Stop Price Gouging in Grocery Stores Act of 2025

Maddy summaryHR 4966 prohibits grocery stores from selling items at "grossly excessive prices," defined as 120% or more above the average market price over the previous six months (with exceptions for unavoidable cost increases like supply chain issues). It bans using facial recognition or personal data to set different prices for individual customers (e.g., adjusting prices based on shopping history) and requires clear signage if facial recognition is used. Stores over 10,000 square feet must replace electronic shelf labels with physical price tags. The Federal Trade Commission enforces these rules, allowing consumers to seek $3,000 per violation or actual damages, with penalties for willful violations.

Ending Trading and Holdings in Congressional Stocks (ETHICS) Act

Maddy summaryThe Ending Trading and Holdings in Congressional Stocks (ETHICS) Act requires members of Congress, their spouses, and dependent children to divest or place most personal investments in qualified blind trusts. It bans the purchase of covered investments (including stocks, commodities, and derivatives) after enactment, with current members having 90 days to sell existing holdings and new members having 90 days after taking office to divest. The bill includes specific exceptions for diversified mutual funds, Treasury securities, and certain family business investments while establishing enforcement mechanisms including civil penalties of up to 10% of the value of noncompliant holdings. The law applies to members serving terms beginning after January 31, 2023, and mandates public online disclosure of financial information through updated government databases.

Protecting Health Care and Lowering Costs Act of 2025

Maddy summaryThis bill adjusts health insurance subsidies by modifying the premium tax credit structure under the Internal Revenue Code. It replaces previous income thresholds with a sliding-scale formula, increasing subsidies for households earning between 150% and 400% of the federal poverty level - reducing their required premium payments as income rises within these tiers. The changes apply to tax years beginning after December 31, 2025, directly affecting middle-income individuals and families purchasing coverage through health insurance marketplaces. It also repeals specific provisions from a prior reconciliation law related to health care.

Ban Corporate PACs Act

Maddy summaryThis bill would prevent for-profit corporations from operating political action committees (PACs). It requires that any political fundraising fund must be run by a nonprofit organization (like a 501(c)(4) group), not a regular business, and restricts contributions to only executive and administrative staff - not stockholders. Existing corporate PACs would need to dissolve within one year of the law taking effect. The bill directly affects all for-profit companies currently using PACs to fund political activities.

Expressing support for July to be designated as "Disability Pride Month".

Maddy summaryHRES 613 is a symbolic House resolution expressing support for designating July as "Disability Pride Month." It directly affects people with disabilities by raising public awareness of their contributions and challenges, referencing CDC data showing 70 million U.S. adults live with disabilities. The resolution calls on the public and organizations to celebrate Disability Pride Month in July and actively work to prevent discrimination against people with disabilities, aligning with the anniversary of the Americans with Disabilities Act (ADA). This is a non-binding gesture focused on recognition, not policy change.

Transformation to Competitive Integrated Employment Act

Maddy summaryThis bill transitions individuals with disabilities from segregated employment under special certificates (which allow subminimum wages) to competitive integrated employment with fair wages. It creates grant programs for states and employers to facilitate this transition, requiring employers to pay at least minimum wage (increasing over time) and providing necessary supports. The bill phases out special certificates entirely within 4 years, while ensuring individuals with disabilities receive ongoing support during the transition. It also establishes evaluation requirements to track progress and ensure compliance with the new standards.

Cracking Down on Price Gouging Act

Maddy summaryThis bill amends the Defense Production Act to prohibit price gouging on critical goods during emergencies. It defines "unfairly excessive price" as a 10% or greater price increase relative to pre-shortage levels for essentials like food, medical supplies, energy, or emergency services during declared acute shortages (e.g., natural disasters, pandemics). Businesses violating this face fines up to 300% of revenue from the violation. Exceptions apply for legitimate business needs or uncontrollable cost increases. The law directly affects sellers of critical goods during government-declared emergencies.

Next Generation Farmer Act

Maddy summaryThe Next Generation Farmer Act lowers experience requirements for beginning farmers seeking USDA farm loans or programs. It reduces the mandatory farming experience from 3 years to 1 year and creates two waiver paths: 1) 1 year of hired farm labor with management duties, or 2) mentorship from retired farmers/retired executives (SBA's SCORE program) or approved local farm organizations. This directly affects new farmers and ranchers applying for USDA financial assistance. The bill makes it easier for those without traditional farming backgrounds to qualify for federal support programs.

Spotted Lanternfly Research and Development Act

Maddy summaryThis bill adds "spotted lanternfly control" as a priority research area under federal agricultural funding, authorizing grants to develop and share tools for combating the invasive spotted lanternfly pest (Lycorma delicatula). It directly affects farmers, agricultural communities, and state departments of agriculture in states like Pennsylvania where the pest causes significant crop damage. The key provision amends existing law to allow research grants focused on creating effective treatments and management strategies for the pest. The bill also extends the funding period for all high-priority research initiatives through 2030.

Resident Physician Shortage Reduction Act of 2025

Resident Physician Shortage Reduction Act of 2025 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2026-FY2032; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.
