Healthy Dog Importation Act

Healthy Dog Importation Act This bill imposes requirements on the importation of live dogs. Specifically, the bill prohibits the importation of a live dog into the United States unless the Department of Agriculture (USDA) determines the dog (1) is in good health, (2) has received all necessary vaccinations and demonstrated negative test results as evidenced by a certificate from a licensed veterinarian, and (3) is officially identified by a permanent method approved by USDA. Additionally, dogs entering the United States for transfer must be at least six months of age and accompanied by a USDA permit. Transfer is defined as a change of ownership or control of an imported dog to another person, including by sale, adoption, exchange, or donation. USDA must provide an exception to any requirements under the bill for dogs that are transferred for (1) research purposes; (2) veterinary treatment under certain conditions, including appropriate quarantining; or (3) lawful importation into the state of Hawaii if the dog is not transported out of Hawaii for resale at less than six months of age. USDA also has enforcement authority under the bill.

ABLE Employment Flexibility Act

ABLE Employment Flexibility Act This bill permits employers to make tax-exempts contributions to ABLE (Achieving Better Life Experience) accounts in lieu of making contributions to existing tax-exempt defined contribution retirement plans. An ABLE account is established to pay the expenses (e.g., food, education, housing, transportation, employment training and support, and health care expenses) of a designated beneficiary who is disabled.

Public School Emergency Relief Act

Public School Emergency Relief Act This bill authorizes a Department of Education program to provide temporary emergency impact aid payments to states for assisting local educational agencies and Bureau of Indian Education schools in responding to increases in the enrollment of immigrant children.

Domains Critical to Homeland Security Act

Domains Critical to Homeland Security Act This bill authorizes the Department of Homeland Security (DHS) to conduct research and development to identify U.S. critical domains for economic and homeland security and evaluate the extent to which disruption, corruption, exploitation, or dysfunction of any such domain poses a substantial threat to homeland security. The bill defines United States critical domains for economic security as the critical infrastructure and other associated industries, technologies, and intellectual property, or any combination thereof, that are essential to U.S. economic security. DHS may conduct additional research into high-risk critical domains under specified circumstances.

CISA Cyber Exercise Act

CISA Cyber Exercise Act This bill establishes the National Cyber Exercise Program to evaluate the National Cyber Incident Response Plan and related plans and strategies. (The National Cyber Incident Response Plan outlines the roles and responsibilities, capabilities, and coordinating structures that support how the United States responds to and recovers from significant cyber incidents posing risks to critical infrastructure.) Based on current risk assessments, the exercise program shall be designed to (1) simulate partial or complete incapacitation of a government or critical infrastructure network resulting from a cyber incident, (2) provide for the systematic evaluation of cyber readiness and enhance operational understanding of the cyber incident response system and relevant information sharing agreements, and (3) develop after-action reports and plans that can incorporate lessons learned into future operations.

State and Local Cybersecurity Improvement Act

State and Local Cybersecurity Improvement Act This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to establish the State and Local Cybersecurity Grant Program to address cybersecurity risks and threats to the information systems of state, local, or tribal organizations. Eligible grant applicants (i.e., states and certain Indian tribes) must submit a cybersecurity plan—to be approved by CISA as a condition of disbursement—that describes how the applicant will use the funds to address cybersecurity risks and threats to their information systems. Grant funds must be used to implement, develop, or revise the applicant's cybersecurity plan or to assist with activities that address imminent cybersecurity risks or threats. CISA must establish a State and Local Cybersecurity Resilience Committee to provide state, local, and tribal stakeholder expertise, situational awareness, and recommendations to CISA on how to address cybersecurity risks and threats. CISA must develop and maintain a resource guide for state, local, tribal, and territorial government officials to assist with identifying, preparing for, detecting, protecting against, responding to, and recovering from cybersecurity risks, threats, and incidents. In addition, CISA must develop and make publicly available a Homeland Security Strategy to Improve the Cybersecurity of State, Local, Tribal, and Territorial Governments. Finally, CISA must assess the feasibility of implementing a short-term rotational program to detail approved state, local, tribal, and territorial government employees to CISA in cyber workforce positions.

DHS Industrial Control Systems Capabilities Enhancement Act of 2021

DHS Industrial Control Systems Capabilities Enhancement Act of 2021 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to maintain certain capabilities to identify and address threats to industrial control systems. Specifically, the bill requires CISA's National Cybersecurity and Communications Integration Center to ensure that its activities address the security of both information and operational technology, including industrial control systems. Additionally, CISA must maintain capabilities to identify and address threats and vulnerabilities to products and technologies intended for use in the automated control of critical infrastructure processes by (1) leading efforts to identify and mitigate cybersecurity threats to industrial control systems; (2) maintaining threat hunting and incident response capabilities to respond to cybersecurity risks and incidents; (3) providing cybersecurity technical assistance to stakeholders; and (4) collecting, coordinating, and providing vulnerability information to the industrial control systems community. CISA shall provide to the homeland security committees a briefing on its industrial control systems capabilities at specified intervals. The Government Accountability Office must review and report on implementation of the bill's requirements.

Supporting Research and Development for First Responders Act

Supporting Research and Development for First Responders Act This bill directs the Department of Homeland Security to designate the National Urban Security Technology Laboratory as a science and technology laboratory responsible for testing and evaluating emerging technologies and conducting research and development to assist emergency response providers in preparing for, and protecting against, threats of terrorism. The laboratory shall (1) conduct tests, evaluations, and assessments of current and emerging technologies for emergency response providers, including cybersecurity of such technologies that can connect to the internet; and (2) act as a technical advisor to emergency response providers.
