a penalty of $100,000 or 5% of the institution’s administrative compensation (whichever is greater) for each federal court ruling finding a violation of Title VI of the Civil Rights Act. Universities must report all such violations on their annual tax returns, including details about the violation and prior determinations. Additionally, a university facing a third or subsequent violation must undergo a mandatory review of its tax-exempt status by the IRS. This bill directly affects tax-exempt educational institutions subject to IRS reporting requirements under Section 501(c).
